ADDENDUM TO 52.212.1 (DEV)

1. Adherence to Instructions: The offeror must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. The offerors proposal shall consist of three (3) separate electronic volumes:

Vol I – Technical Proposal - (2 copies – 1 redacted). The offeror shall submit two (2) technical proposals. One (1) un-redacted and one (1) redacted copies. (All identifying information such as company’s name, address, letterhead, logos, contact information etc.), shall be redacted and/or removed.

Offeror shall submit an organization chart to validate how they meet the requirements which states “Providers requiring licenses shall be licensed in accordance with Army Regulation 40-68, para. 4-8.”

Technical proposal should include company management that demonstrates experience and management of this type of services in accordance with the PWS.

Vol II – Past Performance - Offerors are required to furnish three to five current, relevant, or recently completed Federal, State, local or private contracts under which the same or similar services were provided. Past Performance Retrieval System (CPARS) will be used to validate past performance in addition to any completed questionnaires which should be submitted directly to the following:

linda.s.janak.civ@mail.mil.

Vol III – Price Proposal - The price proposal shall be specific, complete in every detail and separate from the technical and past performance. The pricing proposal should list how the event will be staffed and assets that will be used and then priced using the offeror’s unit

2. Registration in System for Award Management (SAM). In order to be eligible for contract award, offerors must be registered and active in SAM at https://www.sam.gov.

3. Cost or Pricing Data: The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. However, if at any time during this completion, the Contracting Officer determines that adequate price completion does not exist, offerors shall be required to submit cost or pricing data to support a determination of price reasonableness and affordability.

4. Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities, and experience and will base its evaluation on the information presented in the offeror’s proposal. Proposals shall be clear, concise, and include all the information required by this provision in sufficient detail for effective evaluation. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. The Government may evaluate proposals and award a contract without discussions. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a technical and price standpoint.

File details come from the government source that posted it.
