RFI Q&A – W912JF23R0001 MATOC AR
Q: Would it be acceptable to FedEx the binders to the address provided?
A: Yes
Q: The solicitation requests electronic copies in the form of CD/DVD. Our updated technology does not have CD burners, would you accept the electronic copy to be emailed?
A: Yes
Q: Are offerors allowed to submit recently completed and signed Past Performance Questionnaires (Like Exhibit C)?
A: The solicitation at paragraph 3.3.10 on page 21 requires that past performance questionnaires be submitted by the offeror’s ‘client/evaluator’ directly to the Government without the offeror’s prior review. This ensures the Government has an independent evaluation. In accordance with paragraph 3.3.10, offerors should not submit past performance questionnaires directly to the government with their proposal. If an offeror’s client/evaluator independently submits a past performance questionnaire that is a different format from Exhibit C, in accordance with paragraph 3.3.13 on page 22 of the solicitation, the Government would have the ability to consider this alternate past performance questionnaire version. The solicitation states that the Government may use data obtained from any other sources, to include….data independently obtained from…commercial sources.
Q: With the large amount of work needed for contractors to prepare a high quality and thorough response to this solicitation while also considering the short work weeks and staffing limitation caused by the upcoming holiday as well as the already short turnaround time for a solicitation response of this size; we would like to formally request that the response date for this solicitation be extended by at least two weeks.
A: Solicitation has been extended for one week, to 13 January 2023 via issuance of amendment 01.
Q: IAW the RFP, page 7 of 77, Attachment 1 – Plans and Specifications Project No.
NKAK222111, Item #6, Reference Contract Clause 52.228-15, Performance and Payment Bonds, states “A bid bond shall be required with all proposals submitted in response to a request for proposal that is estimated above $150,000.” Will a Bid Bind be required for the Prototypical Project?
A: A bid bond is not required for the prototypical project.
Q: With this being a prototypical project that will not be awarded, will a bid bond be required for this proposal?
A: A bid bond is not required for the prototypical project.
Q: SECTION 00100 BIDDING INFO, paragraph 1.6.2. states “All questions and requests for information (RFI) must be received NOT LATER THAN 22 December 2022 and the answers will be posted to the solicitation page not later than 30 December 2022.” Will the government please provide the time in which RFI’s are due by 22 December 2022?
A: Time has been updated in Amendment 0001, posted to the solicitation page at www.sam.gov
Q: (Plan Page A-4, Detail #1) This detail shows “Duct” in the center of the building on the first and second floors. The plans and specifications to not mention any work that is to be done on the ductwork and air distribution system. Please advise exactly what will be required (if anything) for the duct systems of the building.
A: As shown on Plan Page A-4, Detail #1, 2x4 Duct Supports with same spacing as studs nailed each end 2-16d nails, 1/2” gypsum duct liners and duct liner nailers are required for the duct systems on the 1st and 2nd Floors.
Q: (Plan Page A-5) Construction Note #7 asks the contractor to replace the existing exhaust fan with an equal fan. The existing fan looks to be 12” square per note letter “K” on plan page A-3, but please provide model and serial number of existing exhaust fan so that the replacement can be perfectly matched.
A: Because this is a prototypical project, the offeror may factor a 12” square replacement fan of their choosing using the information contained in the solicitation.
Q: (Plan Page A-5) Construction Note #8 asks the contractor to replace the existing louvre with a new aluminum louvre. This note directs us to Detail #1 on Plan Page A-9. Within this note on A-9, there is a call-out saying to “See Mech. For Sizes”. Spec Section 10200 does not give information as to what dimensions will be required. Please provide mechanical schedule that shows louvre size required.
A: For bidding purposes, the offeror shall assume the existing louvre will be re-used. As such, the requirement for replacement as described in Construction Note #8 will not apply.
Q: (Plan Page A-6) Construction Note #9 asks the contractor to provide a 22-gauge chimney cap to replace the existing cap. The note also says to “Match Existing Design and Attachment”.
Please provide more information as to exactly what size, what design, and what attachment type will be required for the new cap.
A: For bidding purposes, the offeror shall assume the existing chimney cap will be re-used. As such, the requirement for replacement as described in Construction Note #9 will not apply
Q: Please clarify what pro forma documents are desired as part of Volume 1.
A: As related to this solicitation, pro-forma is intended or meant to mean any documents related to offeror’s price proposal. On a project that is not a proto-typical project, this would include bid bonds, reps & certs etc. For this solicitation, because it is proto-typical, bid bonds are not required and an offeror may not need to submit any additional pro-forma documents with their pricing proposal.
Q: Please clarify if all trades shown on Exhibit D Proposal Form are reflected in the project.
Example: there does not appear to be any Fire Suppression work scope called for on the drawings however, the detailed price proposal sheet has that division listed.
A: Not all trades may be reflected on the Exhibit D Proposal Form. A contractor may use trades that we did not anticipate. The Fire Suppression division was included on the detailed price proposal sheet as a potential trade that may be needed if construction activities impact the existing fire suppression system. The Exhibit D price proposal sheet is a standardized format the National Guard utilizes when advertising various construction projects. All trades listed on Exhibit D are not necessarily employed on every project that is advertised using the Exhibit D form. All trades listed on Exhibit D may not be reflected in the prototypical project.
Q: Is this building to be occupied or construction phased during the renovation, and if so, please clarify.
A: Per General Notes Item 3 on Sheet T-2, the project is located in an occupied security area.
The contractor shall provide a phasing plan for approval. The building will not be occupied during renovation.
Q: (Plan Pages S-2 and S-3) Construction Note #1 refers to replacing damaged framing wood. To level the bids better, please state an allowance amount for all bidders to include in base bid and provide a place on the bid form for the allowance amount and a unit price.
A: For bidding purposes, the offeror may assume there will be no damaged framing lumber for the subject prototypical project. As such, the requirement for replacement as described in Construction Note #1 will not apply.
Q: (Plan Page S-3) Construction Note #10 and #11 asks for Bid Options for each of first and second floor manufactured sun shades. Please provide a place on the bid form for these options.
A: Please see Exhibit D dated 30DEC2022, issued with amendment 02
Q: (Plan Page S-4) Detail 5 Infill E Door notes Anchor Bolts through new base plate into existing concrete foundation. Please specify.
A: ½” Diameter, 7” minimum length.
Q: (Plan Page S-4) Engineered sunshade details note through-bolted connections and show nuts on face of blocking, whereas (Plan Page 5/A-7) architectural sun shade details show nuts countersunk in solid wood. Please clarify.
A: The Sun Shade details on Sheet S-4 emphasize that the Through-Bolted Connection needs to be designed by the Sun Shade Manufacturer to ensure they meet the structural requirements. The Sun Shade detail on Sheet A-7 is an architectural detail emphasizing the bolts be countersunk so they do not stick out of the gypsum board on the interior side of the building. So to clarify, we would like the through bolts to be countersunk so they are not sticking out of the gypsum board while still meeting the Sun Shade Manufacturer Through Bolt Connection structural requirements.
Q: Is there to be lead paint abatement of the soil around the building? If so, please specify.
A: No, there is no lead abatement proposed for the soil around the building. Contract Specification Sections 02080 and 02095 cover the contractor lead abatement requirements including disposal necessary for the work required. The contractor shall manually remove and contain lead-containing paint within the work area. Any waste shall be accumulated in bags or barrels and materials disposed of per environmental regulations. In addition, the NPDES Notes on Sheet T-2 state that the contractor shall use appropriate Best Management Practices (BMP’s) for construction related materials, wastes, and spills so that potential pollutants can be collected and properly disposed. All construction contractor and subcontractor personnel are to be made aware of the required BMP’s and good housekeeping measures for the project construction site and any associated construction staging areas.
Q: Is the demolished concrete flatwork to be replaced with sod? Will there be sod or landscaping to be installed after wall and roof renovations? If so, please specify.
A: Yes, the contractor will need to install sod where the concrete flatwork is removed and around wall and roof construction areas. NPDES Notes on Sheet T-2 state that sediments from areas disturbed by construction shall be retained on site by an effective combination of erosion and sediment controls to the maximum extent practicable to minimize sediment transport from the site to streets, drainage facilities and adjacent properties via runoff, vehicle tracking or wind.
Section 1.08 of the General Conditions states that omissions from drawings and specifications which is manifestly necessary to carry out the intent of the drawings and specifications, or which is customarily performed, shall not relieve the contractor from performing such omitted work.
Q: (Plan Page 3/A-4) Demo Window Details notes that all wood surfaces are painted with lead paint. (Plan Page A-6) Construction Note #14 asks the contractor to encapsulate lead paint. (Plan Page 5/A-7) notes for the contractor to “drill, patch and paint for bolts (typ)” through the wood header casing and wall bases. One cannot drill and encapsulate. Please clarify.
A: One can drill first (removal) and then encapsulate. The plans are intended to let the Contractor know that painted exterior surfaces contain lead. The plans also state to “See Specifications” if disposal is required. The General Specifications For Lead Abatement in Section 02095 states that the Contractor shall provide an owner approved California certified environmental consultant for the purposes of the management of the Lead-Base Paint Abatement for completion of the various work segments. This includes removal of components such as windows, doors and trim such that new components which are lead free may be installed. The specifications also state that lead removal work shall be performed using full and modified containments and protection. Once the lead removal work is completed, abatement is performed using strategies including enclosure and encapsulation.
Q: On sheet A-6 of the drawings, it shows that sunshades and or door canopies on all three sides of the building except for the North Side. Is this accurate or do we need to account for the windows on the North Side and windows on the East Side of the Building?
A: Only account for what is depicted within the drawings and plans.
Q: Page T2 General Notes: (Note 4) States contractor to meet or exceed local codes and ordinances including the latest addition of the California building codes. Please indicate what building codes are required for this MATOC, if any?
A: Note 4 should have referenced the State of Arkansas Building Code instead of the California Building Code. Building Codes required for this MATOC are the latest editions of the Arkansas Building Codes which include the International Building Code (IBC) and International Fire Code (IFC). These codes reference other codes including the National Electric Code (NEC), Uniform Mechanical Code (UMC), Uniform Plumbing Code (UPC), and National Fire Protection Association (NFPA) Codes and Regulations. Any other codes, regulations or standards not specifically cited that apply to this project shall be met. It is the Architect or Engineer’s responsibility to ensure that all applicable codes are met. Please note that Air National Guard projects need to comply with Air National Guard Instruction 32-1023: Criteria Standards for Air National Guard Design and Construction and Air National Guard Engineering Technical Letter 10-03: Air National Guard Design Objectives and Procedures (Tab C). Please also note that the Architectural Standards used for design and construction need to match the Fort Smith Air National Guard Base standards.
Q: Page T1: Bid option note says to omit all work associated with providing sunshade. Does this include the canopies?
A: No, this does not include the canopies. Page T1 says “Bid Option: omit all work associated with providing sunshades at replacement windows as described in Detail 5, Sheet. 7 and Note 11, Sheet.6. Note 11, Sheet. 6 says to “Provide a Bid Option for Aluminum Sunshades, See 5/A7”.
Detail 5 on Sheet. 7 shows the Sunshade Detail (Bid Option) over a window and window frame.
Q: For each task order, will the Guard give the contractor use of basic utilities (gas, water, sewer, power, and storm drainage) and communication services (data, fire, and telephone).
A: Yes, per the Project Specifications, General Conditions, Section 1.04: “The Contractor may connect to existing site utilities as needed. The Contractor shall submit drawings to the Contracting Officer’s Representative, showing the location and method of connection. The Contractor shall obtain approval from Public Works for temporary connections. The contractor shall restore utilities to their original condition at the point of connection upon completion of work (at the direction of the Contracting Officer’s Representative.”
Q: Will liquidated damages be accessed at rate based on task order size or will the rate be the same for all tasks?
A: Per the Project Specifications, the rate will be as specified, when required, in the Bid Package Instructions to Bidders for individual task orders.
Q: Will all task orders have LEED requirements or just specific task orders as called for and what level of LEED will be required?
A: This is not a LEED project. Just specific task orders as called for are required.
Q: Will the contractor be responsible for providing third party structural observer during roof replacement or will designers be on-site during construction and provide this service?
A: The Structural Observation Notes on the plans specify that “The Structural Engineer, or another Engineer or Architect designated by the Structural Engineer, will perform periodic Structural Observations of construction in accordance with CBC Section 1702.1 (For BSC), designated as the “Structural Observer.” Therefore, it is the Structural Engineer’s responsibility to determine how they want to provide the required Structural Observation. Please note that the contractor is still responsible for conforming to all the requirements of the approved plans and specifications.
Q: Because of the extent of roof replacement, it is suggested that an ice and water shield be installed after the plywood replacement and before the dens deck substrate to allow for temporary protection. Please include this requirement in the statement of work.
A: Ice and Water shield will not be required for this prototypical project bid.
Q: Using a TG base application for roofing system increases fire hazard with Dens Deck sheathing and T&G plywood substrate. Is it acceptable to use a SA base layer application in lieu of a TG base layer application to reduce risk of fire hazard. Using a SA base layer also reduces the curing time required before installing the final top coating.
A: It is not acceptable to substitute items specified at this time. Note 9 on Sht. S-1 states that “No deviations are allowed from the structural details without the written approval of the Structural Engineer. Approval by Contracting Officer’s Representative, Building Inspector, Special Inspector, or any other party does not constitute authority to deviate from plans or specifications.”
Q: If a SA system is permitted can Siplast roofing system be used as a substitution for the MB Technology systems? The Siplast system would meet all warranty and any Leed requirements. See attached submittal data.
A: It is not acceptable to substitute items specified at this time. Note 9 on Sht. S-1 states that “No deviations are allowed from the structural details without the written approval of the Structural Engineer. Approval by Contracting Officer’s Representative, Building Inspector, Special Inspector, or any other party does not constitute authority to deviate from plans or specifications.”
Q: On sheet A-2 demolition floor plans, the first and second floor shows note J, which describes removing the 3' x 1’-6" aluminum SLD windows. On sheet A-5, the drawings show a different number of windows and the location of the exhaust fan. Please confirm new window and exhaust fan showing on first floor plan drawing is correct location in lieu of sheet A-2 demo first floor plan.
A: Sheet A-2 is the demolition plan for existing windows and exhaust fan. Sheet A-5 is showing the new windows and exhaust fan. The government confirms that Sheet A-5 shows new window and exhaust fan locations correctly.
Q: Please clarify which design is intended for the door canopy. On sheet A8, detail 6 shows one design, whereas, on the structural drawings S-4, detail 11 shows a different design.
A: Door Canopy Detail 6 on Sht. 8 is the base bid detail. Door Canopy Detail 11 on Sheet S-4 is the Bid Option detail.
Q: Is it acceptable to use a manufacturer substitution for specs section 08515 Aluminum Replacement Windows part 2.01 due to the manufacture is in Washington state and not Arkansas?
A: Yes, under Section 08515, Part 2.01 Manufacturers, Item A means any manufacturer “Subject to compliance with the materials and requirements listed.”
Q: Is it acceptable to use a manufacturer substitution for specs section 10705 Exterior Sun Control Devices & Canopies part 2.01. due to the manufacture is in Minnesota and not Arkansas?
A: Yes, under Section 10705, Part 2.01 Other Available Manufacturers, Item B allows other manufacturers “Subject to requirements stated within.”
