About this file
The document is a Questions and Answers file for a Department of the Army Georgia Army National Guard HVAC compressor replacement solicitation at Fort Stewart's Land Dominance Center. The opportunity involves replacing 39 HVAC compressors across 37 buildings, with specific technical requirements including using Copeland Scroll Type compressors, R421A refrigerant for R22 systems, and working with multiple equipment manufacturers like Carrier, Grandaire, and Rheem.
Key solicitation details include a WOSB set-aside under NAICS code 238220, firm fixed-price contract, and a 45-day performance period from July 2 to September 3, 2025. The solicitation was issued June 25, 2025, with offers due July 1 at 10:00 AM. Contractors must be licensed Georgia HVAC professionals, provide a 1-year warranty for materials and workmanship (with 5-year compressor warranty), and perform work between 7:30 AM and 4:00 PM, potentially with extended hours. The government will evaluate proposals using a best value source selection methodology, considering technical approach, past performance, and price.

1. In the event of a leak in the coil on the outdoor or indoor unit after the installation of compressors, what is the protocol? Are we held responsible for ensuring the unit is operable if the issue extends beyond the compressor repair? Additionally, will we be billed for repairs made on-site if the compressor replacement does not resolve the issue?
If the repair does not put the unit in service, the contractor will determine what other issues exist and provide the Government with a cost estimate to complete the repairs.
2. Should we assume that all units in each building are of the same size and brand? The number of buildings/units listed does not add up to the specified 39 compressors. Given the significant price difference between a 5-ton and a 2-ton compressor, could you provide clarification on this discrepancy?
3.
The number does add up. Please ensure you review the number of compressors by building. No additional information will be provided prior to award.
4. Are there any specific work hour limitations for the execution of this project?
Normal business hours are 0730-1600, but we are flexible.
5. What is the mounting location of the existing HVAC units, and what is the height of the buildings they serve?
Varies, no equipment beyond a ladder is required to service equipment.
6. Will the HVAC systems be recharged with the existing refrigerants R-22 and 410-A, or is there a plan to switch to the newer standard 454 refrigerant?
R410A should be used for 410A Systems. An alternate is provided for the R22 Systems due to the elevated refrigerant cost (for R22) and it’s availability.
7. Could use 407-C for the system refrigerant instead of the R-22, due to the limited availability of R-22. Would that work?
In Para 9, Standard of Workmanship, of the scope of work it states, “R-22 systems shall be charged utilizing R421A Refrigerant.”
8. Do you happen to know what type of HVAC system is on the base?
See Summary of failed compressors in section 5 of the PWS. All Manufacturers, system types, refrigerants and model numbers are provided.
9. How soon would we need to start after being awarded?
Immediately.
10. Exact Locations of the Compressors: Could you please confirm whether a detailed site plan or list of the specific building locations for the 39 units is available?
Location map will be provided after award.
11. Are there any blueprints of the location?
No. See paragraph 17 in section 5.
12. Do we need to replace the insulation on the suction line?
The insulation on the suction line will be replaced if needed from the outside unit to the exterior wall. See updated PWS on SAM.GOV.
13. On the PWS list of compressors, under the model # category, there are four that say "no data plate" on the units. Could we please get the model and serial number information that is on the compressors themselves? This will help us match the compressors.
The 5-ton units, within the same block (101XX and 102XX) that have the model number identification information, will take the same compressors as the ones with “no plate”, shown on the schedule. So, the Grandaire 5-ton units (that contain the model information, etc.) take the same compressors as the Carrier Units (with 5-ton systems). With only one HVAC tech on staff, to pull the fans on these units, simply to discover that the original compressor data plate is either missing or illegible, is not feasible.
14. The refrigerant requested "R421A" is phased out but there is a replacement refrigerant on the market with equal capacity that meets current requirements called "R422B". We would need to proceed with this refrigerant and would like to clarify that will be accepted.
Many Refrigerants are undergoing being phased out (for various reasons). R421A is still available and is the preferred refrigerant for the R22 Systems.
