Sole Source Determination Memo
This is a Sole Source Determination Memo issued by the Oregon Health Authority (OHA) Office of Contracts & Procurement for a multi-year marketing services contract with Desautel Hege, Inc. The contract is valued at not-to-exceed $305,000 and will be administered by the Public Health Division's Injury and Violence Prevention Program under contract specialist Benjamin Coleman. OHA seeks to establish a marketing services contract to bring the Friends for Life campaign to Oregon for overdose prevention purposes. The first year of the contract will focus on customizing foundational campaign deliverables for the Oregon audience, including audience research, message testing, design, website development, and technical assistance for partners. Future contract year scopes will depend on grant funding availability and may include supplemental assets such as toolkits, additional advertisements, and paid media placements. The deliverables include creating marketing assets, conducting market research, website development, providing technical assistance, and managing paid media purchases. No specific response dates, bid meetings, or award dates are identified in this determination memo.
This sole source procurement is justified under ORS 279B.075 and Oregon Administrative Rules 125-247-0275 and 137-047-0275, as the Friends for Life campaign and associated marketing materials are exclusively available through Desautel Hege, Inc on behalf of the Washington State Health Care Authority, the original creator and owner of the campaign. The contractor, located at 313 W. Riverside Ave., Spokane, WA 99201, is led by CEO Michelle Hege. The justification emphasizes that Oregon faces a critical overdose crisis, with 1,833 overdose deaths in 2023 representing a 33% increase from 2022, and that no statewide campaign currently addresses overdose prevention education for the general public, parents, and youth. Utilizing this existing evidence-based campaign provides significant cost savings compared to developing a new campaign from scratch, which can require multi-million-dollar investments. Protests to this sole source determination must be submitted by 3:00 PM within seven calendar days after the first posting date on OregonBuys to Benjamin Coleman at the Oregon Health Authority Office of Contracts and Procurement.

FOR SUPPLIES AND SERVICES
Date: 8/13/2025 Sole source S-44300-00014484:
To: Kirk N. Rhoades, Designated Procurement Officer OHA Office of Contracts & Procurement
Requestor: Rebecca Garza Agency/division: OHA/Public Health Division, herein after referred to as
“Agency” Program/office: Injury and Violence Prevention Program Contract specialist: Benjamin Coleman
Agency Sole source rule: Sole source authority:
DHS OAR 125-247-0275 OAR 125-246-0170(2)
OHA OAR 137-047-0275 ORS 413.033
Estimated total contract value: NTE - $305,000.00
Description of goods or services:
The Injury & Violence Prevention Program needs to create a new multi-year marketing services contract with Desautel Hege, Inc Strategic Communications Firm. This contract will bring the Friends for Life campaign to Oregon for overdose prevention. The deliverables of this contract will include creating marketing assets such as advertisements, toolkits for partners, market research, a website, technical assistance and buy/manage paid media. OHA/Public Health Division reserves the right to expand scope, if necessary, including time, dollars, and work beyond the initial award of the contract.
1. Background: This sole source justification applies to the purchase of:
This will be a multi-year marketing services contract. The first year of the contract will focus on customizing foundational campaign deliverables for the Oregon audience. This could include audience research or message testing, design, website development, and technical assistance for partners. Further contract year scopes will depend on grant funding but would include supplemental assets, such as toolkits, additional ads, and potentially placing paid media buys.

Through this contract, OHA would be granted rights to utilize the Friends for Life campaign, including logo, materials and messaging, and other associated rights.
The Friends for Life brand and all associated products were created and are owned by the Washington State Health Care Authority (WSHCA).
OHA is seeking a sole source contract because this campaign is only available through Desautel Hege, Inc, on behalf of the WSHCA. The marketing deliverables associated with the campaign can only be obtained through this specific contractor.
This campaign will be a critical resource for Oregon communities in responding to the Overdose Crisis.
Drug overdoses continue to be a public health crisis in Oregon. Fatal and nonfatal overdoses continue to increase across the state. In 2023, 1,833 people died of a drug overdose, an increase of 33% compared to 1,383 deaths in 2022. Oregon health care systems continue to be heavily affected by overdose-related encounters, including emergency medical services (EMS) encounters, emergency department (ED) visits, urgent care visits, and inpatient hospitalizations. There is currently no statewide campaign that targets the general public, parents, and youth to educate communities on risks associated with illicit substances, recognizing and responding to overdoses, and harm reduction strategies. This represents a significant resource gap for community and local public health partners.
Utilizing an existing evidence-based campaign saves a significant amount of money for Oregon. Creating a campaign, including formative audience research, testing, design, and implementation can require a multi-million-dollar investment. With the requested contract, Oregon can fill a critical gap in the overdose response with a fraction of that budget.
