26. Reference plan detail 4/AE503: Is there carpet on risers (as shown) and no edge treatment?
Install carpet in accordance with flooring manufacturer's recommended instructions.
27. Reference plan sheet ED101. Notes 3,4,5,& 6 refer to a “boundary” which does not agree with the “secure perimeter” shown on AE101. Which is correct?
The Boundary in sheet ED101 is the existing boundary of the vault area, and the boundary on sheet AE101 is the boundary of the new secure area after. The boundaries on ED101 show the entire extent of the electrical demolition work, while the boundaries on sheet AE101 just depict the secure perimeter. They are both correct, they just outline different aspects of the project.
28. Note 6/MD101 Clarify extent of demo. Is this under the slab or above ceiling in occupied space
NIC?
9 | P a g e
This is pipe is above the ceiling.
29. Note 8/MD 101. Roof patching is specified at plumbing vent demo. Is the roof under warranty and who is the roofer? Can we just cap the vent?
There is a manufacturer warranty by Centria that expires in Feb 2023. The vent can be capped.
30. What is the make and color of the existing brick we are to match?
There is no make or color available to provide. Brick should match existing as close as possible.
31. 5/AE503 What is the unidentified item at the wall and resting on the carpet?
I believe this is supposed to represent the cove base.
32. Note 1/FP101. How is the existing fire sprinkler system to be kept in operation? Is there a separate fire riser? No work is shown for connection of the existing system in the occupied (Not in Contract) areas.
According to the Basis of Design in section 2.2.7.10.2: “This existing sprinkler system downstream of the wet pipe system riser will be demolished in its entirety.” “Areas east of the grid line 7 will remain as is…” There is a separate fire riser in the mechanical room on the east side of the facility (see attached photo).
10 | P a g e

There are no existing NIPERNET RJ45 Jacks, these will need to be installed as required.
38. Please clarify who the required controls system / contractor is for the building (JCI?).
12 | P a g e
There is not a required control system company, however the controllers need to be able to connect to the existing front-end system which is Honeywell.
39. Please indicate who the required fire alarm system / contractor is for the building.
The fire alarm panel can be any company (the existing panels are Simplex and FCI), however the existing transceiver will be reused and is Monaco.
40. The bid form has 3 line items with no stated base bid. Please revise the bid form to provide for a total base bid line item summarizing clin items 001, 002 and 003.
A revised bid form will not be provided for this solicitation
41. The bid form has 3 line items. We understand that one contractor will be awarded at least clin line item 1 CONSTRUCTION. Want to make sure bidders won’t be awarded just line item 2 Communications or Line item 3 Contractor Manpower Reporting. If this is not a correct understanding, please clarify otherwise to all bidders by amendment.
Only one contractor will be awarded for the solicitation only.
42. Clin Items 1 and 2 refer to Attachments 1,4, 5 and 2. Downloaded documents are not labeled as 1, 4, 5 or 2. Please clarify.
Downloaded documents are now labeled
43. Request bid date extension to allow contractors time to review submitted questions and pending government answers.
Bid extension has been extended to August 21, 2020
44. Details on A-002 indicate “Provide UL Assembly HW-D-0042 to Deck.” Please provide details of a UL Assembly HW-D-0042 assembly to all bidders by amendment.
Details of UL Assembly HW-D-0042 to Deck need to be provided by contractor.
45. New files provided 30 July 2020 on Sam.gov only seem to change the pdf file name to include Attachment # references. Please confirm there are no changes in these files from the originally provided files other than the file name.
This is to confirm that there are no changes to the originally provided files other than the file name.
46. Plan details 4/AE304 at column line A and 1/AE503 at column line 1 depict the existing construction of the exterior wall as brick veneer over metal studs. If this is not a correct depiction of the actual conditions and Concrete Masonry Units (CMU) are located behind the existing metal studs, then please identify the locations of the existing CMU block within the construction areas by amendment to all bidders. There is a significant price difference between demolishing metal studs versus CMU block. We assume contract drawings are correct unless clarified otherwise to all bidders by amendment.
13 | P a g e
These details are correct, the walls in these details are brick veneer over metal studs. Continue bid estimate assuming these details area correct.
47. Reference question 3 above. In the event the government finds that the exterior walls are brick over Concrete Masonry Unit (CMU) wall construction rather than the brick over studs construction as identified on the contract drawings, then exterior wall details 4/AE304 and 1/AE503 and others will require revision.
We assume contract drawings are correct unless clarified otherwise to all bidders by amendment.
The exterior construction is brick over studs.
48. Detail 2/AE503 adds Tube Steel Columns at the new opening in the exterior wall. Please indicate the height of the tube steel column and what it is to attach to at the top of the column. Please provide a connection detail at the top of the column.
No plan detail is available at this time.
49. Please provide structural as-built drawings for the portion of the building to be renovated.
50. It is our understanding that all existing furniture, moveable cabinets, shelving, etc. will be removed by the owner prior to construction. If this is not a correct understanding, please clarify otherwise by amendment by identifying which furniture, shelving items are to remain so that the disposal of these items can be quantified.
Government will remove all existing furniture prior to construction
51. M2 does not seem applicable at exterior walls. M2 wall type is shown on A-002 at an exterior wall that remains, we assume only the accessible interior of the building side will have the gypsum board replaced and that top and bottom tracks will not be replaced. If this is not a correct understanding, please clarify otherwise with a revised plan detail that works for these locations.
Only the controlled side of the existing wall will have the gypsum board replaced. However, if during construction, the existing metal studs do not meet ICD 705 requirements (16 ga. / full height), they will need to be replaced/altered and top/bottom tracks may need to be replaced.
52. M6 wall does not seem applicable located up against an existing wall to remain. There is not sufficient space to get the gypsum board installed in the few inches provided up against the existing wall (with the detailed wall system). Assume only one side of the new metal stud will get gypsum board at this location.
Please indicate number of layers required on this side. If this is not a correct understanding, please clarify otherwise with a revised plan detail that works for these locations.
No M6 wall exists, not sure which wall this is referring to. Please refer to ICD 705 standards for number of layers of gypsum board. There is a detail that answers this.
53. M2 wall does not seem applicable at existing to remain interior walls between the renovated area and the Outside Scope of this Project Areas. For example, Reference room 117 East wall. M2 designator is used on the room’s side of the wall and on the other side of the wall which from the site visit we saw this wall covered with limestone rock from floor to ceiling. As this wall is indicated to be existing to remain, we
14 | P a g e understand that the limestone rock wall and all walls in the ‘Outside the scope of this project’ area are existing to remain with no work to be done to them. If this is not a correct understanding, please clarify otherwise with a revised plan detail that works for these locations as well as photographs of outside of scope areas which require work.
The existing walls along the east side of the work perimeter are metal studs with gypsum board on the side to be renovated. The existing restroom has ceramic tile 9 feet up to the gypsum board ceiling will be removed, the rest of the walls are gypsum board. The opposite side of the walls along the east perimeter will remain untouched.
54. M2 wall does not seem applicable at existing to remain interior walls. Where M2 is used at interior walls to remain, what is the intent or scope of work required at these walls? Is it to only remove s/r one side of studs, add batt insulation and reinstall 2 new layers of gypsum board on that side? Or only to add another layer of gypsum board to each side? Is work required on one side only or both sides? Assuming we are not replacing bottom and top track on a wall shown to be existing to remain as that would require the wall to be removed. Please clarify what is intended at these walls with a revised plan detail.
The intent is to remove one side of gypsum board (west side) and batt insulation, then install new insulation, and two new layer of gypsum board on that side. Work is only required on one side of the wall.
Assuming metal studs meet ICD 705 standard, there is no need to replace top and bottom track.
55. M1 thru M7 walls are called out to be 16ga studs on detail 1/A-002 and no thinner than .0329 inch thickness by paragraph 2.1.1.1 of specification section 09 22 00. Manufacturer Clark Dietrich indicates the ProSTUD 30 with thickness of .0312 is engineered to allow it’s use up to 18’-6” with specified deflection criteria of L/240 and spaced at 16”o.c. per paragraph 2.1.1.1. This allowable height exceeds the height requirement of 17’-4” per plan detail AE305. Confirm this stud is acceptable for use at M1 thru M7 walls with gypsum board on each side per manufacturer’s published tables in lieu of 16 ga. Similarly confirm that Clark Dietrich 3 5/8” 33 mil and 43 mil Structural Studs with allowable heights greater than 17’-4” are acceptable for use on this project for where gypsum board is only on one side. See attached allowable wall height tables for reference.
The height between the foundation and concrete decking is 17’-4” on the ground floor level (existing vault area), there is no need to install a stud with any greater length. A 16 ga. Stud with a minimum thickness of .0329 inches will support the three layers of gypsum board required (two on one side and one on the other).
56. M2 wall indicates that bidders are to relocate in-wall power and communications to be surface mounted.
If new interior studs are not required to be added at M2 walls, will power and communications still need to be relocated to be surface mounted?
The studs in the M2 walls will remain, however, the layout inside the working perimeter will change and require the power and communication outlets do be relocated per drawings and specs.
57. Please clarify wall type for Auditorium Room 179 East and South. Assumed to be A1 unless clarified otherwise per General Note D on AE101.
M1 is correct wall type.
58. Please provide additional plan details for the stoop located outside of the elec room 185 to include thickness of the stoop, dimensions of any beams (if any), reinforcing requirements, whether or not cast in place nosings are required at steps and whether it requires any base course under it and if yes depth and type of base course required.
15 | P a g e
No plan details or dimensions are available at this time.
59. If cast in place nosings are required at new interior steps, please provide a plan detail showing requirements.
60. If any wall mounted rails are required at the stoop outside the elec room, please clarify with revised plan details.
61. Bid form contains 3 bid items without a summary total base bid line. Is it possible that the government will award only CLIN 0001 Construction or ONLY CLIN 0002 Communications? If yes, then contractor must include general conditions and overhead in both CLIN 0001 and CLIN 0002 bid items to cover our costs in the event government only awards one, which increases the cost to the government. If government will award all clins to one contractor then the general conditions and overhead can be split between line items, decreasing the cost to the government. Please indicate by amendment whether or not the government will be considering awarding only clin 0001 or 0002 to a contractor or if all clins will be awarded to one contractor.
The Government will award one single contract, which includes all 3 CLINS on this requirement and will only be awarded to one Prime Contractor.
62. CLIN item 0003 Contractor Manpower Reporting indicates to provide a price to fill out all the information in the forms on the following website: https://ecmra.army.mil/. As of this morning, the website is not a valid website. See below error message from the website. Please provide any applicable information for contractors to price the line item.
Contractor Manpower reporting is scheduled to transfer from eCMRA to SAM. You may have already noticed that eCMRA has been decommissioned. Reporting in SAM will use the same data elements and timing (still Oct 31) identified in the FAR clause. Currently, SAM does not have manpower reporting capability. A pending DFARS case is scheduled to be finalized the end of FY20.

Sheet EP601 (New) Electrical One-Line shows a new feeder #16 from the existing 80kW generator to the new panel HGE, as well as a new feeder #16 from new panel HGE to new ATS2. Are we to intercept the existing underground conduit currently routed from the generator to ATS1, reroute it to new panel HE and provide new conductors, or do we furnish a completely new underground feeder continuous from the generator to panel HE? The conduit and conductor sizes for the existing feeder from the generator to ATS1 is not provided. The new feeder #16 is shown to be 4-#1 & 1-#6 EG in 1-1/2” conduit. Will this match up with the existing feeder? For the new underground feeder from panel HE to new ATS2, how are we to transition the feeder when entering the building? Do we install a pull box on the exterior of the building and route the feeder through the perimeter wall, or sawcut and remove/replace the floor of Electric 185 to install this feeder to ATS2?
The contractor will demo the existing feeders mentioned and furnish a completely new underground feeder continuous from the generator to panel HE with new properly sized conduit. The contractor can install a pull box on the exterior of the building and route the feeder through the perimeter wall.

77. Sheet EP102 seems to indicate that the only separately mounted safety disconnect switches required to be provide and installed ahead of the equipment starters or controllers are for the two Boilers and the two Hot Water Pumps. Mechanical specifications and Mechanical Schedules on sheet M-701 require all other equipment to be provided with factory installed disconnect switches. Are these four items the only ones that will require disconnect switches to be provided and mounted by the EC? The VAV Box Schedule does not mention factory installed disconnect switches, yet the HVAC Power Plan shows a symbol for a disconnect switch furnished with the equipment at each VAV box location. Will EC provided disconnect or toggle switches be required at each VAV box, or will the VAV boxes include disconnect switches?
Specifications section 2.10.4 states “NEMA KS 1. Provide heavy duty-type switches where indicated, here switches are rated higher than 240 volts, and for double-throw switches. Utilize Class R fuseholders and fuses for fused switches, unless indicated otherwise. Provide horsepower rated for switches serving as the motor-disconnect means. We would like to use existing cable trays where available, i.e. from rm 143 to 173. But this is a complete overhaul on the area so existing cable trays may not be available. In this case it would be required to run cable trays from vault CR down each hallway and then branch the cables off from the cable tray into the offices.
84. PWS section 4.9 states “the following cable colors shall be followed: green for voice & data and red for fiber optic cable”. Will all SIPRNET locations require only fiber optic cable, or will some SIPR locations require Cat6? If Cat6 is permitted, should the contractor provide a screened cable
(ex. U/FTP, F/STP)?
Our standard is to use blue CAT 6 cabling for NIPR data & voice and yellow for Single mode FO cables.
There can be no RED cables unless it is unencrypted SIPR lines. In which case it would have to be visible in an approved secure location or pulled within a dedicated continuous steel conduit if within a drop ceiling.
