About this file
This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor Employment Standards Administration for Middlesex County, Massachusetts (Wage Determination No. 2015-4035, Revision 35, effective June 25, 2026).
The document establishes prevailing wage rates and fringe benefits for service contract employees working on federal contracts in cities and towns within Middlesex County, including Ashby, Ayer, Billerica, Chelmsford, Dracut, and Groton. Wage rates are organized by occupation code and range from $16.67 per hour for certain entry-level positions (e.g., Gate Attendant/Gate Tender) to $62.11 per hour for specialized instructional roles (e.g., Flight Instructor, Maintenance Test Pilot). The determination covers over 150 occupation categories spanning administrative, clerical, automotive, food service, furniture maintenance, general services, health, information technology, instructional, laundry, machine operation, materials handling, mechanics and maintenance, personal needs, plant operations, protective services, recreation, stevedoring, and technical occupations. All listed occupations receive health and welfare benefits of $5.55 per hour (up to 40 hours per week, $222.00 weekly, or $962.08 monthly), with an alternative rate of $5.09 per hour under Executive Order 13786. Employees are entitled to two weeks paid vacation after one year of service, three weeks after five years, and four weeks after 15 years. Federal holidays, hazardous pay differentials (8 percent and 4 percent based on hazard levels), night pay and Sunday premiums for air traffic controllers and weather observers, and uniform allowance reimbursement at $1.35 per week are also mandated. Computer professionals, air traffic controllers, and weather observers receive special compensation and classification provisions under 29 C.F.R. regulations. The determination includes procedures for conformance requests when unlisted occupations require classification under 29 CFR 4.6(b)(2).
