MEMORANDUM FOR RECORD

SUBJECT: MINUTES OF PRE-PROPOSAL CONFERENCE AND SITE VISIT, SOLICITATION W912JC-

18-5003, REPLACE BUILDING 48 EPDM ROOFS

Date: 12 June 2018 - 0000-1130 hours

1. The list of contractors attending the meeting is shown on the attached sign-in sheet. The following

Government representatives attended the subject meeting:

2. The following items were discussed during the Pre-proposal Conference:

a. The Contract period is 59 days. This includes all work to include cleanup and punch list. We anticipate award of the contract in mid-July. Following receipt and approval of bonds we will hold a pre-construction conference and issue NTP.

b. Interested offerors must be registered in SAM. To register go to:

https://www.sam.gov/portal/public/SAM/. You will need your DUNS number register.

3. A review of the drawings was conducted. It was noted that the posted specifications did not cover the TPO roof. It is imperative that the government provide the correct project specifications. The bid requirements were reviewed and reiterated that evaluation criteria for the most advantageous bid considering price only.

4. All questions must be submitted in writing via email to: darin.l.brun.mil@mail.mil . DO NOT

CONTACT the Government Engineers. All questions must be routed through the Contracting Office.

All Contractor questions when answered will be posted to the website. If a question arises that will result in a change to the plans or specifications, an official amendment will be issued. All correspondence, questions and answers, amendments etc. will be issued or posted at https://www.fbo.gov/

5. The attendees were driven out to building 48 and we were able to access two of the three roof locations. The roof on the tower was not accessible due to active RF antennas. The government will be coordinating the shutdown of the antennas and rescheduling the site visit to the tower roof. We are trying to coordinate this for 20 June 2018 @ 10:00 AM.

Questions:

6. What are the roof warranty requirements for both wind and time?

7. What specifications govern the TPO roof?

8. Will this be a complete tear off and replace, if not, when will a core sample of the roofs be provided to the contractors?

9. Will the new roof be fully adhered or mechanically attached?

10. What is the average R-value required for the new roofs?

11. What is the taper of the roof?

12. Existing lightning protection is only attached with silicon at parapet walls. Detach lightning protection from wall as needed and reattach in similar fashion at completion of work. No certification of system will be required at project completion.

13. Any amendments that are issued will be posted to the web site. Contractors were advised to check the website frequently.

14. The pre-proposal conference and site visit concluded at 1130 hours.
