MEMORANDUM FOR RECORD

SUBJECT: Pre-Proposal Conference for Solicitation W912JB-19-B-5009, Project No. VGLZ 162010:

REPAIR TRANSFORMERS.

1. Site visit held this date at the Contracting Division conference room commencing at: 10:00AM in conjunction with subject Request for Proposal. For list of attendees see sign in sheet.

2. Contract Specialist David Brown introduced himself, Mike Anderson and Darren Burton from the government’s team for the project. Steven Stocking was introduced as the Contracting Officer.

A. PROJECT DESCRIPTION:

The contractor shall provide the repairs for existing building transformers electrical systems. This shall include but is not limited to reviewing of current building transformer installation in relation to building power requirements. To ensure building is in electrical code compliance. If building is not in code compliance contractor shall provide corrective action as needs to ensure building code compliance. Contractor visual inspections of buildings listed in this statement of work is recommended. The contractor is responsible for all work effort in order to provide an acceptable final product that meets the requirements of this Statement of

Work (SOW) and drawings. All work performed under this SOW shall be conducted in accordance with all applicable state and federal laws, regulations, and codes, ANG policies and regulations, Specifications, and the SOW.

3. Bids are due NLT Thursday 15 August 2019 at 2:00PM local time. Offerors are to hand carry bids to 127 MSC Lobby/Conference Room and deposit bids in a bid depository. Offerors are advised that this project is not currently funded and that offers must be good for 90 days.

a. Project Magnitude is between $1,000,000.00 and $5,000,000.00

b. After the notice to proceed is issued the project has a performance time of 180 calendar days for project completion.

c. A Site Visit will be held immediately after this pre-proposal conference at the construction site.

d. When amendments are issued they will be posted to the FBO website.

e. Bid, Payment, and Performance Bonds will be required for this project based on

Independent Government Estimate.

f. Liquidated damages are not applicable to this project.

g. Warranty of Construction clause is incorporated and applies to this project.

h. The most current wage determination is incorporated into the solicitation and will be made part of the resultant contract but it is the contractor's responsibility to keep track of the most current wage rate. Currently DBA MI20190091 Mod 3 dated 5 July 2019.

i. Safety measures are always a part of Government contracts and the Army Corp of

Engineers manual is incorporated in the contract.

j. RFI procedures were reviewed as follows:

i. Email technical questions in RFI format to the Contracting for resolution.

ii. All RFI questions and answers will be emailed out as soon as possible.

k. Please recall that only the Contracting Officer can approve changes such as price, schedule, specifications, and clauses with formal written notice typically in the form of a solicitation amendment or task order modification. Work undertaken regarding changes not formally approved by the Contracting Officer (save for COR approved no cost field changes) is at the Contractor’s risk.

l. This requirement is currently not funded.

4. The project description was stated in the FBO announcement package repair transformers project announcement notice sent out with the Notice of Solicitation Form on 10 July 2019.

5. Any project specific questions were referred to the RFI submittal process. It was advised that any changes would be issued with an addendum to the FBO announcement. Other items discussed were the need to resubmit base access request for attending the bid opening, and that only hard copy bids sent by mail or hand carried would be accepted. Per the discussion, it is not believed that PCB’s are existing in the current transformers. As stated, the base did test for hazardous materials and none were discovered.

6. The site visit concluded at 11:00am on Friday 9 August 2019.
