11) Requesting weekly meal counts by meal period for Sept 2020 thru June 2021.

RTI has historical meal counts ‘by-month’ and they are detailed below for the requested period:

B = Breakfast L = Lunch D = Dinner

SEP 2020 – 2266 B, 2022 L, 2144 D FEB 2021 – 1742 B, 1536 L, 1698 D

JAN 2021 – 2210 B, 1647 L, 2212 D June 2021 – 2603 B, 2181 L, 2478 D

12) 3.3 Equipment – Please confirm that the Bunn Coffee maker and Vitality Juice machine belong to the Government and are not contractor supplied. GOVERNMENT OWNED PROPERTY

13) 5.9.3 Small wares – It’s Stated that there are some small wares and Contractor is responsible to purchase replacements. Requesting an Inventory of small wares in order to determine costing of the proposal price.

While there is no detailed inventory of small wares, the 233D RTI’s inventory is more than sufficient enough to operate at, or beyond satisfactory levels. From time to time, the 233D RTI will purchase small wares to replace those that are in need of replacing due to normal wear and tear.

14) The pricing sheet seems to have a conflict, it states that Pricing will be based on the price per meal for 45,500 meals. The period of performance will be September 9, 2021 through July 8, 2022. However the CLIN to be filled in has us quoting a price based on 69,117 meals. Please clarify which is correct. THE CORRECT ESTIMATED MEAL COUNT IS 69,117. REFER TO AMENDMENT 01 ‘Attachment 05 Pricing Form v.2’.

15) Requesting clarification on 2.3 Subcontractor Price Submission. Is this a requirement just for the Blind vendor? If its for all bidders, then what actually does the government want to see in the proposal to meet this requirement? THIS IS ONLY APPLICABLE IF THE OFFEROR HAS A

SUBCONTRACTOR. THERE IS NOT A SUBMISSION REQUIREMENT IF THERE IS NOT A

SUBCONTRACTOR.

16) Referencing “TECHNICAL EXHIBIT 2 Estimated Workload Data. This information is provided for historical background only. It is not a guarantee of workload quantities.”

Section 4 states: “Total estimated days this facility is expected to be in operation for the period indicated. Facility is closed on New Year's Day, Thanksgiving Day, and Christmas Day and times when facility does not have customers attending training. And, 1.4.2 Recognized Holidays: The following are recognized United States (US) holidays. The contractor shall perform services on these days if students are attending classes: 1.4.2.11 Christmas Day:

December 25th.”

How often does this happen?

It has not ever happened in the recollection of the current RTI operations staff.

17) Question 16 above states the following: a. Weekdays: 250 b. Weekend days: 100. In preparation for the finding wages and food cost, I created a billing calendar to make the number of days in each month, for week days and weekends. My calculations are Weekdays = 216, weekends = 85

Please clarify.

THE PWS WAS DEVELOPED BASED ON A 12-MONTH SCHEDULE. FOR THE

CURRENT 10-MONTH REQUIREMENT, WEEKDAYS AND WEEKEND DAYS

WOULD BE ESTIMATED AT 216 AND 85 RESPECTIVELY.

18. The form states that pricing per meal is to be based on 45,500 meals for the period of September 9, 2021, through July 8, 2022, however, the Price Per Meal line shows annual meals of 69,117 @ _______ to calculate the total $. Please clarify what the total for the ten-month period should be calculated on for submission of the Pricing Form?

The estimated meal count for the 10-month period of performance is 69,117 meals. REFER TO AMENDMENT 01 ‘Attachment 05 Pricing Form v.2’.

19. The Wage Determination Number: 2015-5117 published in the new solicitation is different than the Wage Determination Number: 1995-0122 currently being used on this contract which has a higher rate of pay. Will you be incorporating the Wage Determination 1995-0122 in the new contract instead of the one posted in the Solicitation? YES. The WD for this requirement is updated to WD 1995-0122 Revision 44 dated 21July2021.
