RFI #1

SOO Paragraph 4.1.3 states that the contractor shall “Upgrade, replace, and/or install wiring and conduit inside and between buildings if the current infrastructure is inadequate.” – Can the government please provide information and/or As-Built drawings for the existing wiring/conduit between the Hangars, CP and ACP?

Response As-built drawings are limited but are available by submitting a request by email to andrea.k.smothers.mil@mail.mil

RFI #2

SOO Paragraph 4.3 states that the system “shall have (the) option to automatically open hangar doors in A1, A2, and A3…” – Can the government please provide As-Built information regarding the existing hangar door controls/motors/systems?

Response As-built drawings are limited but are available by submitting a request by email to andrea.k.smothers.mil@mail.mil

Please see the solicitation for evaluation ratings.

2. Offerors are permitted to submit multiple proposals.

RFI #3

The Statement of Objectives references "design criteria" several places concerning HMI graphic screen development, PLC Code, colors, etc. Is this found in another document or in another spec?

If so, please provide. If not, please provide a reference or basis of design.

Response The “design criteria” language has been removed from the statement of objectives. There is not a reference or basis of design. Proposals are expected to present the contractor’s recommendations to meet the statement of objectives/requirements. In this case, the proposal should include a system design to include programmable logic controller (PLC) system code development, human machine interface (HMI) graphic screen development, PLC/HMI equipment, and wiring diagrams modernizing all current scramble system wirings and fiber optic cables between and inside each building as required in order to enable new scramble system. How the system is designed and the equipment proposed is up to the contractor.

RFI #4

Is bonding required for this project? Please clarify: if a bid bond is required; upon award will payment/performance bonds be required?

This is considered a service contract, not construction. Bonding is not required.

Clarifications

1. The scramble system touchscreen/human machine interface (HMI) proposal for the Command Post (CP) and Alternate Command Post (ACP) should be considerate of space constraints and the operating environment. The CP or ACP is staffed by two personnel. The scramble system components would most likely be situated between the two personnel, at a desk, and should be accessible by either individual.
