About this file

This is a questions and answers document from industry regarding an interior painting contract for Building 2 at Clay National Guard facility.

The responses clarify scope and requirements for the interior painting project covering hallways, offices, stairwells, day rooms, latrines, and other interior spaces across two floors with three stairwells. Key specifications include painting all walls white (original color to be confirmed by CFMO), with one blue accent wall in room 115 requiring coverage. All metal door frames, trims, and stair rails must be painted, while baseboards remain in place. Excluded rooms are 148, 149, 150, 152, and 135. The contractor must remove and replace furniture, remove and reinstall large bulletin displays mounted with wall cleats, and repair any damage caused during work. Stairwells will require special equipment like lifts or scaffolding for access.

Performance requirements include phased execution to accommodate ongoing classroom sessions, with second-floor classrooms painted on separate days with intervals for paint odor dissipation. Work should be completed as soon as possible. The contractor must include wall preparation (scraping, caulking, patching, priming) and submit paint color samples for CFMO approval. Second-floor work requires contractor escort but no security clearance. Lead paint inspection requirements are pending CFMO confirmation. No known existing wall damage exists, but contractors should include remediation pricing for potential issues.

1. Could you please provide photos or a floor plan of the interior areas to be painted - especially for hallways, stairwells, ceilings, door frames, and window sills?

See attached floor plans.

1. Are there any existing damages to the walls, ceilings, or trim (e.g., holes, water stains, mold, cracks)? If so, should we include remediation or repairs in our pricing?

No known damage. However, remediation or repairs should be included.

1. Are there ceiling heights or architectural features that will require use of lifts, scaffolding, or extended ladders?

The stairwells are the only place that would require additional equipment to paint.

1. Are all walls currently painted the same color, or are there multiple existing colors (including accent walls)?

The West wall in room 115 is painted blue. All other walls are white. The entire interior is to be painted back to the original color that must be confirmed by CFMO, along with how many layers of paint and if primer is required

1. Will any accent walls need to be painted over, potentially requiring additional coats for uniformity?

The West wall in room 115 is painted blue.

1. Are the doors, trims, or stair rails primarily metal or wood, and are there any known rust or finish issues?

All the doorways, trims, and stair rails are metal. There are no known rust or finish issues.

1. Could you confirm which specific rooms or spaces are excluded from the painting scope (e.g., mailboxes, janitor closets)?

Rooms to be excluded are 148, 149, 150, 152, 135

1. Do all door frames need to be painted?

Yes, All Door Frames will need to be painted

1. What is the estimated period of performance for this contract?

Complete as soon as possible.

1. Does the contract have to be performed in phases?

The only phasing requirement that we have pertains to the classrooms that will be in session while students are on the ground. Classrooms on the second floor can not all be painted on the same day as it will dislocate the students. There are three main classrooms on the second floor. They just need to be painted on separate days with a day or two in between to allow the paint smell to dissipate.

1. How old is the building and will there be and lead paint removal required/lead paint inspection required?

I will have to ask CFMO.

1. Will the contractor remove and replace the furniture?

Yes, the contractor will have to remove and replace furniture.

1. Does the large display on the main floor have to be removed? In case of wall damage and who will be responsible to fix damage and replace display?

The large display on the main floor must be removed. The contractor is responsible for any damage they cause.

1. What is the Square Footage of the building?

The large bulletin displays will be removed painted behind and replaced. They are mounted on the wall by cleats. If there is damage behind the wall the damage will be fixed. The Mural in the front foyer and the Command picture board, and TV mount do not need to be moved.

1. Does the 2nd floor require a security clearance?

Contract employees do not need a clearance. They will be escorted while working on the second floor.
