142 Security Forces Squadron Portland Air National Guard Base
**01/11/2019 – UPDATE**
PREVIOUS MEMORANDUMS ON BASE
ACCESS FOR CONTRACTORS & VENDORS
ARE OUTDATED.
Significant changes in local policy are indicated by red lettering.
This memo may/will contain similar information, terminology, or references to previous emails or memos concerning Base Access & The REAL ID Act, however it has nothing to do with REAL ID. The real ID Act is a completely separate subject. Please do not confuse the two.
FOR CLARIFICATION: the procedure for CLEARING an individual for access to the base has not changed. You still need to submit the individual’s information 72 hours prior to access to the Vendor
Inbox, for security screening. Once the individual has been cleared, the rest of this email applies.
To clear a contractor and/or vendor who do not have DoD issued identification, please use the following format and email address to request access. Any information not sent will delay the request and could cause the request to be denied. When sending the information, do not send as an attachment, please place the information in the body of the email, formatted as follows:
Last Name, First Name MI
DoB
DL State and #
Last 4 of SSN for verification
Location of work to be completed
Point of Contact & Phone Number
If YOU will NOT be the point of contact for the contractor/vendor, please include the name and contact info for the POC. Office number helps, cell number is even better. Email request to:
usaf.or.142-fw.list.sfs-vendorpass@mail.mil AND andrea.k.smothers.mil@mail.mil
Please allow a minimum of 72 hours advanced notice for all requests. Larger groups take more time to process, so the more notice you give, the easier it is for our office to process the request. Please contact
Installation Access directly for short fused/last minute requests. Requests received after 15:00 may not be processed until the following day.
The procedure for registration into the Defense Biometric Identification System (DBIDS) which is the local system used to produce base access cards or visitor passes has been changed by DoD, initial registration will require a Social Security Number, not a physical card as well as providing an additional government issued picture ID. Government issued picture ID includes: State Driver’s License or ID, Passport, TWIC, Etc. (The 142 SFS-Installation Access office can provide a complete list of approved ID upon request.)
If during registration, the SSN given does not match the individual or is already associated with another profile, THEN the individual will be required to provide documented proof of SSN, either a card or other government documents or paperwork containing a SSN (i.e. Social security or IRS paperwork that contains a SSN)
If the individual requesting access does not possess a Social Security Card, official paperwork that contains a SSN, or has not been issued a SSN, they must possess an alternate form of approved ID. The three most common forms of approved alternate identification would be a Permanent Resident Card -
Frequently referred to as a "Green Card", Employment Authorization Card, or Work Visa- Also referred to as a Lincoln Machine Readable Visa.
If an individual is not able to provide the required identification, access will be denied until they can provide the required credentials.
If you are bringing an individual on base, who has been previously registered in DBIDS, a SS Card is not required for re-issue of pass or ID card.
If there is a question as to whether or not an individual is currently registered in the DBIDS system, a phone call or email to the Installation Access Office will allow a check in the system and give an immediate answer.
It is your duty if you are bringing someone on this facility, to ensure they are prepared and in compliance with the standing DoD and local policy for installation access. If there are questions please contact the Installation Access Manager, the contact information is below.
Finally, to expedite the process of being issued base access credentials (Visitor Pass or DBIDS ID Card) and if that individual has not been on PANG since 2015, there is now a secure website https://dbids-global.dmdc.mil/enroll/#!/ that an individual may visit and pre-enroll in DBIDS. Once the individual has pre-enrolled, they will be able to print proof of pre-enrollment, and bring that WITH the ID used during pre-enrolment to the Gate or Installation Access office and be issued local access credentials or pass. This process should cut down on gate or lobby wait time. The installation Access Office strongly encourages preregistration.
The DBIDS pre-enrollment process does not circumvent the original need for vetting, the individual still needs to be cleared prior to accessing base. As stated earlier, that policy and procedure has not changed.
