AMENDMENT 0002 to W912JF-20-R-0014

The purpose of this amendment is to:

1. Publish the final ‘Questions and Answer’ document titled: ‘Q & A document W912JFR0014 ‘FINAL’. Questions #25-38 have been added. The ‘FINAL’ Q & A document begins on page 2 of this amendment.

Q & A document W912JFR0014 FINAL

1. What is the height from the slab to the tallest center point of the tallest warehouse unit? ~19 ft

2. Is the contractor responsible for terminating the cabling? Connectors? Yes; RJ45 connectors; Includes testing and certification of CAT6 with speed test.

3. When dealing with turning on and off the electric...how do we coordinate that? Warehouse per‐ sonnel on‐site can facilitate this for the contractor.

4. If there is a need for any equipment beyond ourselves and what we can carry, how do we coordinate gate entry? When we leave, if the equipment stays? Government will provide 1x Forklift. All other neces‐ sary equipment/rentals required by the contractor is the responsibility of the contractor. Camp Robinson Access Policy attached. Requests for access will be coordinated after award.

5. Exactly how many cameras are being removed? 8

6. What NVR brand and model will you be using? Unknown make/model, however, contractor is only re‐ quired to terminate cable with RJ45 connectors.

7. How many cameras are being replaced and will be taken down? 8

8. How many new camera locations do not have an existing camera at that location and doesn’t have ex‐ isting cable infrastructure from the new location to the existing cable infrastructure? All existing cameras are COAX and will be replaced with CAT6. There are 4 new exterior camera locations. All interior cam‐ eras will be new camera locations.

9. Can we verify that the government is going to provide the 2 DVRs for the video surveillance re‐ cording? Government is providing/installing both NVR/DVRs.

10. Can we verify that the government is going to provide all of the programing for the video surveillance system? Government is providing all firmware/programming for the video surveillance system.

11. Can we verify that the government is going to provide the focusing and ensuring the camera views are adjusted after the contractor has installed them because the entire system may not be completed during the camera installation? The government will ensure proper focus and adjustment once the cameras have been installed by the contractor. The contractor is still responsible for ensuring proper placement and functionality.

12. Can we verify that the government is going to provide 100% of the Access Control System equip‐ ment? The Government will provide 100% of the Galaxy Access Control System components.

13. Can we verify that the government will program the Access Control System? The Government will pro‐ gram the Galaxy Access Control System.

14. Can we verify that the government wants the contractor to install the access control system door con‐ troller boxes at each door? The Contractor will be responsible for mounting/installing two Altronix power boxes and the main Galaxy panel to include connecting power. Only card readers and door strikes will be installed at the each door.

15. How many door controller boxes need to be installed? The Contractor will be responsible for mounting/installing two Altronix power boxes and the main Galaxy panel to include connecting power. Only card readers and door strikes will be installed at the each door.

16. What kind of Access Control System is the government providing for this project? Galaxy Control Sys‐ tems HID Proximity Card Reader System

17. What part of the access control system will the contractor not be required to install? The contractor will not be required to install the components inside the main panel. The contractor is responsible for in‐ stalling the card readers, door strikes, and all cabling/wiring to the panel. The Government will configure and program the system.

18. In the warehouse where the cameras will be installed in the middle of the building and there is ceiling grid existing, does the government want the camera mounted to the ceiling grid? There is no requirement or prohibition for mounting cameras to the ceiling grid. The cameras must be mounted and placed to ensure unobstructed view to the covered area and stable picture.

19. What terminations are the installers required to make on the NVR/Access control box side of the pro‐ ject? RJ45 connectors; Includes testing and certification of CAT6 with speed test.

20. In the areas that a scissor lift would be required to reach the wire/cameras, would the contractor be ob‐ ligated to provide the lift or will it be provided? Government will provide 1x Forklift. All other necessary equipment/rentals required by the contractor is the responsibility of the contractor. Camp Robinson Ac‐ cess Policy attached. Requests for access will be coordinated after award.

21. The model stated “Flexidome IP Starlight 6000 VR” is being discontinued. It has been replaced with the “Flexidome IP Starlight 7000 VR” Model # NIN‐73023‐A3AS. Is this model accepted as its replacement? The Bosch Flexidome IP Starlight 6000VR cameras are still available for procurement. If discontinued, the Bosch Flexidome IP Starlight 7000VR Model # NIN‐73023‐A3AS is acceptable.

22. The cabling to the cameras on the north and west side of the warehouses will exceed the distance limits of a network connection (330’ Maximum). In order to resolve this issue we would need to place a network switch in the main warehouse to allow the west warehouse and tire warehouse cameras to connect. From there we would need a standard cat6 cable to the NVR or we could convert it to fiber for the least amount of data loss. The requirement is for sufficient cabling/wiring to ensure proper function and any require‐ ments for such should be included by the Contractor.

23. In the card access system will there be door status sensors provided? This would provide a way to monitor if the door is open or closed. No door status sensors.

24. Will there be any request to exit devices such as a push button, motion sensor, or crash bar contact? These are not needed due to the fact we are using door strikes; however some systems require them in order to prevent a forced door alarm. No exit devices.

Questions #25‐38 ADDED SEPTEMBER 17, 2020 via Amendment 0002.

25. Are scaled drawings available? No, scaled drawings are not available.

26. Are ceiling suspended? Or hard lid? Ceilings are suspended.

27. Are there existing Cable Trays for wiring above ceilings? There are existing "cable hooks" that the cables drapes over from currently in place above the ceiling.

28. Can Existing Wiring be utilized? No, existing wiring cannot be utilized.

29. Is a “UPS” required? If so, What Time/Power Duration is required? No.

30. Are “Or Equal” Equipment substitutions allowed? No, equipment substitutions are not authorized for the equipment supported by the J & A, which is posted in the announcement. Specifically, the cameras.

Wiring, brackets and support hardware has not been specified.

31. Is “Plenum Wire” acceptable? Yes.

32. Is “After Hours Access” for said work, available to contractor at no add’l cost to the Gov’t? No.

33. What is the height of Exterior Cameras? Approximately 12‐16 feet, depending on the specific location.

34. Please provide/post other “Q & A” requests. All Questions received through September 15, 2020 have been answered and posted with amendment 0001 to W912JF20R0014. A final ‘Q & A’ document will be posted as Amendment 0002 after the cut‐off date and time for question submittals; September 17, 2020 11:00am CST.

35. Please provide a list of equipment to be installed. Please refer to the Performance Work Statement (PWS). The most updated version was issued with Amendment 0001 to solicitation W912JF14R0020 on September 15, 2020.

36. This is a follow‐up question to #14 regarding the installation of two Altro‐nix power boxes and the main Galaxy panel: What is the location for each of the boxes and main panel to be installed? The main panel will be in the “Office Closet” where the Bosch NVR is annotated with a red triangle on the warehouse layout.

The power panels can be placed where best suited to support the system as determined by the contractor.

Anticipated one being near the East end to support doors on the South/East end and the other being mid‐ way down the main warehouse to support the further West/North doors.

37. This is a follow‐up question to #22: For the Switch needed for this alternate location where the cameras are too long, does the government have a specific switch brand or requirements that need to be provided?

Not brand/type specific. Only requirement is that the switch is Section 889 Compliant in accordance with section 889 of the 2019 NDAA (refer to FAR 52.204‐25 and FAR 52.204‐24).

38. Will the government provide the UPs, Switch and patch panels at each DVR Headend location, or will the contractor need to provide them? The government will provide and install all UPS, switch, patch panels for the camera system at the DVR headends. Requirement is for the contractor to run and terminate cable at the headend locations.
