MEMORANDUM FOR RECORD

SUBJECT: Pre-Bid Conference for Solicitation W912JB-19-R-5021 – Hangar 35 Install Explosion Proof Receptacles, Project No. VGLZ 192035 - Selfridge ANGB, MI (48045)

1. Site visit held this date at the Contracting Division conference room commencing at: 10:00am

ET in conjunction with interested contractors. For list of attendees see sign in sheet.

2. Daniel Taliaferro, MSgt (MACC Contracting), Darren Burton (127th CES), and Michael

Anderson (127th CES) introduced themselves.

A. PROJECT DESCRIPTION:

3. The contractor shall use current industrial standards in a competitive bid environment to upgrade the existing electrical receptacles in building 35 The Interested Contractor /Vendors will be permitted to perform an onsite field investigation at Bldg.35. The Contractor shall obtain field dimensions, equipment materials cost to provide the Government with a complete bid package to perform the required installation. This shall include installing GFCI breakers in existing panel, seal off conduit bodies, threaded ridged conduit, Explosion proof boxes, Devices, and covers to complete a class 1 div 2 installation. Basis of design will meet or exceed the specified Appleton EBR Receptacles with interlocked circuit breaker.

Contractor is responsible for all remaining work effort in order to provide an acceptable final product that meets the requirements of this Statement of Work (SOW) and drawings.

Period of Performance (POP): 60 Days

Set-aside: This requirement will be 100% Set-Aside for Small Business.

Small Business Size Standard: $15.0M

NAICS Code: 238210 - Electrical Contractors and Other Wiring Installation

Project Magnitude: Between $25,000 and $100,000

Submit Proposals no later than: 9 August 2019, @ 11:00am ET

ET. Payment Bond is required.

4. Bids are due NLT 9 August 2019 at 11:00am ET. A public bid opening will NOT take place.

a. Facsimile transmission of bid is NOT authorized.

b. Electronic submission of bids will be accepted, and is preferred.

i. Email all bids to Daniel Taliaferro / Steven Stocking.

c. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications.

d. A Site Visit was held immediately after this pre-proposal conference at the construction site.

e. When amendments are issued they will be posted to the FBO website.

f. Payment Bond will be required for this project. (At time of Award) If greater than

$150,000.00, a performance bond will be required. (At time of Award)

g. Liquidated damages do not apply to this project.

h. Warranty of Construction clause is incorporated and applies to this project.

i. The most current wage determination is incorporated into the solicitation and will be made part of the resultant contract but it is the contractor's responsibility to keep track of the most current wage rate. Currently MI20190091 07/05/2019 MI1 for Macomb County, MI.

j. Safety measures are always a part of Government contracts and the Army Corp of Engineers manual is incorporated in the contract.

k. RFI procedures were reviewed as follows:

i. Email technical questions in RFI format to Contracting Office for resolution.

ii. All RFI questions and answers posted to FBO, as soon as possible, and if applicable to all.

l. Please recall that only the Contracting Officer can approve changes such as price, schedule, specifications, and clauses with formal written notice typically in the form of a solicitation amendment or task order modification. Work undertaken regarding changes not formally approved by the Contracting Officer (save for COR approved no cost field changes) is at the Contractor’s risk.

m. This requirement is funded.

n. The Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer, in his/her sole discretion, later determines them to be necessary or appropriate.

i. Evaluation Factors for Award:

1. Technical (Schedule)- (acceptable/unacceptable)

2. Past Performance - (acceptable/ unacceptable)

5. The project description was stated in the FBO announcement package W912JB-19-R-5021.

6. All/ all project specific questions were referred to the RFI submittal process. It was advised to submit all RFIs NLT COB on 5 August 2019. It was also advised that any changes would be issued with an addendum.

7. It is extremely important to submit all requirements within quote.

8. The site visit concluded at on Tuesday 30 June 2019 @ 1115 ET.
