About this file

This is a Questions and Answers document addressing contractor inquiries related to HVAC maintenance services for the LDC (Logistics Directorate Cantonment) at Fort Stewart, Georgia. The document clarifies three key operational aspects of solicitation W912JM25PA009 issued by the Department of the Army Georgia Army National Guard.

Regarding pricing under the Minor Repair Reimbursement (MRR) CLIN, there is no regulated maximum allowable percentage for material mark-up; however, the government reserves the right to evaluate quotes for reasonableness and may pursue alternative repair methods if material costs are deemed excessive. Normal core operating hours for HVAC preventative maintenance services are 0730 to 1600 hours on weekdays, excluding federal holidays. For facility access, all contractor vehicles must initially enter through Gate 1 for processing, background clearance, and temporary access passes. Successful bidders may submit personnel information to obtain extended passes valid for the contract duration, which will permit access through any operating manned gate by presenting the pass and picture identification along with vehicle credentials. Further details regarding access procedures will be covered during the pre-work conference. A site visit was scheduled for May 18 at 10:00 AM at Building 10504, Fort Stewart, GA 31314, requiring coordination with the point of contact for attendance.

1.Is there a regulated or maximum allowable percentage for material mark-up under the Minor Repair Reimbursement CLIN? (1)There is no regulated or maximum allowable percentage for material mark-up within the MRR Clin. Any quote for repairs will be evaluated prior to execution. If the material cost (for the quote) is felt to be excessive, the government may opt to accomplish the repairs thru other methods/means.
2.Could you please confirm the normal operating/core hours for the LDC cantonment area during which HVAC preventative maintenance services are expected to be performed? We noted the PWS references normal core duty hours unless otherwise directed. Normal Core operating hours for LDC is from 0730 hours until 1600 hours for weekdays, excluding federal holidays.
3.Which primary installation access gate should contractor vehicles use for entry to perform services under this contract? Any visitor to the installation must go thru Gate 1 for processing, BGC and temporary access pass. The successful bidder may submit a list of personnel, along with the required information, to obtain an extended pass for the duration of the contract. Upon receipt of said pass, the successful vendor may utilize any operating Gate (manned check point) to access the LDC area (simply by showing the pass and a picture ID, along with vehicle credentials). This will be covered more in the pre-work conference.
