SYSTEMS FURNITURE NOTES

1. Demountable partitions must match in material, style, kind and type to the existing Mills Wall installed throughout the base. Color coordination will be done at the time of installation. Variation in the type of furniture or wall system must be “approved” by the Base Engineer.

2. Demountable partitions will have a washable, tear resistant fabric (per attached specification). The minimum fabric thickness will be .017 inches. The average tensile strength breaking grab is warp 50 fill 50. The average tear strength is warp 20 fill 15.

3. Minimum acoustical ratings: STC: 45 /NRC: 0.80 for walls/panels.

4. Partition height – 9’-0” (Contractor shall verify prior to fabrication).

5. All panels will be installed on two-foot centers (nominal unit width). Variations in installation from the two foot configuration will be authorized by the Base Engineer only.

6. Demountable partitions mechanically interchangeable with Mills Wall partitions used on the base. Right Angle intersections will be devised as a connection between tooled parts for easy removal and wall completeness. Butting an interior partition into another at right angles or at any other angle will not be permitted. Panels, walls, and door frames to be erected with non-destructive fasteners. This includes fastening to existing structures or to other components. Variation in the type of furniture or wall system must be “approved” by the Base Engineer.

7. Pre-wired work stations (system furniture) will be GF Open Plan System to match in all manners with existing systems furniture. GF Open Systems Components shall be set up to work in a modular fashion. Surfaces, shelves, flipper doors, and other components will be designed to fit directly into the improvised connections. GF Open Systems Items will be easily installed and interchangeable. Various geometric arrangements will be possible based on the 2 foot Mills Wall panel spacing. GF Open Systems will be set up on 2-foot intervals with multiple 2-foot installations with no creep. In other words, three four-foot stations mounted on a Mills Wall side by side will be 12 feet long and no more. Alternatives “approved” by the Base Engineer.

8. To the maximum extent possible the contractor will utilize existing Mill Wall and/or GF Open Plan Systems from the base bench stocks and areas to be moved. Prior to the bid the contractor should make an inventory of base bench stocks to determine existing materials and components. Components utilized from base stocks must be in a usable condition before that item can be included in the inventory. The inventory should require only 1 business day to complete. The inventories will be conducted in the following areas:

a. Mill Wall and Open Plan Systems already installed in the existing STS Area

b. Mill Wall and Open Plan Systems stored in the Annex building 800

c. Mill Wall and Open Plan Systems in the existing APS

d. Mill Wall and Open Plan Systems in the existing ALCE area

Results of the inventory will be provided to the Base Civil Engineer electronically on a micro-Soft Excel spreadsheet. The Base Engineer will provide the format for the spreadsheet to the contractor prior to the inventory.

9. Items in existing operating areas such as APS, ALCE, and STS may be marked for continued use in that area or use in an area other than the purposed facility. The Base Engineer will provide any such information at the time of the inventory.

10. During the installation the contractor must schedule work as to limit as much as practical the disruption that may occur during the moving stage. This may require work outside the Kentucky Air National Guard normal business hours which are Tuesday through Friday 6:00 a.m. to 4:30 p.m.

11. The contractor will be responsible for moving all components of Mills Wall and GF Open Systems plan furniture to the location of the new purposed use from one to the four areas listed in 8 above.

12. Color coordination will be maintained throughout the purposed APS/ALCE/STS building. The contractor may purpose matching the existing color schemes or provide new schemes. Color coordinating displays and devices will be submitted to the Contractor Representative for official approval. All existing base stock materials will be refurbished as necessary to maintain color scheme.

13. The electrical system shall match in kind to existing base specifications for Mills Wall and GF Open Wall Systems. (8-wire –three circuits – isolated ground capability).

a. All panels and wall systems shall be considered powered panels even if they will not be used as such. All panels and walls to have electrical hardware, not receptacle.

b. All powered panels shall have raceways capable of distributing three circuits and the circuit capacity for all work stations configurations. The minimum requirement is 20-amp power circuits and the equivalent of six 25 pair communication cables. Unused access points shall be covered to prevent unsightly holes. Category 5 or specified compliance.

c. Ata minimum, electrical power outlets (20-amp) will be supplied at a rate no less than the standard residential electrical code. Drawings will reflect changes and additional requirements.

d. Receptacles shall be of proper type, manufactured to work in the panel chase and properly fasten to the wall panel. Receptacles shall be flush with the panel and shall not protrude into the floor space. Receptacle shall have an aesthetic appearance.

14. All thermostats in areas with Mill Wall and GF Open Systems will be at 62” or higher.

15. Doors and door hardware will match in kind with what is now used with Mills Wall. Locks will be provided for each room where GF Open Systems Plan furniture is located. Each door will have a sidelight with an appropriate mini blind. The sidelight will be on the two-foot spacing criteria. Double glazed encased blinds as option.

16. Work Surfaces will be indicated on the drawings for bidding purposes.

17. For planning purposes, if not indicated on the drawings, each corner work surface will be associated with the following minimum requirements for sum of minimum requirements for the entire project. The plan drawings can indicate additional items, however; not less than what is listed below will be supplied to the project.

a. 1 – pencil drawer

b. 4 – 48” lateral filing cabinets (file bins)

c. 2 – 48” flipper door cabinets with shelf

d. 2 – 48” open high shelves

e. 2 – 2’x4’ tack boards

f. 1 – pedestal file drawers

g. 1 – articulating keyboard arm tray

h. 2 – 48” task lights

18. GF Open Work Surfaces in the two reception areas will use Counter tops as a transaction counter. Counter tops are to be mounted on the top of panels and in three configurations: straight, curved, and right angled. They will be installed to fit the function of the reception area.

19. Insulation for ceiling reverberation will be installed as shown on the floor plans or acoustical tackable wall considered as option.

20. The United States Property and Fiscal Office will grant the contractor authority to purchase at General Schedule Acquisition (GSA) pricing under a separate provision. The contractor should purchase any items for the GF Open Systems Plan or the Mills Wall at the GSA price. The government will not incur any material cost for items purchased greater than the GSA price.

SECTION 01295 – SCHEDULE OF VALUES

1.01 REQUIREMENTS INCLUDED

A. The Contracting Officer will determine the necessity of a schedule of values and may use this format or another of his choice. A 1354 Checklist will be required for all projects performed by the Multiple Task Order Contract (MATOC).

B. Example procedures for preparation and submittal of Schedule of Values.

C. The Unified Facilities Criteria (UFC), UFC 4-010-01, dated 8 Oct 03 and UFC 4-010-01, dated 9 Feb 12 for Antiterrorism/Force Protection (AT/FP) standards shall be incorporated for all projects.

1.02 FORMAT

A. Type Schedule on Payment Request Forms AIA G703.

1. Contractor shall also complete a “1354 Checklist”, copy of which follows this section. Base Engineer will provide codes or instructions.

B. Follow Index of Specifications for listing component parts. Identify each line item by number and title of major specifications section, and further broken down as may be requested.

1.3 CONTENT

A. List installed value of each major item of work and each subcontracted item of work as a separate line item to serve as a basis for computing values for progress payment. Round off values to nearest dollar.

B. For each major subcontract, list products and operations of that subcontract as separate line items.

C. Include work allowances within line item of work, when applicable.

D. Coordinate listings with construction schedule. A copy of the proposed construction schedule shall accompany this submittal.

E. Component listings shall each include a directly proportional amount of Contractor’s overhead and profit.

F. For items on which payments will be requested for stored products, list sub-values for cost of stored products, including taxes payable.

G. The sum values listed shall equal total contract sum. This is an enterprise zone and no taxes will be assessed.

1.4 SUBMITTAL

A. Submit eight (8) copies of schedule 15 days prior to first application for payment. Form and content shall be acceptable to the Contracting Agent.

B. Transmit under transmittal letter. Identify project by title and number.

1.5 SUBSTANTIATING DATA

A. When contracting agent requires substantiating information, submit data justifying line item amounts in question.

B. Provide one copy of data with cover letter for each copy of application. Show application number and data, and line item by number and description.

PART 2 PRODUCTS

A. Not used.

PART 3 EXECUTION

A. Not used.

SECTION 01315 – PROJECT MEETING

1.01 REQUIREMENTS INCLUDED

A. Contractor participation in preconstruction conferences, and bi-weekly (weekly or twice a week when necessary, depending on the construction activity) coordination/progress meetings.

1.02 PRECONSTRUCTION CONFERENCES

A. The Contracting Officer or his designated representative will administer the preconstruction conference for mobilization at project site, for clarification of Contractor’s responsibilities in use of site, and for review of administrative procedures. The Contracting Officer will prepare and distribute summary minutes.

1.03 PROGRESS MEETINGS

A. The Contracting Officer or his designated representative will schedule, organize and chair coordination/project meetings during normal working hours. Contracting Officer will prepare and distribute summary minutes.

1. If attendee objects to wording, content, or context of the minutes, such as objection must be presented in writing within three (3) days to the Contracting Officer for clarification. If no objections are made, the minutes shall be accepted as written (or corrected as necessary). The minutes shall be recognized as official correspondence of the project.

B. Attendance: Contractor’s superintendent and necessary assistants, representative of the Contractor’s home office, major trades, Owner and his representatives, Contracting Officer, and other representatives and consultants as appropriate to agenda topics or phase of construction in progress, or as requested by the Contractor.

C. Suggested Agenda: Corrections to minutes of previous meeting, review of work progress, status of progress schedule and adjustments thereto, delivery schedules, submittals, maintenance of quality standards, pending changes and substitutions, and other items affecting progress or quality of work.

PART 2 PRODUCTS

Not used.

PART 3 EXECUTION

SECTION 01330 – SUBMITTALS

1.01 PROCEDURES

A. Unless otherwise directed, all submittals shall be made to the Contracting Officer or his designated representative.

1. Procedural submittals includes:

a.Monthly Progress/Construction schedules in accordance with the FAR regulation and the contracting officer’s requirements.
b.Schedule of values –Covered by FAR regulation.
c.Submittal schedule.
d.Construction reports.
e.Shop drawings.
f.Product data.
g.Samples, as required or requested.

2. Administrative submittals include:

a.Copies of permits and inspection certificates.
b.Applications for payment.
c.bonds and insurance certificates.

B. Identify each submittal with Contractor’s name, Project name, Architect’s project number, and date of submittal.

C. Provide to all other trades information (drawings, diagrams, templates, embedments and other related necessary for the coordination of the work.

1.02 SHOP DRAWINGS, PRODUCT DATA AND SAMPLES

A. The contractor shall submit with such promptness as to cause no delay in the work, a submittal of all shop drawings, catalogs, brochures, brochure cuts, schedules, etc., required for his respective work specified in Divisions 2 through 16, to the Contracting Officer. No submittal will be accepted which has not been previously “approved” and so noted, stamped, dated, and signed (each page, each submittal) by the Contractor. The number of copies and distribution of copies will be determined by the Contracting Officer prior to starting the project.

1. Copies returned to the contractor shall be maintained and assembled in hard back binders, indexed and tabbed, and submitted at the end of the project as part of the project’s record documents. The contractor will develop two sets of these books as required.

B. The Contracting Officer’s review is only for conformance with the design concept of the project and compliance with information given in the Contract Documents. Contractor is responsible for dimensions to be confirmed and correlated at the job site, for information that pertains to solely to the fabrication processes or the techniques of construction, and for coordination of the work of all trades.

C. All such portions of the work shall be in accordance with final shop drawings.

D. Only shop drawings, etc., which are marked as approved by the Contracting Officer as approved shall be used on the job. Review of such drawings or schedules shall not relieve the contractor from responsibility for deviations from drawings or specifications, unless he has received in writing from the Architect/Engineer an affirmation of such deviations, nor shall it relieve him from responsibility for errors of any sort in shop drawings or schedules.

E. Where samples are requested or required to indicate quality, the Contracting Officer reserves the right to retain the sample and issue a letter stating his acceptance or rejection.

1.03 ACTION OF SUBMITTALS

A. Action: Where action and return is required or requested. The reviewer will review each submittal, mark with “Action”, and where possible return within two weeks of receipt.

1. Final Unrestricted Release: Work may proceed , provided it complies with contract documents, when submittal is returned with the following:

a. Markings: “Reviewed”.

2. Final But Restricted release: Work may proceed, provided it complies with annotations and corrections on submittal and with contract documents, when submittal is returned with the following:

a. Markings: “Make Corrections Noted”.

3. Returned for resubmittal: Do not proceed with work. Revise submittal in accordance with notations, and resubmit without delay to obtain a different action marking. Do not allow submittals with the following marking (or unmarked submittals where a marking is required) to be used in connection with performance of the work :

a. Markings: “Rejected” or “Revise and Resubmit”.

4. Other Action: Where submittal is returned for other reasons, with Architect/Engineer’s explanation included, it will be with no action taken.

1.04 CERTIFICATES OF COMPLIANCE

A. Submit, in duplicate, certificates of compliance for each product specified, prior to installation of the applicable product.

B. Certificates of compliance shall include certified laboratory test reports, manufacturers certificates or other evidence sufficient to verify compliance with the products specified.

SECTION 01450 – QUALITY CONTROL

1.1 QUALITY OF WORK

A. All work shall be free from faults and defects in workmanship.

B. Contractor shall be solely responsible for quality control of the work and shall maintain quality control over supplies, manufacturers, products, services, site conditions and workmanship, to produce work of specified quality.

C. Required testing and inspection are intended to assist in determination of probable compliances of the work with the contract documents, but not relieve contractor of responsibility for those compliances. Specified testing and inspection are not intended to limit contractor’s quality control program.

1.2 TESTING AND INSPECTION

A. Testing and inspection, where required by the specification sections, shall comply with the specified requirements of the applicable specifications section and the general requirements contained herein.

B. All testing and inspection, whether required by the specification section or by laws, ordinances, rules, regulations, codes or orders of all public authorities having jurisdiction or whether performed by contractor for quality control, shall be at contractor’s expense unless otherwise indicated in the contract documents.

C. Fully cooperate and coordinate with the personnel of the testing agency whether performing testing or inspection required by the contract documents or public authority having jurisdiction or performing special testing and inspection required and regardless of whether the testing and inspection has been arranged for by the contractor or the owner, or a public authority having jurisdiction. Testing agency personnel shall have access to the work at all times for the performance of such testing and inspection and contractor shall provide facilities for access in order that the testing agency may properly perform its function.

1.3 TESTING LABORATORY SERVICES

A. Where the specification sections require contractor’s testing or inspection, by a testing laboratory or service company, contractor shall provide and pay for a qualified independent testing laboratory, acceptable to the Contracting Agent for the required services.

B. Specimens and samples for testing or inspection shall be taken by the contractor’s testing laboratory.

C. Submit written reports of results of such testing or inspection after completion of the testing or inspection. Reports shall clearly indicate compliance or non-compliance with specified standards and with the contract documents. Minimum distribution of reports shall be as follows:

a. 1 copiesArchitect/Engineer, as appropriate
b. 1 copyOwner
c. 1 copyContractor’s home office
d. 1 copyConsulting Engineer, as appropriate
e. 1 copyContracting Agent

D. Secure required certificates of testing, inspection or approval and promptly deliver to the Contracting Agent.

E. Give timely notice of work ready to be tested or inspected.

F. If testing or inspection is indicated as furnished by owner, the owner will engage an independent testing laboratory to perform the required services at the owner’s expense. Testing or inspection furnished by owner shall not constitute acceptance of the work tested or inspected and shall not relieve contractor of his responsibility to comply with the contract documents. Written reports of results of testing or inspection furnished by owner will be made available to contractor upon written request.

1.4 REPLACEMENT AND CORRECTION

A. Promptly replace or correct all work found not to be in compliance with the requirements of the contract documents and the requirements of public authority having jurisdiction so as not to delay the work or the work of other contractors regardless of how such failure to comply may be revealed. Replacement and correction shall be expedited as required to maintain interim contract completion dates and the full completion date.

B. Owner may require additional testing and inspection of work previously found not to be in compliance until such work has been properly replaced or corrected. Such additional testing and inspection shall be at contractor’ expense.

PART 2 PRODUCTS

2.01 INTENT:

A. Whenever conflict concerning the specification arises, the contractor shall understand that the specification will at least mean system or component to match in kind the type with the existing system on the existing KY Air National Guard Base. The quality, branchand style component, material, workmanship shall be as equal to or exceed what currently exists on the base. The Fuel Cell Hangar and Vehicle Maintenance facilities will be the latest models for construction. Systems installed shall be compatible and of like quality, with the most current components exceeding the capability of the existing equipment.

PART 3 EXECUTION

SECTION 01500 – TEMPORARY FACILITIES AND CONTROLS

PART 1GENERAL
1.01SUMMARY

A. The government will provide the following utilities.

1. Water service from the nearest existing source, for use by all trades.

2. Temporary electric power, for use by all trades.

B. The contractor shall arrange for temporary utilities, including, but not limited to the following:

1. Temporary electrical distribution from approved base power source

2. Temporary water distribution from approved base source.

3. Temporary lighting; building security.

4. Temporary heating and ventilation.

5. Sanitary facilities, for use by all trades.

6. Temporary fencing as a barrier between construction zones and unaffected areas of the base for safety of base personnel and others. Fencing will be required around the entire perimeter of the construction zone unless other measures are permitted by the Project Manager.

C. All facilities on the Kentucky Air National Guard Base are off limits to the contractor.

D. On projects requiring special facilities the Contracting Officer will direct the contractor to provide support facilities, in compliance with base regulations, including, but not limited to, the following:

1.Field office.
2.Contractor shall furnish 80 Square feet (Sq. ft.) of office space co-located with field office, for on-site inspector. Office shall be heated, with air conditioned and provided with an individual phone line.
3.Temporary enclosures.
4.Construction aids and miscellaneous services and facilities.
5.Sanitary Facilities, bathrooms.

E. Contractor provided security and protection facilities include, but are not limited to, the following:

1. Temporary fire protection.

2. Barricades, warning signs, and lights.

F. Specific administrative and procedural minimum actions are specified in this section, as extensions of provisions in general conditions and other contract documents. Nothing in this section is intended to limit types and amounts of temporary work required, and no omission from this section will be recognized as an indication by Contracting Agent that such temporary activity is not required for successful completion of the work and compliance with requirements of the contract documents. Provisions of this section are applicable, but not by way of limitation, to utility services, construction facilities, security and protection provisions, and support facilities.

1.02 QUALITY ASSURANCE

A. Regulations: Comply with industry standards and applicable laws and regulations of authorities having jurisdiction including, but not limited to, the following:.

1. Building code requirements.

2. Health and safety regulations.

3. Local utility company regulations.

4. Police, fire department, and rescue squad rules.

5. Environmental protection regulations.

6. All applicable DOD regulations.

B. Standards: Comply with NFPA 241 “Standard for Safeguarding Construction, Alterations, and Demolition Operations,” ANSI A10 Series standards for “Safety Requirements for Construction and Demolition,” NECA Electrical Design Library “Temporary Electrical Facilities”, and state and federal OSHA guidelines.

1. Electrical Services: Comply with NEMA, NECA, and UL standards and regulations for electric service. Install service in compliance with NFPA 70 “National Electric Code.”

2. Where any of the above standards are more restrictive than the requirements specifically mentioned in these specifications, contractor(s) shall be required to follow the more stringent condition(s).

C. Inspections: Arrange for authorities having jurisdiction to inspect and test each temporary utility before use. Obtain required certifications and permits.

1.03 PROJECT CONDITIONS

A. Keep temporary services and facilities clean and neat in appearance. Operate in a safe and efficient manner. Relocate temporary services and facilities as the work progresses. Do not overload facilities or permit them to interfere with progress. Take necessary fire prevention measures. Do not allow hazardous, dangerous, or unsanitary conditions, or public nuisances to develop or persist on-site.

B. Terminate use and remove facilities at earliest reasonable time, when no longer needed or when permanent facilities are being constructed, or have, with authorized use, replaced the need.

PART 2 PRODUCTS

2.1 TEMPORARY FACILITIES:

A. Temporary Field Office:

1. The contractor shall furnish and maintain at the site an adequate watertight field office(s) when required.

2. Contractor’s field office shall be equipped with as follows:

a. Plan table, plan rack and file cabinets and shelves.

b. Adequate lighting, minimum of 75 foot candles.

c. Telephone(s) with loud outside ringer and equipped with message recorder device and fax machine. Contractor shall be responsible for all connection and phone charges.

i. Contractor’s superintendent shall carry a cordless or cellular phone.

d. Copy machine, complete with supplies and maintenance agreement.

e. First aid supplies, extra hard hats and ABC fire extinguishers.

f. Space large enough to accommodate approximately 12 to 15 people for periodic progress meeting, with table and chairs.

g. Refer to 1.01 D. 2. Regarding office space for the on-site inspector.

B. Temporary Electrical Service:

1. Provide adequate power centers and service for tools and equipment.

2. Locate so that power is available at any point with no more than 100 foot extension.

3. Provide weatherproof distribution boxes at power centers, minimum four 20-amp, 120 volt grounded outlets, with ground fault circuit breaker protection at each location.

4. Provide equipment grounding continuity for entire system.

5. Users provide grounded UL approved extension cords from power center.

6. Power for temporary field offices, storage or construction buildings.

7. Power for temporary lighting, heating, ventilating and air conditioning.

8. Power for pumping, welding and other special equipment.

C. Temporary Lighting:

1. Provide work lighting, lighting and security lighting.

2. Provide lighting for construction and storage buildings.

3. Lighting levels:

a. General work lighting and safety lighting shall be 10 foot candles.

b. Finishing and detail work shall be 30 foot candles.

4. Periods of Service

a. Work and safety lighting continuous during working hours.

b. Security lighting at all hours of darkness.

D. Temporary Heating and Ventilation:

1. Protect work and produces against darkness and cold.

2. Provide suitable ambient temperatures for installation and curing of materials.

3. Provide adequate ventilation for safe working environment in accord with health requirements.

E. Temporary Water: Provide hose bib’s convenient to applicable trades.

F. Sanitary Facilities: Provide self-contained toilet units of type acceptable to governing authorities, adequate (at all stages of construction) for use of personnel at project site. Provide separate facilities for male and female personnel when sexes are working (inany capacity) at project site.

1. Locate as directed in convenient location to avoid interference with project.

2. Anchor portable units to prevent dislocation.

3. Service regularly.

4. Relocate as work progresses.

G. Workmen Parking: Within area designated on drawings, or as directed by the owner, or legally off site.

H. On Site Storage: provide visually acceptable trailers or sheds, properly maintained.

I. First Aid Supplies, Hard Hats, and Fire Extinguishers:

1. Fire Extinguishers: Provide portable, UL-rated, Class A rated extinguishers for temporary offices and similar spaces. In other locations, provide hand-carried, portable, UL-rated, Class ABC, dry-chemical extinguishers or a combination of extinguishers of NFPA – recommended classes for the exposures.

2. Comply with NFPA 10 and NFPA 241 for classification, extinguishing agent, and size required by location and class of fire exposure.

J. Signs: No advertising permitted. Only the Project Sign (if indicated), warning and safety signs, and those necessary to inform the public and persons seeking directions or entrance to the project, or safely around the project are permitted. Contractor shall not permit installation of unauthorized signs. Owner reserves the right to take possession of unauthorized signs. Where both union and non-union trades are working, two (2) separate construction entrance construction gates shall be maintained and identified with appropriate signage.

K. Drinking-Water Facilities: Each contractor shall provide his own containerized, tap-dispenser, bottled-drinking water units, including paper solely, and waste receptacles.

L. Dumpsters: Contractor shall provide and maintain dumpster services, except that masonry and drywall trades shall furnish their own dumpster services. All trades shall be responsible for picking-up their own trash and debris and disposing of same. Contractor shall enforce strict controls on trash clean-up. If trash is not picked-up and placed in dumpsters on a daily basis, the contractor shall perform such duties, and the responsible trade shall be charged for the cost of same.

M. Barricades: Contractor shall provide and maintain temporary protection and barricades per KYOSHA.

N. Each trade contractor shall be responsible for the protection of his own materials, tools, equipment and finish work until substantial completion of the project is granted. Damage to or theft of any materials, tools, or equipment prior to substantial completion shall be repaired or replaced at trade contractor’s expense.

O. Audio Equipment: TV’s, CD tape players are not permitted on job site. Small, low volume radios may be permitted, but only for the purpose of being alerted to emergency situations or threatening weather conditions.

SECTION 01610 – BASIC PRODUCT REQUIREMENTS

PART 1 GENERAL

1.01 PRODUCTS

A. Where acceptable manufacturers are listed in the specification sections, obtain materials and equipment in compliance with the requirements specified from the manufacturers listed, or equal.

1. Where the term “or equal” or “or approved equal” is used, proof of equality shall be borne by the contractor at the time of submittals. No prior approvals will be granted during the bidding stage, except as many may be necessary to indicate consent of a non-equal but acceptable procedure, material or product which will accomplish the same result. Where equality cannot be established, in the opinion of the Contracting Agent, contractor shall be required to furnish or perform as specified at no additional cost to owner.

B. Components required to be supplied in quantity within a specification section shall be the same, supplied by same manufacturer and shall be interchangeable.

C. Drawings indicate minimum sizes, gages or thickness, profiles, and minimum or maximum dimensional requirements based on intended aesthetic effects indicated. Other products or manufacturer’s systems meeting design criteria and performance characteristics may be considered at no additional cost of the owner.

1. Aesthetic effects are indicated by dimensions, arrangements, alignment, and profiles of components and assemblies as they relate to one another and to adjoining construction.

a. Do not modify intended aesthetic effects, as judged solely by Contracting Agent, except with Contracting Agent’s approval and only to the extent needed to comply with performance requirements. Where modifications are proposed, submit comprehensive explanatory data to Contracting Agent for review.

2. Performance characteristics may be indicated on Drawings or in Specifications by criteria, such as applicable building codes, and subject to verification by one or more methods including certified engineering, laboratory testing, preconstruction testing, field testing, or in-service performance.

1.2 QUALITY OF MATERIALS AND EQUIPMENT

A. All materials and equipment shall be new, unless otherwise specified, and of first class quality free from faults or defects including blemishes, dents, imperfections, rust and stains. Do not incorporate faulty or defective materials or equipment into the work.

B. Obtain from all major suppliers, certification that new materials and equipment furnished and installed on this project do not contain asbestos. Certifications shall be furnished to the Contracting Agent at time of contract closeout.

1.3 TRANSPORTATION, HANDLING, STORAGE AND PROTECTION

A. Contractor shall be fully responsible for the transportation, handling, storage and protection of all materials and equipment including responsibility for damage, loss, theft and pilferage.

1. Owner will assume no responsibility for security.

B. Handle and store materials and equipment in accordance with manufacturer’s and supplier’s recommendations. Store packaged materials and equipment in original, undamaged condition with manufacturer’s labels and seals intact.

C. Arrange storage to provide access for inspection and maintain stored materials and equipment in a neat and orderly condition at all times.

1.4 SUBSTITUTIONS

A. No substitutions for the materials and equipment specified shall be made unless written approval has been given. Substitutions will be considered only if owner receives the advantage of lesser cost with no decrease in quality, or earlier completion date or both.

PART 2 PRODUCTS

Not used.

PART 3 EXECUTION

SECTION 01732 – CUTTING AND PATCHING

PART 1 GENERAL

1.01 DESCRIPTION OF WORK

A. Executing cutting (including excavating), fitting or patching of work, required to:

1. Uncover work to provide for installation of ill-timed work..

2. Remove and replace defective or improperly fitted work, or work not conforming to requirements of contract documents.

3. Remove samples of installed work as specified for testing.

PART 2 PRODUCTS

2.1 MATERIALS:

A. For replacement of work removed, comply with specific specification sections.

PART 3 EXECUTION

3.01 PREPARATION:

A. Prior to cutting:

1. Provide shoring, bracing and support as required to maintain structural integrity of project.

2. Provide protection for other portions of project.

3. Provide protection from elements.

4. Advise Contracting Agent designating time work will be uncovered to provide for observations.

3.2 PERFORMANCE:

A. Execute cutting and patching by methods which will prevent damage to other work and will provide proper surfaces to receive installation of repairs and new work.

1. Notify Air National Guard Fire Department prior to any torch cutting to welding work.

B. Execute by methods which will prevent damage to other work and will prevent settlement.

C. Execute fitting and adjustment of products to provide a finished installation to comply with specified tolerances, finishes.

D. Cut concrete openings for piping, floor drains, etc., by core drilling.

E. Employ original installer to perform cutting and patching for exposed finished surfaces.

F. Restore work which has been cut or removed. Install new products to provide completed work in accordance with requirements of contract documents.

G. Fit work airtight to pipes, sleeves, ducts, conduits, and other penetrations.

SECTION 01740 – CLEANING

PART 1 GENERAL

1.1 DESCRIPTION

A. All cleaning shall be under the control of the contractor.

1. The contractor and each subcontractors shall be responsible for cleaning his own work and removal of his own construction debris. If contractors and subcontractors do not perform on a regular basis, the contractor shall perform and charge same to the appropriate party or deduct the necessary amounts from periodic payments due that contractor or subcontractor.

B. Maintain premises and public properties free from accumulations of waste, debris, and rubbish caused by operations.

1. Conduct work operations and remove debris to ensure minimum interference with public streets, walkways, and other adjacent facilities.

a. Do not or obstruct streets or other adjacent facilities, beyond the limits indicated. Provide alternate routes around closed or obstructed traffic ways if required by governing regulations. Provide emergency routes through closed or obstructed traffic ways.

C. At completion of work, remove waste materials, rubbish, tools, equipment, machinery and surplus materials and clean all sight exposed surfaces; leave project clean and ready for occupancy.

1.2 REQUIREMENTS OF REGULATORY AGENCIES

A. Maintain project in accordance with Occupational Safety & Health Act of 1970, as amended, in terms of clean-up.

1. A copy of the Air National Guard regulations will be provided to the contractor, which also shall be followed.

B. Conduct cleaning and disposal operations to comply with local ordinances and anti-pollution laws.

1. Do not burn or bury rubbish and waste materials on project site.

2. Do not dispose of volatile wastes such as mineral spirits, oil, or paint thinner in storm or sanitary drains.

3. Do not dispose of hazardous materials, waste, or substances on the Air National Guard Base.

PART 2 PRODUCTS

2.1 MATERIALS:

A. Use only cleaning materials recommended by manufacturer of surface to be cleaned.

B. Where there is no recommendation by the manufacturer for cleaning materials, use cleaning materials only on surfaces recommended by cleaning material manufacturer.

PART 3 EXECUTION

3.01 CLEANING:

A. Execute cleaning to ensure that roadway, walks, grounds, and public properties are maintained free from accumulations of waste materials and rubbish.

B. Wet down dry materials and rubbish to lay dust and prevent blowing dust.

C. At reasonable intervals during progress of work, clean site and public properties and dispose of waste materials, debris and rubbish.

1. Provide on-site containers for collection of waste materials, debris, and rubbish.

2. Remove waste materials, debris, and rubbish from site and legally dispose of at public or private dumping area off owner’s property.

3. Accumulation of loose material, trash, rubbish, and debris will not be permitted.

4. Each container shall be required to dispose of waste materials on a regular basis.

D. Unidentifiable trash: To ensure that this trash is cleaned up, the cleanup will be performed by the contractor.

SECTION 01770 – CLOSEOUT PROCEDURES

PART 1GENERAL
1.01On approval of the contracting officer and on projects greater than 60 days in length, the contractor shall create a line item equal to 1% of the total contract amount on his monthly billing request. This amount will be paid based upon the percentage completed in this section.

1.2 SUMMARY:

A. This section includes administrative and procedural requirements for contract closeout including, but not limited to, the following:

1. Inspection procedures.

2. Project record documents submittal.

3. Operation and maintenance manual submittal.

4. Submittal of warranties.

5. Final cleaning – See Section 01740.

6. Completed and approved DD Form 1354- Transfer and Acceptance of DOD Real Property.

B. Closeout requirements for specific construction activities are included in the appropriate specification sections.

1. Do not dispose of hazardous materials, waste, or substances on the Air National Guard Base.

1.3 SUBSTANTIAL COMPLETION:

A. Project Record Documents

1. Maintain a white-print set (blue-line black-line) of contract drawings and shop drawings in clean, undamaged condition, with mark-up of actual demolition which varies substantially from work as originally shown. Mark whichever drawings is most capable of showing “Field” condition fully and accurately; however, where shop drawings are used for mark-up, record a cross-reference at corresponding location on working drawings. Mark with red erasable pencil and, where feasible, use other colors to distinguish between variations in separate categories of work. Mark-up new information which is recognized to be of importance to owner, but was for some reason not shown on either contract drawings or shop drawings. Give particular attention to concealed work, which would be difficult to measure and record at a later date. Record the following as applicable:

a. Size, type and capacity of each device or piece of equipment.

b. Location of each device or piece of equipment.

c. Location of each source or outlet in building service systems.

d. Location of concealed water and electrical services, piping, sewers, wastes, vents, ducts, conduit, and other piping by indication of measured dimensions to such line from readily identifiable and accessible walls or corners of buildings.

e. Invert elevations of sewers and top of water lines.

f. Mark new information that is important to the owner but was not shown on contract drawings or shop drawings.

g. Note related change-order numbers where applicable.

1. In addition, contractor shall provide a complete set of record drawings, in electronic CD, DVD, etc., latest version of AutoCAD format.

2. Complete set of Operation and Maintenance manuals on electronic CD, DVD, etc., latest version of Microsoft Office word.

2. Submit the record drawings to the Contracting Agent for approval with the punchlist and written notice that the work is ready for verification of substantial completion. If the Contracting Agent determines that the drawings are incomplete or incorrect in any way, he will advise contractor of the required corrections and contractor shall promptly resubmit corrected drawings.

3. Record drawings must be received prior to application for final payment.

B. OPERATING AND MAINTENANCE MANUALS

1. Assemble and prepare two (2) complete sets of manuals containing manufacturer’s instructions for operation and maintenance of each item of equipment, apparatus, and operational system furnished under the contract and any additional data specifically required in the specification sections.

2. Manuals shall be bound with covers of durable material, arranged in the sequence of the specification sections and shall include the following:

a. Neatly typewritten index.

b. Complete instructions regarding operation, service and maintenance including lubrication, disassembly, and reassembly.

c. Complete nomenclature of all parts and part numbers of all replaceable parts.

d. Complete list of sources to be contacted for service and replacement parts including names, addresses, and all other pertinent data regarding procurement procedures.

e. Copies of all required guarantees, warranties, and assignments thereof.

f. Manufacturer’s bulletins, cuts, and descriptive data clearly indicating the precise items included in this installation and deleting, or otherwise clearly indicating, all…
