CONSOLIDATED CONTRACTING OFFICE

DATE: 7 Aug 2019

SITE VISIT MEETING MINUTES FOR

INSTALL MASTER SHUTOFF SWITCH TO EXHISTING HVAC SYSTEM

Project # TDVG 172380 Alpena CRTC, MI 49707

Members from the CRTC:

Capt Brian Blumline, Base Civil Engineer (BCE) MSgt Aaron Bradby, Base Contracting Officer (BCO) Mr. Jim McCraven, CE Project Manager (Contractor)

Contractor/Vendor Attendees:

Tony McKerchie, McKerchie Enterprise Lisa McKerchie, S&D Mechanical Jeff Kauffman, Control Solutions Inc.

Thomas Beecherl, Sawyer Services

Introductions began in the Civil Engineering conference room at approximately 1010 and a physical visit of some of the buildings in the requirement followed shortly after.

Mr. McCraven passed out a list of all the buildings that need shut-off switches installed to include a map of the base. Capt Blumline explained general information about the project and how its satisfactory completion is important to the bases anti-terrorism policy and overall CRTC mission.

Questions & Answers:

1) Will all exhaust fans (bathroom exhaust fans in particular) in each building need to be tied to the shut-off system? This was not expressed in the SOW and, if required, would substantially increase the cost of the project.

a. The BCE provided a copy of the UFC 4-010-01 (December 2018) section 3-19 STANDARD 18.

EMERGENCY AIR DISTRIBUTION SHUT-OFF which states…”Switch activation may, but is not required to shut down HVAC systems that do not draw air from the outside and do not serve mail rooms”. It was understood that exhaust fans fall into this category.

2) Are all switches to be located at/near the front entrance of each facility?

a. Yes

The BCE made an important statement to the contractors near the end of the site visit in reference to differing site conditions. A total of 48 buildings in this project require a master shut-off switch. In the interest of time CE scheduled buildings 2, 250, 360, 490, one single dorm building and one double dorm building for the site visit.

After the final building was viewed the BCE clarified that all buildings under this requirement was available for view and accommodations would be made if multiple site visits (within reason) were needed to ensure contractors had time to visit every building before the solicitation closed. None of the contractors showed interest in viewing any of the other buildings at that time and the site visit was closed at 1130.
