Questions and Answers As of 4/19/2016, 3:00pm

1. Can you tell me if these services are currently being performed by a contractor? If so, could you please provide the incumbent name as well as the contract number?

· Yes. There are multiple current BPA holders for this requirement. However, after new BPA’s are established off this solicitation, previous BPA’s will no longer be used.

2. Did I read this right, they want 3 submissions of past work completed? Full reports of Armories surveyed in the past? Do we submit this directly to your email or to the NGB Southeast?

· Yes. Per the solicitation, you will submit between 3 and 6 examples of past projects. A brief narrative about the project, no more than three (3) pages, must contain at minimum but not limited to the following:

Project title Purpose Client name, phone number and email address in order to send Past Performance Questionnaire Completion date Staff involved Budget and any additional relevant information.

· All proposals will be submitted in accordance with the solicitation. Proposals must be submitted via email to Nicholas.j.long.mil@mail.mil no later than 25 April 2016, 0900 EST. Proposal must be submitted in four (4) parts. (Past Performance, Technical, Price, Company Info)

3. We are trying to figure out the request for pricing though. We can provide unit labor pricing, but would not be able to estimate our travel time and costs. We would have to assume NGB will provide all equipment and cover all analytical costs.

· We have split the pricing up by facility type. What we are looking for in the price proposal is the price for service, not the travel. Travel will be quoted and reimbursed per each order in accordance with the Joint Travel Regulation (Per Diem, Airfare, Hotel, Mileage, etc.) As far as provided equipment, per paragraph 3.0 of the PWS, there will be no government furnished equipment provided. The contractor shall furnish everything required to perform these services.

4. Because of the variety of Industrial Hygiene, what type of Hygiene is it? (cleaning services, Mold remediation, ect)?

· Please refer to part 5 of the PWS.

5. In regards to the "Past performances" am I to submit 3-6 IH reports that I conducted in the past or do you want a brief comprehensive synopsis summarizing past IH projects?

· As long as it contains the minimum information listed in #2 above, you are good.

6. Must the price table that you sent be used or can mine be different ie. Un-alphabetized with the same information as yours?

· Yes, the pricing structure in the PWS must be used.

7. The Contract Manager: Is it in fact a requirement that this person resides in Georgia (effectively limiting the potential pool of offerers to those in the State of Georgia)?

· The Contract Manager requirement has been amended in the PWS. Please see the revised PWS.

8. How should travel costs be factored into the pricing? I saw the reference to the Joint Travel Regulation, but they are over 1600 pages long, and I wasn’t able to find an answer to this. To conduct an IH survey of a stand-alone facility in Guam (for example), versus several facilities in Kentucky (again, for example), would clearly require a very high per-facility cost as opposed to the travel cost being able to be spread out over several facilities. Are travel and mobilization costs somehow paid separately in a uniform fashion?

· Travel cost should not be factored. Hotel and per diem will be paid according to Joint Travel Reg, based on location traveled. We will ask you for your expected cost for air fare and rental car during the RFQ process for each BPA Call/Order and refund for cost.

9. Do you want a specific breakout of anticipated sampling and associated cost on a facility-type basis (referring to Technical Exhibit 2, bottom table)?

· No, we need a price range as stated to do the requested survey. The request for quote from us will help in determining the cost to perform the service.

10. Perhaps as a way of re-phrasing #3, are you looking for “Baseline” pricing in the top table of Technical Exhibit 2, and then for us to make assumptions regarding supplemental additional sampling costs in the bottom table?

· Yes, just give us a price range as indicated Ex: $10,000 - $18,000. Further discussion in request for quote will help in determining range of pricing.

11. Do you anticipate that all awardees will be required to apply for the Common Access Cards (CAC)?

· There should be no need for a Common Access Card.

12. Can you provide more information about the size, number of personal, and hazardous activities related to the facilities listed in Technical Exhibit 2?

· Varies depending on size. Details will be provided for each order. Refer to DG 415-1 through 5.

13. Should the contractor allot for laboratory analysis expense in this solicitation? Need to know if this will be expected so that the price list can reflect charges for lab analysis.

· No

14. The completion date for the past performance, does it need to be exact or will the month and year suffice?

· Month and year will be fine.

15. Please provide clarification for the statement (Page 2, 3rd paragraph of the synopsis) that the offeror's name is not to be included in Parts I or II of the proposal. Should the offeror's name also be omitted from the title pages of each part?

· Yes, Please omit the name in all of Parts I and II.

16. Please provide clarification for the statement (Page 3, 1st paragraph of the synopsis) that "Part 2 is expected to be no more than two (2) pages in length." Is this statement referring to the entire Part II Technical Proposal or is this statement only referring to Subpart A? Please be specific as to what Part 2 is referring to.

· This has been amended. Please refer to the amended solicitation. All of Part II-Technical Proposal has a four (4) page limit.

17. Is there a limit of pages for (A) Plan of Action?

· No.

18. Per paragraph 1.19 of the PWS, How many meetings are anticipated, per year? and, will all meetings be held in Marietta, Georgia?

· This is standard contract terminology in all our service contracts. There will be no need to physically meet. If the KO decides to organize a meeting, teleconference would be sufficient.

19. Since the RFP does not itemize the requested sampling in paragraph 5.1.1 of the PWS, could you please, provide anticipated number of samples, sample type, and analyses for each facility?

· NIOSH sampling standard should be used.

20. Since the RFP does not itemize the requested ventilation systems in paragraph 5.1.3 of the PWS, please, provide, the anticipated number of ventilation surveys anticipated for each facility; including a description of each ventilation system present; including type of system, size of system, number of AHU’s, HVAC systems, exhaust ventilation systems present, and facility drawings indicating the location and layout of the ventilation systems.

· Number of systems depends on the facility size and operations. The systems allowed or expected are found in in DG 415-1 thru 5. Also, more specifics will be given in the RFQ for work orders.

21. Per requirement at paragraph 5.1.4 of the PWS, can you provide a list of each job description present and the number of employees associated with each job description at each facility?

· Each facility even with same designation may have a different number of employees assigned to the different job descriptions. Each facility type has a determined maintenance level. The operations are determined by this and are found in the AR 750-1 and or DA PAM 750-1, also the DG 415-1 thru 5 describes the maintenance areas for each.

22. Per requirement at paragraph 5.1.5 of the PWS, will the ANG provide CADD-based drawings of each facility for the awarded contractor’s use?

· No. Design Review may be requested by means of drawings and specifications in paper format or sometimes in electronic format.

23. Per requirement at paragraph 5.1.7 of the PWS, can you provide a current copy of the HHIM forms that you will be requiring under this contract?

· A health hazard information form is currently under development, as this is fielded it will be incorporated. Keep in mind that this might end up in electronic format.

24. Per requirement at paragraph 5.1.8 of the PWS, can you provide a list of the minimum tasks that will satisfy your definition of an “Indoor Air Quality Evaluation” (i.e. temperature, relative humidity, carbon dioxide concentration, etc.)?

· State of the Arts approach is required. OSHA 3430-4, TG 277 and TG 278 are a minimum as guidance. Local requirements and/or guidance may vary State by State.

25. Per requirement at paragraph 5.1.9 of the PWS, can you provide a list of each job description present and the number of employees associated with each job description at each facility?

· Each facility even with same designation may have a different number of employees assigned to the different job descriptions. Each facility type has a determined maintenance level. The operations are determined by this and are found in the AR 750-1 and or DA PAM 750-1, also the DG 415-1 thru 5 describe the maintenance areas for each.

26. Per requirement at paragraph 5.1.10 of the PWS, Confirm that anticipated scope will be limited to ventilation evaluations and lead wipe/air sampling. Also, can you provide a list of all indoor firing ranges, including square footage and number of shooting galleries, present at each facility?

· This will be stated in the RFQ not all surveys will be either limited once walk through is done needs will be addressed if operations are not been performed operation requirements and SOP's may be evaluated.

27. Per requirement at paragraph 5.1.12 of the PWS, will the awarded Contractor will be granted remote access to each state’s IHIP for data entry?

· At present such access is not available.

28. Per requirement at paragraph 5.1.14 of the PWS, can you provide a list of the minimum tasks that will satisfy your definition of an “Air Quality” study?

· State of the Arts approach is required. OSHA 3430-4 is a minimum as guidance. Local requirements and/or guidance may vary State by State

29. Per requirement at paragraph 5.1.20 of the PWS, can you provide a list of IFR evaluations of active or inactive IH evaluations at each facility?

· IFR guidance is provided in ARNG IH Lead Sampling Guide – 2015. (Attached to solicitation)

30. Per requirement at paragraph 5.1.24 of the PWS, can you provide a list of currently reoccurring sampling and/or evaluations for each facility?

· Each facility and operations vary from location to location, in some instances prior reports may be available.

31. Per requirement at paragraph 5.1.25 of the PWS, will the awarded Contractor will be provided an electronic copy of the “specific operation’s prior survey” that can be edited?

· No

32. Can you provide the full names of the facilities identified by acronym in the Technical Exhibit 2, Estimated Workload Data? In addition, please provide the square footage of each building, number of buildings (if more than one), number of floors per building, and number of employees per building?

· At the time of the RFQ for individual orders, the number of buildings, size etc will be provided.

33. Please, confirm that Technical Exhibit 2, Estimated Workload Data pricing is for one year only; and not a total for the potential project duration of five years?

· No, it is for the life of the BPA.

34. Will all of the work be assigned to a single awarded contractor for a specific facility?

· No. Each new requirement will be competed amongst all the BPA awardees.

35. Does the (3) page limit include all past performance write-ups?

· 3 pages limit per each project.

36. Is a Quality Control Plan also a requirement for the Technical response? If so can you please provide page limit? Can it be submitted as an attachment?

· There is no page limit for the QCP. It needs to be part of the Technical proposal.

37. To show employee commitment to a project, we normally provide a commitment letter with signatures. Is this allowable considering the page limitations. Can commitment letter be submitted as attachments?

· This is intended to ensure that vendors provide adequate personnel and don’t have their people spread too thin. A simple statement as to what other work the personnel are engaged. It needs to be part of the Technical Proposal.

38. How many contracts are anticipated for award? How many awards were made with previous requirement? Is there a minimum number of awards?

· There is no minimum or maximum. The goal is to find qualified vendors with realistic, reasonable and competitive pricing that are capable to meet the industrial hygiene needs for the Georgia Army National Guard.

39. What is the square footage of each location?

· Depends on the facility size. Size of building will be given during the RFQ process.

40. What type of IAQ samples is required? Viable or nonviable, how many representative samples per location?

· State of the Arts approach is required. OSHA 3430-4, TG 277 and TG 278 are a minimum as guidance. Local requirements and/or guidance may vary State by State.

41. What type of turnaround time are expected for sampling?

· Generally one week.

42. Particulate sampling? If so, what type (respirable or total)?

· Both when needed.

43. Is there a requirement for lead wipe samples in the armories?

· IFR guidance is provided in ARNG IH Lead Sampling Guide – 2015. (Attached to solicitation)

44. Are laboratory costs included in the pricing from contractors?

· No

45. How many employees per location will exposure monitoring be conducted?

· Each facility even with same designation may have a different number of employees assigned to the different job descriptions.

46. Will area exposure monitoring be sufficient for unit tasks?

· Depending on time of operation and availability to meet the NIOSH sampling standard for that particular sampling.

47. When submitting the proposal are we to send one document with all required information or separate document for each section?

· Separate documents for each of the Parts.

48. Please confirm not wanting the firm name included in the past performance section in order to be used in order to obtain information on offeror’s past performance with previous clients.

· Confirmed

49. Can an individual’s name be included in the personnel staffing sections without violating the requirement to provide no company information(i.e. John Smith, Senior Project Manager)? Or should just the title be used(i.e. Senior Project Manager)?

· I would use title if the name of the individual will identify the offeror.

50. Are we to price comprehensive baseline and follow up IH Surveys without any laboratory analysis included?

· Yes
