The following have been added by full text:
AMENDMENT 0003
This amendment 0003 is hereby incorporated into solicitation W912JD22R0002 and shall become a part of any resultant contract.
Question 18) Would the government accept a Licensed Social Worker without a Bachelor’s degree in Social Work for the “Bachelor of Social Work” services position, in other words, would the Government accept a Licensed Social Worker with a Bachelor’s Degree in a field related to social work?
Response: Yes.
Question 19) PWS – Paragraph 1.4.1. – Page 2 - “Contractors shall be expected to provide the service during a Medical Readiness Events (MRE) weekend. Will the government provide more details on MRE locations and frequency specifics? What is the historical data for MRE in the year/years prior?
Response: The 3 locations during this period of performance are as follows:
Bangor Location: Regional Training Institute (RTI), 289 Hildreth Street, Bangor, Maine 04401-3027.
Brunswick Location: 133rd Engr Bn, 11 Ordnance Drive, Brunswick, Maine 04011-5039.
Augusta Location: 194 Winthrop Street, Augusta, ME 04330
All MRE events occur mostly the 1st weekend of every month between November 2022 thru March 2023. Occasionally the MEARNG might have a deploying unit that will require an MRE, which occurs between April thru June. Currently, the MEARNG has no deploying unit for Fiscal Year 2023. Estimated number of soldiers per drill weekend MRE is around 210 and the total number of soldiers for all of the five (5) drill weekend MREs is around 1,050 for the entire MRE season.
Question 20) It is understood that this is a new requirement however, on the current contract that is covered a portion of the service are there any vacancies?
Response: No vacancies.
Question 21) PWS – Paragraph 1.4.7. – Special Qualifications – “The Medical Records and Support Assistants shall be provided by Medical Record Technician(s) under the Department of Labor classification code of 12190. Are there any specific education or years of experience qualifications required for the Medical Records and Support Assistants Role?
Response: No degree is required. No specific length of medical experience required as well.
Question 22) The RFP – Paragraph 4 – Proposal File – Will the government allow a lesser font for figures and graphics?
Response: Yes, and 11X17” pages size is acceptable for tables/graphic representations as well; however, each 11X17” page counts as two pages.
Question 23) What is the page margin requirement?
Response: Format. Page setup parameters:
Margins – Top, Bottom, Left, Right – 1” Gutter – 0” From Edge – Header, Footer 0.5” Page Size, Width – 8.5” Page Size, Height – 11”
Question 24) Is there an incumbent contractor performing the service currently? If so, who is the incumbent and what is the total contract price
Response: See Amendment 0001 – Response to Question 1 – for additional details.
Question 25) RFP – Sub-Factor 1C – “Special Qualifications/Work History Experience” – Is the government only looking for the completion of this section for the RN III role or all the roles listed in 1.4.7.?
Response: The Government is looking under Sub-Factor 1C – for each contracted employee the Offer shall provide the following:

Question 26) Under Section 52.212-2 – Sub-Factor 1C – Special Qualification/Work History Experience, are you requesting resumes for proposed employees by including in the proposal?
Response: No formal resumes. Only the information in Sub-Factor 1C – paragraph a through d is required and will be evaluated in accordance with the RFP - Technical Evaluation from 52.212-2.- Evaluation – Commercial Products and Commercial Services – Page 7.
Question 27) If resumes must be submitted, how many resumes must be submitted to be in compliance with the offer?
Response: The Offerors shall provide per contracted employee qualification as prescribed in the PWS paragraph 1.4.7. The minimum is one (1) the maximum two (2) number for the Non-Clinical Medical Case Manager Service – RN III. The minimum is one (1) the maximum two (2) number for the Behavioral Health Case Management Service. The minimum is two (2) the maximum four (4) number for the Medical Records and Medical Support Service.
Question 28) How many candidates can we submit per position under Sub-Factor 1C?
Answer: The Government will only accept to the maximum of two (2) potential contracted employees each (per position). As a result, the Offerors can submit two (2) potential contracted employees for the RN III and two (2) potential contracted employees for the Bachelor of Social Work. The Government will accept four (4) potential contracted employees for the Medical Records and Support Assistance. The maximum number the Government will accept for a total all the candidates is eight (8) under Sub-Factor 1C.
