About this file
This is Amendment 0003 to solicitation W912JD26QA021, issued by the W7C U.S. Property and Fiscal Office Activity in Augusta, Maine on August 21, 2026. The amendment addresses Questions and Answers (Q&A) raised by interested parties regarding a catering services requirement at Fort Devens, Massachusetts.
The solicitation seeks a caterer to provide meals for an estimated 81 service members over a 10-day active feeding window (October 16-25, 2026), consisting of breakfast and dinner services only. Key clarifications provided include: FAR 52.219-14 (Limitations on Subcontracting) is not applicable as the acquisition is below the Simplified Acquisition Threshold; the correct Wage Determination is 2015-4035 Rev 35 (not 2015-4055 Rev 36); all references to Vermont Department of Agriculture standards have been corrected to Massachusetts standards, as the place of performance is Fort Devens, Massachusetts; Technical Exhibit 5 specifies 81 personnel (not 140 meals); a current Massachusetts health inspection report satisfies Technical Subfactor 2 compliance requirements; Technical Exhibit 3 containing the approved 7-day menu and portion sizes is available on SAM.gov; contractors must accommodate special dietary requests (vegetarian, vegan, gluten-free, halal, kosher) within established meal rates with five calendar days' notice; and the Government furnishes disposable eating utensils, plates, napkins, and cups while contractors must provide cooking and serving utensils. The evaluation basis is Lowest Price Technically Acceptable (LPTA) considering technical factors (ANSI ServSafe Certification, Massachusetts health inspection compliance, and 7-day menu capability), past performance within three years, and price. The offer receipt deadline was not extended by this amendment.

SUMMARY OF CHANGES
Solicitation/Contract Form
The following changes have been made:
Miscellaneous text in this section has been modified to:
Question 1: We note that FAR 52.219-6, Notice of Total Small Business Set-Aside, is incorporated in the solicitation; however, FAR 52.219-14, Limitations on Subcontracting, does not appear to be included among the incorporated clauses. Could the Contracting Officer please confirm whether FAR 52.219-14 applies to this acquisition, or whether an amendment will be issued to address the limitations on subcontracting for this requirement?
Response: FAR 52.219-14 is not applicable to this requirement, as the estimated value of the acquisition is below the Simplified Acquisition Threshold (SAT) and is not set aside under any specific socioeconomic programs.
Question 2: Wage Determination coverage area: The incorporated Wage Determination (2015- 4055, Rev. 36) lists its coverage area as the following Middlesex County, Massachusetts towns:
Ashland, Framingham, Holliston, Hopkinton, Hudson, Marlborough, Natick, and Sudbury. The performance location, Devens Reserve Forces Training Area, spans Ayer, Shirley, Harvard, Massachusetts, none of which appear on this list. Can the Contracting Officer confirm that WD 2015-4055 Rev. 36 is the correct and applicable wage determination for this place of performance, or will an amendment be issued with the appropriate wage determination?
Response: The correct Wage Determination is: 2015-4035 Rev 35. Dated 6-25-26.
Question 3: Performance Work Statement state references: Several sections of the PWS (120 AT TY27 CPM PWS) - specifically 5.1.2, 5.1.4, and 5.1.6 - reference compliance with Vermont Department of Agriculture standards for out-of-state caterer sanitary standards, food handler certification sources, and mobile kitchen licensing/inspection. Given that the place of performance is Devens, Massachusetts, can the Contracting Officer confirm whether these references should instead read "Massachusetts," or whether Vermont standards are intentionally applicable for some other reason?
Response: The references to "Vermont Department of Agriculture" were typographical errors. The place of performance is Fort Devens, Massachusetts, and all relevant sections have been updated to reflect Massachusetts state standards.
W912JD26QA0210003
Question 4: Technical Exhibit 5 meal quantity: Technical Exhibit 5, the Sub-Vendor Confirmation Statement, references a maximum of 140 meals, while the solicitation and PWS elsewhere state a per-meal quantity of 81 Soldiers. Can the Contracting Officer clarify which figure - 81 or 140 -should be used for sub-vendor confirmation and capacity planning purposes?
Response: The correct requirement is for 81 personnel. Technical Exhibit 5 has been updated in the PWS to reflect the correct number. of 81.
Question 5: Technical Subfactor 2 (Compliance) calls for a "State of VT Food Service establishment Health Inspection Report." The place of performance is stated in Section B and in PWS Section 5 as the Dining Facility, Devens Reserve Forces Training Area, 24 Quebec Street, Devens, MA 01434, and the caterers capable of serving that location and of meeting the 60-mile preparation-facility requirement are licensed and inspected in Massachusetts. Would the Government please confirm whether a current health inspection report issued by the caterer's own state jurisdiction -- Massachusetts, for a facility serving Devens -- satisfies Subfactor 2, or whether a State of Vermont inspection report is specifically required?
Response: A current, valid food service establishment health inspection report issued by the Commonwealth of Massachusetts (or the caterer's local Massachusetts municipal health jurisdiction) satisfies the requirements of Technical Subfactor 2. The reference to the "state of VT" in the original solicitation was a clerical error. Because the place of performance is Ft. Devens, MA, a Massachusetts issued health inspection report is required.
Question 6: Technical Subfactor 3 evaluates a capability statement demonstrating that the quoter can provide meals on the 7-day menu rotation at Technical Exhibit 3 of the PWS. In the posted package, including the revised PWS issued under Amendment 0002, Technical Exhibit 3 appears as a heading only -- the approved menu and portion size table itself does not appear to be included. Would the Government please provide Technical Exhibit 3, or confirm where in the posted package it can be found? Without the approved menu and portion sizes, quoters cannot demonstrate capability against the standard the subfactor is scored on, and cannot price the food cost of the rotation on a common basis. If it is the Government's intent that quoters propose their own 7-day rotation meeting the PWS requirements, confirmation of that would serve equally well.
Response: The approved Army 7-day menu, outlining portion sizes, is located in the original PWS under Technical Exhibit (TE) 3, starting on Page 15. You can download this document off of SAM.
gov. This exhibit serves as the baseline standard for portion sizing and nutritional delivery.
Quoters may propose their own custom 7-day menu rotation, provided it meets the portion sizes, and nutritional standards outlined in Section 5, TE 3, and ensures that the same meals are not served consecutively but on a rotational basis.
Question 7: Does the PWS specify dietary accommodation requirements the contractor must meet (e.g., vegetarian, vegan, gluten-free, halal, kosher, or other medical/religious dietary needs)?
Response: Yes, section 5.6.3 of the PWS specifies that the contractor must provide special dietary meals upon request. The COR is required to identify any special needs (including for religious accommodations, such as Halal meals) no later than five calendar days before the meal. The PWS further mandates that the contractor must accommodate these requests within the established contract meal rates and ensure all special meals are clearly labeled at the time of delivery.
Question 8: What is the required meal count and schedule per day (e.g., breakfast, lunch, dinner) across the 11-day period?
Response: Per Technical Exhibit (TE) 4 of the PWS, the contract requires meals for an estimated headcount of 81 service members over a 10-day active feeding window (October 16 - October 25, 2026). The schedule consists of breakfast and dinner services, with no lunch requirements.
Question 9: Can you please confirm the Government's expectation regarding utensils --specifically, whether the contractor is required to provide cooking utensils, serving utensils, and disposable/reusable eating utensils for all meal periods, or whether any of these will be Government-furnished
Response: Per Part 3 of the PWS, the Government will furnish disposable eating utensils, plates, napkins, and cups for all meal periods. The PWS does not specify that cooking and serving utensils will be government-furnished. Therefore, the contractor is required to provide all necessary cooking and serving utensils needed to perform the service.
* Quoters are advised that they are responsible for acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your offer being considered unacceptable.
