September 15, 2020 AMENDMENT 0001 to W912FJ-20-R-0014
The purpose of this amendment is to:
1. Incorporate the ‘Questions and Answer’ document titled: ‘Q & A document W912JFR0014’
2. Incorporate the RMTC Access Policy via document titled: ‘Question #20_RMTC Access Policy’.
This document is being incorporated in response to question #20.
3. Update ‘Attachment 1’ and ‘Attachment 3’, PWS and Warehouse Layout diagram. Specifically, sections ‘5.1.5’ and ‘5.1.6’ have been updated. The number of required door strikes and card readers is reduced from eleven (11) to ten (10). This change has been implemented because the access control system on-hand by the government will only support ten (10) readers. The ‘Warehouse Layout Diagram’ has been updated to reflect this change.
4. Establish the suspense for submitting questions at September 17, 2020 at 11:00am CST.
5. Revise the response date to September 21, 2020, 3:00PM CST.
1. What is the height from the slab to the tallest center point of the tallest warehouse unit? ~19 ft
2. Is the contractor responsible for terminating the cabling? Connectors? Yes; RJ45 connectors; Includes testing and certification of CAT6 with speed test.
3. When dealing with turning on and off the electric...how do we coordinate that? Warehouse personnel on‐site can facilitate this for the contractor.
4. If there is a need for any equipment beyond ourselves and what we can carry, how do we coordinate gate entry? When we leave, if the equipment stays? Government will provide 1x Forklift. All other necessary equipment/rentals required by the contractor is the responsibility of the contractor. Camp Robinson Access Policy attached. Requests for access will be coordinated after award.
5. Exactly how many cameras are being removed? 8
6. What NVR brand and model will you be using? Unknown make/model, however, contractor is only required to terminate cable with RJ45 connectors.
7. How many cameras are being replaced and will be taken down? 8
8. How many new camera locations do not have an existing camera at that location and doesn’t have existing cable infrastructure from the new location to the existing cable infrastructure? All existing cameras are COAX and will be replaced with CAT6. There are 4 new exterior camera locations. All interior cameras will be new camera locations.
9. Can we verify that the government is going to provide the 2 DVRs for the video surveillance recording? Government is providing/installing both NVR/DVRs.
10. Can we verify that the government is going to provide all of the programing for the video surveillance system? Government is providing all firmware/programming for the video surveillance system.
11. Can we verify that the government is going to provide the focusing and ensuring the camera views are adjusted after the contractor has installed them because the entire system may not be completed during the camera installation? The government will ensure proper focus and adjustment once the cameras have been installed by the contractor. The contractor is still responsible for ensuring proper placement and functionality.
12. Can we verify that the government is going to provide 100% of the Access Control System equipment? The Government will provide 100% of the Galaxy Access Control System components.
13. Can we verify that the government will program the Access Control System? The Government will program the Galaxy Access Control System.
14. Can we verify that the government wants the contractor to install the access control system door controller boxes at each door? The Contractor will be responsible for mounting/installing two Altronix
Q & A document W912JFR0014 power boxes and the main Galaxy panel to include connecting power. Only card readers and door strikes will be installed at the each door.
15. How many door controller boxes need to be installed? The Contractor will be responsible for mounting/installing two Altronix power boxes and the main Galaxy panel to include connecting power. Only card readers and door strikes will be installed at the each door.
16. What kind of Access Control System is the government providing for this project? Galaxy Control

17. What part of the access control system will the contractor not be required to install? The contractor will not be required to install the components inside the main panel. The contractor is responsible for installing the card readers, door strikes, and all cabling/wiring to the panel. The Government will configure and program the system.
18. In the warehouse where the cameras will be installed in the middle of the building and there is ceiling grid existing, does the government want the camera mounted to the ceiling grid? There is no requirement or prohibition for mounting cameras to the ceiling grid. The cameras must be mounted and placed to ensure unobstructed view to the covered area and stable picture.
19. What terminations are the installers required to make on the NVR/Access control box side of the project? RJ45 connectors; Includes testing and certification of CAT6 with speed test.
20. In the areas that a scissor lift would be required to reach the wire/cameras, would the contractor be obligated to provide the lift or will it be provided? Government will provide 1x Forklift. All other necessary equipment/rentals required by the contractor is the responsibility of the contractor. Camp Robinson Access Policy attached. Requests for access will be coordinated after award.
21. The model stated “Flexidome IP Starlight 6000 VR” is being discontinued. It has been replaced with the “Flexidome IP Starlight 7000 VR” Model # NIN‐73023‐A3AS. Is this model accepted as its replacement? The Bosch Flexidome IP Starlight 6000VR cameras are still available for procurement. If discontinued, the Bosch Flexidome IP Starlight 7000VR Model # NIN‐73023‐A3AS is acceptable.
22. The cabling to the cameras on the north and west side of the warehouses will exceed the distance limits of a network connection (330’ Maximum). In order to resolve this issue we would need to place a network switch in the main warehouse to allow the west warehouse and tire warehouse cameras to connect. From there we would need a standard cat6 cable to the NVR or we could convert it to fiber for the least amount of data loss. The requirement is for sufficient cabling/wiring to ensure proper function and any requirements for such should be included by the Contractor.
23. In the card access system will there be door status sensors provided? This would provide a way to monitor if the door is open or closed. No door status sensors.
24. Will there be any request to exit devices such as a push button, motion sensor, or crash bar contact?
These are not needed due to the fact we are using door strikes; however some systems require them in order to prevent a forced door alarm. No exit devices.

SUBJECT: Command Policy No. 20191002, Robinson Maneuver Training Center .(RMTC) Access Policy
1. REFERENCES: AR 190-13, the Army Physical Security Program, AR NG OPORD 15-66.
2. PURPOSE: The purpose of this memorandum is to state the Robinson Maneuver Training Center (RMTC) command policy regarding access to the post for civilian/non governmental personnel.
3. STATEMENT OF MILITARY NECESSITY AND PURPOSE: To provide force protection for military/civilian personnel, government resources and property while ensuring reasonable public access to post property for legitimate interests. This policy allows the Post Commander to provide the necessary level of security on this installation within the law while respecting the rights and privileges of private citizens.
4. APPLICABILITY: This policy applies to all personnel entering the Robinson Maneuver Training Center.
5. STATEMENT OF COMMAND POLICY:
a. The Post Commander retains the authority to remove and exclude from post any person the Commander, in his or her sole discretion, deems to pose a threat to personnel, property, military operation or good order and discipline within the confines of RMTC.
b. Post access passes must be for official military/government business or for recreational use. For recreational pass information, refer to the RTMC Recreational Use Policy.
c. All visitors, contractors, and recreational pass holders seeking entry to RMTC will submit to a background check conducted through the Arkansas Crime Information Center (ACIC). All Foreign Nationals are required to pass a FBI background check in order to gain access to RMTC.
Question #20_RMTC Access Policy
SUBJECT: Command Policy No. 20191002, Robinson Maneuver Training Center (RMTC) Access Policy
d. Visitors who do not meet the background check requirements will not be granted access to RMTC.
e. Any individual requesting access with a pending charge or criminal history containing a disqualifying charge with no disposition will be denied access.
f. No person may operate a vehicle on the post who has been convicted of a DWI/DUI in the last 12 months.
g. No person may enter the post who has a felony conviction of class D, C or 8 where the date of conviction is more recent than ten (10) years from the date of entry unless it is expunged, pardoned or sealed.
h. No person may enter the post who has a felony conviction class A or Y, unless it is expunged, pardoned or sealed.
i. No person may enter the post who is a registered sex offender in any state, the District of Columbia or any U.S. territory or possession.
j. No person may enter the post who is convicted of a misdemeanor or a felony crime of domestic violence.
k. Media requesting access. Direct media contact or solicitation of coverage for official National Guard programs, activities or events will be made only through the Public Affairs Office. Immediately inform the Public Affairs Officer if any unescorted media is requesting access to RMTC. All media is required to be escorted by a Public Affairs Official approved by the Arkansas Army National Guard Public Affairs Office.
I. All personnel entering RMTC will be required to present an authorized form of identification. At the discretion of the security guard, facial recognition may be authorized as an exception. All personnel who possess a valid DOD Common Access Card (CAC) can vouch for occupants in their vehicle.

.PERFORMANCE WORK STATEMENT (PWS)
FOR
Electronic Security System Installation Services
1.0 General:
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Camera Security System Installation Services, as defined in this PWS.
1.2 Background: The USP&FO Warehouse located at building 318 Missouri Avenue on Camp Robinson in North Little Rock, Arkansas 72199 requires upgraded video surveillance system to ensure effective asset control and management.
1.3 Period of Performance (PoP): The Period of Performance shall be within 60 days of contract award or as agreed upon by the government and the awardee.
1.4 General Information:
1.4.1 Reserved.
1.4.2 Quality Assurance (QA): The Government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government will do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) or defect rate(s). The QASP for this requirement will be conducted via a visual and operational inspection following installation.

1.4.4 Place and Performance of Services: The contractor shall provide services between the hours of 0730-1630, Monday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance shall be at Bldg 318 Missouri Avenue, Camp Robinson, North Little Rock, Arkansas 72199. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential..
1.4.4.1 Telework: Teleworking is not authorized.
1.4.4.2 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.
1.4.4.3 The contractor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times, and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation which may affect performance. The Government reserves the right to direct the removal of an employee for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.
1.4.5 Security Requirements. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the COR. The contractor and all associated subcontractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by Department of Defense (DoD), Headquarters Department of Army (HQDA) and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

1.4.5.2 For contractors that do not require a CAC, but require access to a DoD facility or installation: Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), and applicable installation, facility and area commander installation/facility access, and local security policies and procedures (provided by a government representative).
1.4.5.3 Communications Security/Information Technology (COMSEC/IT) Security. All communications with DoD organizations are subject to COMSEC review. All telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoD organizations. Therefore, the contractor is advised that any time contractor personnel place or receive a call they are subject to COMSEC procedures. The contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with DoD information. The contractor shall abide by all Government regulations concerning the authorized use of the Government's computer network, including the restriction against using the network to recruit Government personnel or advertise job openings.

1.4.5.9 iWATCH Training: The contractor and all associated subcontractors with an area of performance within an Army-controlled installation, facilities or area shall brief all employees on the local iWATCH program. This local developed training shall be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR or the KO. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance. The contractor shall report completion for each contractor employee and subcontractor employee to the COR, within 15 calendar days after completion of training.

1.4.6 Physical Security. The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, equipment and materials shall be secured.
1.4.6.1 Key Control. NOTE: All references to keys include key cards. The contractor shall establish and implement methods of ensuring that no keys/key cards issued by the Government are lost or misplaced or are used by unauthorized persons. No keys issued by the Government shall be duplicated.
1.4.6.1.1 In the event keys, other than master keys, are lost or duplicated, the contractor shall, upon direction by the KO, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the Government replaces or re-keys the locks, the Government will deduct the total cost of lock replacement or re-keying from the monthly payment due the contractor. In the event a master key is lost or duplicated, the Government will replace all locks and keys for that system, and will deduct the total cost from the monthly payment due the contractor.
1.4.6.1.2 The contractor shall prohibit the use of the Government issued keys/key cards by any persons other than the contractor’s employees. The contractor shall prohibit the opening of locked areas by contractor employees to permit entrance of persons other than contactor employees engaged in the performance of services in those areas, or personnel authorized entrance by the KO.
1.4.7 Special Qualifications: Reserved.
1.4.8 Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post award conference convened by the KO in accordance with FAR Subpart 42.5. The KO, COR and other Government personnel, as appropriate, may meet periodically with the contractor to review the contactor’s performance. At these meetings, the KO will apprise the contractor of how the Government views the contractor’s performance and the contractor shall apprise the Government of problems, if any, being experienced. The contractor shall resolve outstanding issues raised by the Government. Contractor attendance at these meetings shall be at no additional cost to the Government.
1.4.9 Contract Manager (CM): The contractor shall designate a CM who shall ensure performance under this contract. The name of this person, and an alternate who shall act for the contractor when the CM is absent, shall be designated in writing to the KO.
The CM or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The CM shall work through the COR, to resolve issues, receive technical instructions, and ensure adequate performance of services. The CM shall ensure that contractor employees do not perform any services outside the scope of the contract without an official modification issued by the KO. The CM shall ensure contractor employees understand that services performed outside the scope of the contract are performed wholly at the expense of the contractor.
1.4.10 Identification of Contractor Employees: All contractor personnel will be required to be clearly identified as a contractor during performance of this contract. The contractor’s status as a “contractor” shall be predominantly displayed in all correspondence types (to include signature blocks on e-mail) and dealings with Government or non-Government entities. Contractor personnel shall wear identification badges, shirts or some type of article distinguishing themselves as such. The badges shall have the company name, employee name and the word “contractor” displayed.
The contractor shall retrieve all identification media (including vehicle passes) from its employees who depart employment for any reason. The contractor shall return all identification media (i.e., badges and vehicles passes) to the KO within 14 days of an employee’s departure
1.4.11. Combating Trafficking in Persons: The United States Government has adopted a zero tolerance policy regarding trafficking in persons. Contractors and contractor employees shall not engage in severe forms of trafficking in persons during the period of performance of the contract; procure commercial sex acts during the period of performance of the contract; or use forced labor in the performance of the contract. The Contractor shall notify its employees of the United States Government’s zero tolerance policy, the actions that will be taken against employees for violations of this policy. The contractor shall take appropriate action, up to and including termination, against employees or subcontractors that violate the US Government policy as described at
FAR 22.17.

1.4.14 Organizational Conflicts of Interest (OCI): The contractor and subcontractor personnel performing services under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent OCIs, as defined in FAR Subpart 9.5. The contractor shall notify the KO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the KO to avoid or mitigate any such OCI. The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the KO. In the event the KO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the KO may impose other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.

2.0 Definitions and Acronyms
2.1 Definitions:
2.1.1 Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2 Contracting Officer (KO): A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.3 Contracting Officer Representative (COR): An employee of the U.S. Government designated by the KO to monitor contractor performance. Such appointment will be in writing and will state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications.
This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4 Defective Service: A service output that does not meet the standard of performance associated with the PWS.
2.1.5 Deliverable: Anything that can be physically delivered and includes non-manufactured things such as meeting minutes or reports.
2.1.6 Key Personnel: Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7 Physical Security: Actions that prevent the loss or damage of Government property.
2.1.8 Quality Assurance: The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.9 Quality Assurance Surveillance Plan (QASP): An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.10 Quality Control: All necessary measures taken by the Contractor to ensure that the quality of an end product or service shall meet contract requirements.
2.1.11 Subcontractor: One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

3.0 Government Furnished Property, Material, Equipment and Services (GFP/M/E/S):
The Government will provide the property, material, equipment, and/or services listed below solely for the purpose of performance under this contract:
3.1 Property: The Government will furnish the necessary workspace for the contractor to perform services outlined in this PWS to include work space, utilities and other items necessary to support installation services.
3.2 Materials: Reserved.
3.3 Equipment: Reserved.
3.4 Services: Reserved.
3.5 Utilities: All utilities in the facility will be available for the contactor’s use in the performance of this contract. The contractor shall instruct employees in utilities conservation practices. The contractor shall operate under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount.
4.0 Contractor Furnished Property, Materials, and Equipment (CFP/M/E):
4.1 General: Except for those items specifically stated to be Government-Furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1.
5.0 Requirements: The contractor shall upgrade the existing security camera and access control systems. Existing cameras and all cable will be removed. New cameras and cable will be installed. HID Proximity Card Readers with electronic door strikes will also be installed. Cameras with components and all required cable will be procured under this contract. Access control readers and door strikes will be procured separately due to their nature.
5.1 Provide 8 each Bosch FLEXIDOME IP Starlight 6000 VR (1080p) 180 degree cameras with outdoor weather resistant arm mounts (Mfr # NIN-63023-A3 & VDA-WMT- DOME) and 9 each Bosch FLEXIDOME IP Panoramic 7000 MP 360 degree cameras with surface mount boxes (Mfr # NIN-70122-F0S) and sufficient mounting brackets.
FLEXIDOME IP Starlight 7000VR (1080p) Mfr # NIN-73023-A3AS is an authorized substitute for the FLEXIDOME IP Starlight 6000 VR if it becomes discontinued.
5.1.1 Uninstall all existing cameras and cable.
5.1.2 Mount and install all cameras and all associated equipment.
5.1.3 Provide and run all required CAT6 cable for camera system.
5.1.4 Provide and install all data and power cable for Galaxy HID Proximity Card Readers and HES door strikes to the panel.
5.1.5 Install 10 HES 8000/9500 series (stainless steel finish) door strikes
5.1.6 Install 10 each Galaxy HID Proximity Card Readers (Readers provided by the government) to include power supply panels.
5.1.7 The contractor and the COR will conduct a joint inspection of the installation and devices to ensure all services were performed to specification and devices function properly.
5.2 Contractor Manpower Reporting Application (CMRA):
5.2.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the National Guard Bureau via a secure data collection site.
5.2.2 The contractor shall completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2020. Contractors may direct questions to the help desk at http://www.ecmra.mil.
