INSTALL FORCE PROTECTION BARRIERS AND TRAFFIC CALMING DEVICES ON LYNBROOK ROAD
STATEMENT OF WORK

1. General Project Information:
2. Project Background: Martin State Air National Guard (ANG) Base requires additional vehicle control in the area just past the main entry control point. This will be accomplished with a net based active vehicle barrier system.
3. Access and Use of Premises:
4.1 You may coordinate access to premises with the Contracting Officer Representative (COR) Major Ethan England at (410) 918-6538 for execution of work.
4.2 Emergency situations, military operations, or other contingencies, may cause suspension of work or restrictions on access to the construction site.
4.3 If military emergency operations require escorts, the Government will provide them to the Contractor at cost.
4.4 All Contractor employees; including subcontractors, must sign a background check release form for base access. Once a background check is completed with no negative findings, employees will be granted access to the installation.
4.5 In order to receive a Contractors Pass for this instillation, the contractor must complete the locally generated, 175th Wing Access Application. This application contains required information necessary to conduct a National Criminal Information Center (NCIC) background or a Defense Biometric Identification System (DBIDS) check.
4.6 Contractor Passes are only issued to personnel who have properly submitted a locally generated 175th Wing Installation Access Application and have cleared through an approved background investigation by the 175th Security Forces Squadron. Contractor Passes are only issued to contractors who will be required to work for more than 14 days on the instillation in performance of their contract. For contractors requiring less than 14 days of access, an AF FM 75, Visitors Pass will be issued upon a favorable background investigation.
4. Contractor Responsibilities:
5.1 Contractor shall assume full responsibility for protection and security of materials and equipment stored on site.
5.2 Contractor shall move any stored products, under their control, which interfere with operations of the Government. The COR will determine the equipment, material and other staging locations or work areas available under this contract.
5.3 Contractor use of Government owned or leased equipment such as: hoists, forklifts, compressors, welding machines, cutting rigs, etc. shall not be permitted on either a reimbursable or non-reimbursable basis. Cost for all equipment required to accomplish the work shall be included in the Contractor’s final bid price.
5.4 Each day the Contractor is on site to perform any work, the Superintendent/Foreman shall sign in at the Base Engineering (Facility 2100), indicating specific Facility/Location and the number of persons who shall be performing work that day.
5.5 The Contractor is responsible for performing all work In Accordance With (IAW) State and Federal OSHA requirements as well as compliance with the most current USACE EM 385-1-1. This is available at: http://140.194.76.129/publications/eng-manuals/em385-1-1/2008_English/toc.html.
5.6 The Contractor shall, remove all sludge, dusts and debris from the property of the Martin State Airport Air National Guard Base which have resulted from specific work described in Paragraph 2 of these specifications. The disposal of all such materials, which may include hazardous or toxic liquids that are used to perform the work, shall conform to all Federal, State, and Local environmental regulations with regards to both transportation and ultimate disposal. This project must comply with all Federal, State, and Local environmental regulations. All recyclable metal shall be placed into Martin State Airport scrap metal recycling containers. Please contact the Base Environmental Engineer Lt Col Peter Loebach at (410) 918-6486 for detailed information and reference 175th Wing “Environmental Protection Plan for Contractors” attached.
6. Specific Project Information:
6.1 Install a net based active vehicle barrier system (see 6.1.1) at the predesignated location. The system will be installed on Hercules Road prior to first turn into HQ building. Install barrier activation control buttons at various points at Lynbrook Gate guard house. Installation included in price.
6.1.1. Systems that meet or exceed characteristics: Barrier1 Systems, Inc model 30' Retractable Net Vehicle Barrier System or Future Net Security Solutions, model GRAB-300
6.2 Installation will also include shop drawings, submittals, on site meetings, fabrication and assembly, delivery, installation, training, turnover, O&M manuals, and warranty. The installation will be incompliance with all current UFC criteria.
6.3 Barrier system will be approved by and meet the required DoD’s list of anti-ram barrier specifications and crash test certifications IAW ASTM F2656-07 or previously tested to the U.S. Department of State SD-STD-02.01. If after the installation, any major or sub-component does not meet the DoD specifications, the vendor will correct the deficiencies at no cost to the government prior to the one-year warranty.
6.4 The Vehicle Arrestor will be bi-directional (protecting inbound & outbound threat paths)
6.5 The system will be re-useable and resettable (ready for a second impact)
6.6 Energy efficient electrical system compatible with military installation pre-existing system. Backup electrical system required.
6.7 Installation will minimize traffic disruption.
6.8 The system must immediately and automatically reset with minimal manpower
6.9 The manufacture and/or installer must disclose any information pertaining to the likelihood of required replacement of parts associated with a common impact or nor manually resetting of system components.
6.10 Barrier will be a below pavement housing system that has a continuous lid and follows the crown in the roadway. The housing will store the barrier net when in the retracted position. The below pavement housing will be flush with the road and provide a smooth surface for high volume vehicle in and out bound traffic.
6.11 The lid will be durable to drive over and manufactured with material(s) to provide traction in rain or snow. The roadway lid or cover must be installed in a manner to keep out trash, debris, and will minimize entry of storm water. Gravity drainage must be present to prevent water accumulation.
6.12 Stored net cables will remain covered and are not exposed to the elements when in the passive mode.
6.13 The below pavement cable housing system must handle large delivery vehicles driving across.
6.14 System must have controlled heating elements inside the below pavement housing to melt snow or ice that may accumulate. The system is required to operate in all weather conditions with a redundant electrical backup system such as solar option. Thermostats must automatically turn the heating unit(s) on and off.
6.15 Barrier system will deploy within 2.0 seconds of activation giving personnel adequate reaction time to deploy the barrier and stop a vehicle.
6.16 All signs, traffic lights, flashing signals, safety loops and alarms will be provided and installed by the contractor.
6.17 When the barrier deployment button is activated, a programmable controller will activate traffic lights, signals, alarms in a specified sequence prior to deployment of the net barrier. Safety loops will delay the barrier net deployment if a vehicle exists over top.
6.18 Controls to deploy the barrier will be located in main guard house at Lynbrook gate location as required.
6.19 The master control panel will be located in the guard house at Lynbrook gate. The master control panel will be able to lock out or disable the use of deployment buttons at other locations if applicable.
6.20 Flip covers will be placed over deployment buttons to avoid accidental deployment of the netting system.
6.21 Any needed battery systems will be maintenance free. If a power outage occurs, the system will operate up/down cycles off the battery bank during an outage. This will include operating the traffic signals, warning lights, and safety loop detectors.
6.22 The net barrier will have no downtime if there is an interruption in power.
6.23 Any barrier system installed that uses a hydraulic power unit will be biodegradable hydraulic fluid and have no environmental impact if spilled.
6.24 All hydraulic and electric components needed to operate or maintain the system will be above ground and accessible.
6.25 All material submittals will be accompanied with an AF Form 3000.
6.26 A Final Report will be required; stating work accomplished and the results of said work.
6.27 Contractor will ensure that included in their bid is all materials, labor, means and method to install a full and operational barrier system; to include but not limited to all electrical work , installation of conduit, cutting of the road , setup and training of said barrier system.
6.28 Contractor will provide and install 2” quad duct conduit from guard house to barrier system location. Contractor can use direct boring or trenching method to accomplish this portion of the work.
6.29 Contractor is to provide and install 100 amp subpanel next to the barrier end support with six (6) single phase 120 volt, 20 amp breakers. Contractor is going to have to provide and install a step down weather rated transformer due power constrains. Contractor will have to run power from the high voltage located in the guard shack outside to a weather rated step down transformer (location to be determined at bid walk). Out of step down transformer to a the 100amp subpanel ( located at the barrier location.)
6.30 Contractor is to fabricate and build to manufactures standards and requirement two (2) concrete pads for the barrier system as a part of the anchoring system.
7. Sundry Elements: Any material, devices or services not specifically mentioned or indicated in this specification that are reasonably required for a complete, finished and first class operating installation, shall be provided by the Contractor at no additional cost to the owner. The work shall be installed in accordance with this specification and best industry practices.
8. Site Visit: A site visit will be coordinated by the 175th Contracting Office, and can be coordinated by contacting the COR.
9. Construction Performance Period: The Contractor shall identify the proposed construction performance period. The proposed performance period will be included in the Cost Proposal.
10. Quality Control: The Contractor shall establish and maintain a quality control program to assure compliance with contract requirements and shall maintain records of the quality control for all construction operations required under this section. A copy of these records, as well as the records of corrective action taken, shall be furnished to the Government.
11. Permits and Inspections: The vendor will work with the contracting office (COR) and Civil Engineering Department to acquire the required environmental dig permits or any other required permits. The contractor will perform all above or below ground utility work needed for the installation of the system through completion and project acceptance.
12. Hours of Operation: The hours of operations at the Martin State Airport Air National Guard Base are 10 hours per day (0630 – 1700) Tuesday – Friday. Coordinate access to premises with COR for execution of work. Emergency situations, military operations, or other contingencies, may cause suspension of work or restrictions on access to the construction site.
13. Off Hours Work: Except as otherwise specified, all work shall be performed during regular work hours (indicated above). If the Contractor desires or is required to work on Mondays, Saturdays, Sundays, Holidays or other hours outside normal work schedule, the Contractor shall be required to seek written approval from the BCE. The Contractor is not entitled to premium time if the request is approved.
Overall I’d recommend just stating the Make and Model of the unit you want and then say “or equivalent”. Afterwards we can be picky to the point of it comes with a different shade of yellow if you want to stick to the exact unit.
