6The flexible work schedule described in PWS 1.4.1 includes alternating 44-hour week and 36-hour weeks. Under the Service Contract Act timekeeping for the purposes of overtime must be done on a weekly basis (Sunday-Saturday). The schedule described under PWS 1.4.1 will incurs 4 hours of overtime per FTE every other week. Would the Government consider a straight 8-hour, 5 day a week, schedule in order to reduce overtime costs?ContractingThe Government will not adjust the work schedule as the 44/36 alternate week is the schedule of the building that is the place of performance.

If and when a transition between incumbent and apparent awardee is needed, the determination about transition support will be made then.

Please clarify if this is key contract personnel or subcontracting teaming partners.ContractingPer the Key Personnel subfactor, "if the offeror is listing subs in the key personnel, then they must submit projects for eval purposes for both the Experience and Past Performance factors." Only if you are using a sub as a key personnel, is when a letter of commitment from your sub is required.
48PWSpg. 5 1.4.1The PWS states it is an 80-hr bi-weekly pay plan instead of 40-hours week. Is the Government allowing for OT billing for any hours over 40 in a week, as noted by WY state law OT occurs after 40 worked hours? This is important as pricing is being ranked by lowest price and all offerors should be complying with WY law.ContractingThis will be a firm fixed price contract and employees shall work IAW the schedule listed in the PWS. Any deviation from the schedule, will require a modification to the contract.
