About this file
This is a Questions and Answers document for a federal food service solicitation (W912JC26QA006) issued by the Kansas Army National Guard Regional Training Institute (KSARNG RTI).
The solicitation seeks a contractor to provide full food service operations at the KSARNG RTI facility in Salina, Kansas, including preparation and service of meals at a Dining Facility (DFAC). The contractor must furnish all food and subsistence materials; the government provides ceramic plates, steel utensils, cardboard recycling services, and a grease dumpster. The contractor is responsible for all other consumable items including napkins, paper plates, plastic utensils, and cleaning supplies. The incumbent contractor, J CAYE PREMIER DINING INC (Contract W912JC26DA001), charged $14.00 per meal across all meal types. The contract has a ceiling of $1,000,000 with an anticipated award date of October 1, 2026. Historical annual meal counts range from approximately 61,954 to 73,464 meals, with the government projecting a ceiling of 113,000 annual meals for cost estimation purposes. Meal service includes breakfast (minimum 3 entrée choices), lunch and dinner (minimum 2 entrée choices), boxed meals, LOGPACs, and extremely rare midnight meals. All meals must comply with Go for Green Army (G4G) 2.0 standards and be based on TM 10-412 recipes or approved SOPs. A minimum of 10 patrons per serving period is required to open the DFAC; the contractor may close if requests fall below this threshold. The contractor must submit a 28-day rotating menu for proposal evaluation and a 21-day menu cycle prior to contract performance. ServSafe food handler certification is required for kitchen staff, with ServSafe Manager certification required for the kitchen manager. Invoicing occurs per Task Order, with each requirement receiving its own task order ID. No startup funding is provided by the government, and all phase-in costs must be incorporated into the per-meal price. The Service Contract Labor Standards Wage Determination 2015-5343 (most recent version as of August 21, 2026) applies. A Government Furnished Property Management Plan must be submitted 30 days post-award. No past-performance references are restricted, and pricing must be submitted on the provided Excel pricing sheet. There is no formal transition period, though vendors should expect approximately two weeks before the first patrons. The solicitation references PWS Section 5 requirements for food preparation, menu offerings, cashier/headcount functions, and equipment maintenance responsibilities.

In reviewing the GFP Listing, if on-hand quantities of Government-furnished service ware fall below the PAR level required to serve the projected student headcount:

Please clarify whether offerors should submit pricing using the Excel pricing worksheet or the pricing section on page 8 of the solicitation.
Please submit pricing on the provided pricing sheet that accompanied the solicitation.
Submission of the line items as show on pg 8 of the solicitation is not require for consideration.
Question was posed during the walkthrough about Midnight meals and the response was that there have not been any Midnight meals served in the last few years and that there will not be any moving forward. However, they are on the pricing spreadsheet. Please confirm how many midnight meals the contractor should expect to serve annually.
Midnight Meals are extremely rare at this facility but may be requested. We ask that vendor please submit pricing midnight meals. No specific requirements were provided by our head of food services as to what types of meals would be required. In the event of this request for a midnight meal advanced discussion between the vendor and the COR will occur to determine the units specific needs and how they can be best met. Recommend pricing for a meal similar to dinner or breakfast but please clarify what type of meal you pricing. A general menu would be helpful(not required). As we have stated the midnight meal is very rare, the government is just seeking fair and reasonable pricing for this option knowing it is unlikely to be used. In reality the number of expected Midnight meals to be served over the next 5 years is zero (0).
On the Solicitation posting on SAM.gov the narrative states that the Annual Meal Counts are approximately 113,000 (determined from average historic patron volume). However, the Solicitation Price Spreadsheet indicates an annual number of meals 82,395, of which a number are Midnight Meals varying from PWS to the Pricing Spreadsheet. Previously provided historical data for Annual Meals for FY 22’,23’,24’,25’ & (FY 26’ projected) were 50,347, 30,442, 39,090, 38,705 & (36,220 projected for FY26) respectfully. Can the Government please confirm & provide historical data for the Annual Meal Counts for the last several years broken down by the categories in the
Solicitation Pricing Spreadsheet, (Breakfast, Lunch, Dinner, Log Pack, Midnight Meals, Boxed Meals)
113,000 count estimate is an annual future projection and is established as the ceiling for the contract, it is not historic, that is an error. The 82,395 meals is a close estimate of the average historic meal count.
Are we to submit a GFP or GPMP plan with the proposal submission or is it to be submitted after 30 days of award?
The government Furnished Property Management Plan is to be submitted 30 Days Post Award
File details come from the government source that posted it. Updated .
