QUESTIONS AND ANSWERS FOR SOLICITATION
W912L1-25-Q-1002 LODGING BPA SOUTH
AMENDMENT 0001
Q1: Is there a current awardee for this contract or is it a new requirement?
A1: This is a new requirement.
Q2: In Attachment 1, the first page lists Camp Mabry, Texas, located in
Austin, TX. However, the addresses in other attachments refer to different cities. Could you confirm if this is a typo?
A2: This is not a typo. Attachment 1 - The Statement of Work reads “Texas Army National Guard, Camp Mabry, Texas 78703” because the lodging requirement is for the Texas Army National Guard, which is headquartered at Camp Mabry, Austin, Texas 78703. The addresses for the training sites are listed in the Request for Quote.
Q3: Is there an estimate of how many parking spaces are needed?
A3: the estimated number of parking spaces is between 10-75 spaces and varies on the amount of unit personnel.
Q4: Is complimentary breakfast requested?
A4: Complimentary breakfast is not specifically requested, but highly encouraged.
Q5: If parking is not complimentary, should it be included in the provided rate, or will guests be responsible for their own parking fees?
A5: Government will not pay for parking fees. If there is not complimentary parking, guests will be responsible for their own parking fees.
Q6: Will a tax-exempt form be provided?
A6: Yes
Q7: Since multiple hotels are interested in this solicitation, how would you prefer the pricing sheet to be formatted? The current sheet has space for multiple hotel entries but only one field for rates.
Would it be acceptable to copy and paste the same format in the rate section, adding the corresponding hotel name and number, or would you prefer a separate pricing sheet for each hotel?
A7: Quotes shall be submitted that meet the specifications of the RFQ.
Q8: the address to the Training site is located and the address that is given for San Antonio is to another Hotel. I want to ensure we are within the 30 miles requested.
A8: The address listed for San Antonio, was inadvertently posted as a hotel listing in San Antonio.
The correct training site address for San Antonio is: 6457 Camp Bullis Road, San Antonio, Texas
78257. A revised Request for Proposal has been provided with this amendment.
Q9: Will the rooms for military ranks below be single or double occupancy?
Personnel shall be billeted consecutively by category, i.e. junior enlisted, senior enlisted, Senior
NCO with Senior NCO, officer (Col, Lt Col, Maj, Capt., 1 Lt, 2Lt).
A9: The unit POC’s will provide rooming list with each delivery order.
Q10: How many rooms are required per training event?
A10: The amount will vary; it depends on the amount of unit personnel scheduled for training.
Q11: Is there a current or past incumbent? If so, who is/was the incumbent?
A11: No incumbent.
Q12: Is there an Authorized Callers List? If so, who holds ownership, responsibility, and maintains the list?
A12: The authorized caller list will be provided and maintained by the contracting office.
Q13: Are there any overarching policies or regulations that bidders must comply with?
A13: Refer to the solicitation documents provided at SAM.gov for this information.
Q14: How far of an advance notice will an inspection team be given?
A14: Inspections may be planned or unplanned based on the schedule of the unit and need date of rooms. The inspections will vary by location.
Q15: How will proposals be evaluated, and what criteria will be used?
A15: Refer to the solicitation documents provided at SAM.gov for this information.
Q16: What is the anticipated timeline for the evaluation process and contract award?
A16: Anticipated need date is as early as October 31, 2024. The end date is 60 months thereafter or when the ceiling has been reached, whichever event occurs first.
Q17: Is it possible to receive feedback/critiques of performance and documentation (proposal critiques, Q&A, communication, etc.) if awarded or not?
A17: This requirement is in accordance with Federal Acquisition Regulation, FAR, Part 13 Simplified
Acquisition Procedures, which do not mandate or “require” a debriefing.
Q18: Will this solicitation require servicing, or sustainment? If so, how often? Further explained as;
Servicing and sustainment means, are we required to book or block rooms, maintain list of members and rooms, or act as an authorized user, caller, or member throughout the life of contract?
A18: Contractors will be required to book/block rooms once order is issued and details of event(s) are identified by the contracting office. All details shall be available for reconciling of each order.
The end date of the requirement is 60 months or when the ceiling has been reached, whichever event occurs first.
Q19: How many call(s) are expected to be ordered under this BPA (call limitations)?
A19: This is unknown currently.
Q20. Are we able to submit a quote for this BPA lodging requirement if we don’t have a property within a 30-mile driving distance of one of the National Guard Armory or Training Site?
A20. The requirements are spelled out in the attached documents, if your quote does not comply with the requirements, it will not be reviewed further.
