About this file

This is a Questions & Answers document addressing inquiries from potential vendors regarding a Maryland Army National Guard food service contract opportunity.

The contract requires food preparation in a Maryland county-licensed commercial kitchen designated as a Food Service Facility. Vendors must comply with Maryland's Food Service Facility standards, with the government reserving the right to request proof of licensure. Appendix A, attached to the Statement of Work, contains complete meal plan details including beverage requirements for each date. The contract spans approximately three months divided into four distinct billing phases: OCS Phase 1 (ending June 26, 2026), OCS Phase 2 (ending July 31, 2026), BMPC Annual Training Phase 1 (billable by end of August 2026), and BMPC Annual Training Phase 2 (billable by second week of September 2026). Bills are submitted through the Wide Area Workflow (WAWF) module on the Procurement Integrated Enterprise Environment (PIEE) website. Menu specifications are outlined in Appendix A, and the contract serves both Field #1 and Field #2 locations with specified meal quantities per the SOW Exhibits. All food items must be delivered in aluminum-covered containers to maintain proper temperature standards during government transport to training fields; no substitution to eco-friendly containers is permitted. The Q&A period closed on May 5, 2026.

OCS Phase 1 ends 26 June 2026: Bill can be submitted by the first week of July or after the holiday.

OCS Phase 2 ends 31 July 2026: Bill can be submitted by the first week of August 2026.

BMPC Annual Training Phase 1: Bill can be submitted by the end of August 2026.

BMPC Annual Training Phase 2: Bill can be submitted by the second week of September 2026.

4. Is there a set menu? Are there any guidelines for menus?

Ans. See Appendix A. Q2.

5. This Notice is only serving #2 Field?

Ans. Your assumption is Wrong. Fields #1 & #2 entirely. See SOW Exhibits 1,2,3,4 for the total of meals.

Field #2 Column #2 (Breakfast/Dinner) will be packed in aluminum covered containers and taken by the government to the field after been delivered by the vendor. As a Contractor you still have to deliver Field #1 (Breakfast/Dinner) as well. See the total per day on the Total Column.

6. The SOW states all items are to be provided in aluminum covered containers – is there flexibility here to package in ecofriendly containers?

Ans. No. Aluminum covered containers will keep the food at the standard temperature for the government to take to the training field shortly after.

A word of advice. Carefully read the SOW, Combo Solicitation and Q&A.

Some of your questions have been already answered.

Q&A will be closed May 5th, 2026.
