1. Since this procurement is a 100% set-aside for Economically Disadvantaged Women-Owned Small Businesses, will bids from other bidders who are not EDWOSB be considered?

Answer: When set-aside, we can only consider offers from the businesses that meet the set-aside status for the solicitation. In this case, only offers from EDWOSB's will be considered.

2. For bidding purposes, how will you be determining the price with the given estimated 100,000 meals annually?

Answer: The requirement is for the offerors to provide a price per meal for each of the types of meals for each period of the contract. The 100,000 meals per year is the estimated total number of meals that may be served and is only an estimate. For evaluation purposes the price per meal will be evaluated to determine if the price is complete and if it is fair and reasonable.

3. Is it possible to amend the hours of operation to reflect a one hour meal period with an option for an extended ½ of service with a head count of 300 or more?

Answer: Paragraph 1.4.4, Place and Performance of Services is revised to clarify that the Normal military food serving hours will begin at 0530 for the morning meal, 1130 for the mid-day meal, and 1700 for the evening meal. The contractor will be expected to begin serving at these times. Serving time for the first 300 meals will last 1.5 hours. For each additional 100 meals during the serving time, the contractor will extend the service time by 30 minutes. The maximum serving time will not exceed 3 hours for each of the meal periods.

4. Is there a minimum head count for the DFAC to be open?

Answer: If the head count for any meal period is 15 or less the Contractor will not have to open the Dining Facility for that meal period.

5. What are the Box Meal Requirements?

Answer: Box meals require the meal with drink, inside a food container/box with a napkin and plastic utensils. Contractor supplies the paper products for the box meals and the price per meal should include the cost of the paper products.

6. Who provides the Paper products for the Log Pack Meals? If the Contractor is responsible for this, will there be a Line Item for billing purposes?

Answer: For the Log Pack meals described in Paragraph 5.4.1.4 of the Performance Work Statement, the government/units will supply the Paper Products for the Log Pack Meals. There will be no cost incurred by the Contractor and this should not be included in the price for Log Packs.

7. Is there a Recycle Bin available and is this an expense of the Contractor?

Answer: Paragraph 5.9, Recycling. A Recycle Bin is provided by the government and the contractor is responsible for ensuring recyclables are placed in the recycle bin.

8. Please define in greater detail the expectation regarding the cleaning of the walls, ceiling, and doors if they are not within reach without the use of a ladder or other means?

Answer: Paragraph 5.7.5 of the Performance Work Statement is clarified to indicate that the Contractor will not be required to clean ceilings but will be required to clean walls, doors and other areas of operations that are within reach of an average height person using a step stool to clean areas such as tops of appliances, exhaust hoods, and other areas within the DFAC.

9. Please define teleworking?

Answer: As indicated in Paragraph 1.4.4 of the Performance Work Statement, Teleworking is not authorized. This requires the contractor to perform the services of the contract at the Government Facility. The purpose of the contract is to prepare, cook, and serve meals(full food service) at the Government Installation in accordance with the PWS. Any support/administrative functions that do not involve the performance of DFAC Full Food Services are not included in the definition of telework.

10. Please clarify the PWS minimum meal requirements vs. the attached Sample Meal?

Answer: To provide clarification for PWS Paragraph 5.11.1, for lunch and dinner meals, the two meat entrees will not be served more than once in a 7 day period as a new item but may be approved by the COR as a leftover. The two meat entrees may include one meat as a leftover from a previous meal (if approved by the COR) and one additional new product.

11. Regarding Trash Removal, will it be the Contractors responsibility to hire outside services to pick up trash?

Answer: Per paragraph 5.7.1 of the PWS, it is the Contractors responsibility to remove trash/garbage from the building and placed in the dumpsters. The dumpsters are provided by the government. The Contractor shall assist with maintaining cleanliness of the dumpster area.

12. Regarding Pest Control, will it be the Contractors responsibility to hire and pay for the monthly pest control services?

Answer: The pest control is provided by the Government. However, if it is determined that the contractor is not being proactive at preventing rodent, spider, fly, roach, or other pest activities as described in paragraph 5.10 and 5.10.1 of the PWS, then the Contractor will be responsible for the expense to correct the pest problem.
