1 Meals Count Peformance Work Statement
(PWS)
Can you tell me how many meals per year are expected to be served? I looked through the PWS and I didn’t see the total or a meal breakdown.
Technical
The total meals sold for October 2021-Septmber 2022 is as follows:
Breakfast: 14,514 Lunch: 8,084 Dinner: 12,394
2 Site Visit N/A Is there a site visit planned to tour the dining facility? Technical No site visit is planned to tour the dining facility.
3 Meals Count Peformance Work Statement
(PWS)
Is there meal count numbers (historic and/or planned) to be provided to base the breakfast, lunch and dinner meal cost on?
Technical See the answer to question number 1.
4 Menu Requirement PWS 4.4.1 Is there specific menu requirements for each meal period that the contractor must provide (ie protein, starch, vegetables serving sizes, etc)
Technical See 2.4.6 and 2.4.7 of the PWS for specfic menu requirements each meal period that the contractor must provide.
5 Set Aside SF1449, Block 10
I have an additional question on the set-aside being Economically Disadvantaged WOSB (EDWOSB). Can you verify what listing you are going from? The link below published in March 2022 does not list the NAICS code of 722310 - Food Service Contractors as a EDWOSB eligible code, but rather a WOSB code.

Contractual This was done as an Economically Disadvantaged Woman Owned Small Business set aside in error. The solicitation is being amended to be a Woman Owned Small Business Set Aside.
6 Meals Count Peformance Work Statement
(PWS)
Regarding PWS for Full Food Service RFP No. W912L322R10006; what is the historical head count for meals (Bkft Count/Lunch Count/Dinner Count) provided M-F and for Weekends.
Technical
The numbers are not broken down into weekends and weekdays.
However, as a National Guard base, we often conduct training on the weekends that requires support from the DFAC. Also see answer to question 1.
7 Cashiers Count PWS 4.1 Request number of cashiers historically required during meals. Technical Data not available. The government does not dictate the amount of cashiers that the contractor keep on staff. This is decided by the contractor.
8 Serving Stations PWS 2.3; 2.4.3; 2.4.8 Request number of stations available to serve menu items. Technical There is a hot serving line and a cold serving line as well as a moveable cold salad bar.
9 Dine in or Grab and go PWS 2.4.4 Do patrons dine in for meals or are all meals prepared as grab ‘n’ go and bulk pick-up.
Technical All 3 types of meals are utilitzed, this is based off unit requests.

“Key Personnel” requirements in the Part II - Technical Proposal.
Specifically, the concern is the resume / CV requirements for the Dining Facility Manager (DFM) appear to be overly restrictive which mentions specific military grades, e.g.., E-6 military pay grade, rather than make an allowance for non-DOD / commercial equivalents. This “E-6” requirement appears to conflict with FAR Subpart 11.1 - Selecting and Developing Requirements Documents, which requires purchase descriptions to be written to promote effective competition. We are concerned the above Technical Proposal requirements for the DFM could artificially restricts competition.
Contractual
Part II (c) 3 states. Within the past eight years, two years’ experience working in a large food service operation providing cafeteria style or multi-entree operation providing complete meal service.
Part II (c) 4 states. One year must have been served as a manager.
Part II (c) 7 states. Military food service experience in the pay grade of E-6 or above may be credited as management experience for this position.
To be clear Military food service experience or an E-6 or above with military food service experience is not a requirement but rather can be used in place of requirements for Part II (c) 3 & 4

Executive Order 14055, Executive Order on Nondisplacement of Qualified Workers Under Service Contracts. EO 14055 requires.
Section 1. Policy. When a service contract expires, and a follow-on contract is awarded for the same or similar services, the Federal Government's procurement interests in economy and efficiency are best served when the successor contractor or subcontractor hires the predecessor's employees, thus avoiding displacement of these employees.
The resume /CV requirement for the DFM appears to conflict with the requirements of EO 14055 since it presumes a new person will be hired instead of offering the incumbent the option to continue.
Contractual
W912L322R1006 P00002 adds Clause 52.207-3 Right of First Refusal Clause which was not in the original solicitation in an error.
There is no conflict as the right of first refusal clause is now in place.
These guidelines are merely here to show requirments if a new employee is required to be hired.

Commitment Letter. it is unclear whether or not the DFM must also submit a “Commitment Letter”, which would be included in the proposal. Is not submitting this letter considered non-responsive and would result in an offeror being removed from consideration?
Contractual Commitment letter is not required. Therefore not submitting the commitment letter will not result in an offeror being removed from consideration for non responsiveness.
