About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity related to wildland fire training for Wyoming Army National Guard personnel. The file contains two technical and contractual questions with corresponding government responses. Key details include:

The training involves National Wildfire Coordinating Group (NWCG) courses, with students expected to be on orders from July 7th through September 30th. The government anticipates the training will be conducted either in a single continuous session or across multiple drill weekends, with potential regional operational coordination and local wildland engine integration. The option is for qualified instructors for task book management during the experiential training. This is confirmed as a brand-new requirement with no previous contract history, specifically aimed at preparing Wyoming Army National Guard personnel for foundational wildland firefighting training prior to incident assignments.

1 Schedule PWS

Given the minimum standard delivery time for the NWCG courses listed is 9 days, do you anticipate the training will be conducted in a single continuous session, or will it be broken up across multiple drill weekends?

The expected delivery format—particularly the number and frequency of required trips to Guernsey—will materially impact our approach and pricing.

Technical

Students will be on orders for the duration of the training period. We anticipate a start date of July 7th with orders going through September 30th. We have blocked out the first two weeks of training for NWCG course delivery with the remaining time on orders allotted to experiential training on camp or with regional fire departments. We will allot whatever time is necessary for NWCG course delivery in a single continuous session. The option in the RFP is for operational coordination of experiential training, which could include placement of firefighters on local wildland engines for a period of time or integration with a State Forestry hand crew. The key will be to have qualified instructors for task book management during the experiential training. This option is preferred, but not required and it will not be a condition for acceptance of an NWCG course delivery proposal.

2 Previous Contracts NA Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
