About this file

This is a sole-source determination and justification document from the Oregon Military Department to procure specialized training services from Hana Engineers & Consultants LLC. The procurement involves a three-day in-person "Advanced PFAS-Specific Risk Communication" training course to be held at Camp Withycombe in Clackamas, Oregon, on August 26-28, 2025. The training will educate Oregon Army National Guard and Oregon Military Department personnel on advanced risk communication approaches for communicating safety, health, and environmental factors specifically related to Per- and Polyfluoroalkyl Substances (PFAS). The comprehensive curriculum includes basic risk communication review, advanced practices, stakeholder communication tools, Army National Guard PFAS messaging and policy, localized messaging techniques, technical knowledge development, interpersonal skills training, public meeting methods, and mock exercises with case studies.

The estimated total contract value is $32,129.49, with funding provided by the National Guard Bureau (NGB) to the Oregon Military Department. The sole-source justification is based on the unique nature of the training, as Hana Engineers & Consultants LLC developed this course specifically for the NGB in conjunction with the Army National Guard and is the only company working with NGB to offer this specialized PFAS risk communication training. While other companies offer general PFAS education courses, none provide the advanced communication training component specifically designed for military personnel and stakeholders. The procurement was approved by Adam Giblin, the Designated Procurement Officer for the Oregon Military Department, and follows Oregon Revised Statute 279B.075 and Oregon Administrative Rule 125-247-0275 for sole-source contracting authority.
