PRESOLICITATION NOTICE

FOR

SELFRIDGE ANGB REPAIR ELECTRICAL TRANSFORMERS

Solicitation Number: W912JB-19-B-5009

Restrictions: Small Business

NAICS: 237130

Size Standard: $36.5M

Project Magnitude: Between $1,000,000.00 and $5,000,000.00.

Title: Repair Electrical Transformers

Location: Selfridge Air National Guard Base, MI 48045 (Macomb County)

Period of Performance: 180 Calendar Days

Issue Date: Tentatively 25 June 2019

Pre Proposal Conference and Site Visit: Tentatively 16 July 2019, 2:00pm

Closing Date: Tentatively 1 August 2019, 2:00pm

Award date: Tentatively 8 August 2019

PROJECT DESCRIPTION: The contractor shall provide the repairs for existing building transformers electrical systems. This shall include but is not limited to reviewing of current building transformer installation in relation to building power requirements. To ensure building is in electrical code compliance. If building is not in code compliance contractor shall provide corrective action as needs to ensure building code compliance. Contractor visual inspections of buildings listed in this statement of work is recommended. The contractor is responsible for all work effort in order to provide an acceptable final product that meets the requirements of this Statement of Work (SOW) and drawings. All work performed under this SOW shall be conducted in accordance with all applicable state and federal laws, regulations, and codes, ANG policies and regulations, Specifications, and the

SOW.

The projects magnitude is between $1,000,000.00 and $5,000,000.00. This requirement will be 100% set-aside for Small Business concerns. Offers from other than Small

Business concerns will not be considered. For Small Business information please see http://www.sba.gov/. The following NAICS code 237130 will apply with the Small

Business Size Standard of $36.5 Million. This project will be awarded as a firm-fixed price contract.

The successful contractor will be chosen via Invitation for Bid procedures that result in the best value to the Government. All information required for submission of an offer http://www.sba.gov/ will be identified in the solicitation. Solicitation W912JB-19-B-5001 information will be advertised electronically on or about 25 June 2019 at https://www.fbo.gov/ with an anticipated award date of 8 August 2019. All responsible sources may submit a proposal which shall be considered by the agency. Award will be made to the responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the

Government considering only price and price related factors.

This synopsis of proposed contract action is for planning purposes only and does not commit the Government to pay for any information, issue a solicitation, or award a contract. The synopsis is not to be construed as a commitment by the Government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement. Paper copies will not be available. You must register on that site in order to receive notification of changes to the solicitation. Closing is anticipated to be on or about TBD. All interested parties must be registered in System for Award management (SAM) as prescribed in DFARS 252.204-

7004 Alt A prior to the award. For details see https://www.sam.gov/ . This may take up to

3 weeks and requires a DUNS number, so it is highly recommended that interested parties register immediately in order to avoid any delays in award. No facsimile proposals will be considered. Contractors shall be fully qualified in all aspects of the requirements to be considered. The Government contemplates a basic contract period tentatively commencing on 8 August 2019 through 8 January 2020.
