1. Does the facility already have an established Wi-Fi network? If so, does this solicitation only require connection of that network to a fiber optic infrastructure at the proscribed bandwidths?

ANSWER: Yes we have an established network and are only requiring a fiber connection to our demarc location.

2. Does the solicitor have an expected completion date for installation and setup of services? Is there a project schedule that the offeror is expected to comply to? If not, is the offeror expected to supply an implementation schedule with their offer?

ANSWER: We are hoping for installation to be complete by 31 December. There is no project schedule to comply

to. Yes

3. Since there is no fiber optic backbone already in place, is the solicitor also expecting construction costs to be a part of this offer?

ANSWER: We have the fiber backbone in place on base.

4. Does the solicitor require exclusive use of the fiber optic infrastructure outside the point of demarcation?

ANSWER: No

5. The Combined Synopsis Solicitation section IX states “the contractor shall ensure continued Wireless Internet signal”. If the offeror is providing the fiber optic infrastructure and bandwidth only are they then also expected to be responsible for the quality of the Wireless signal?

ANSWER: YES

6. The Performance Work Statement paragraph 3.1 states the offeror is to “provide 400-500 cable drops base wide” yet paragraph 1.1 states the “the CRTC will require a commercial internet fiber connection be delivered to the demarcation point” and “responsibility for maintenance service … on base will be the responsibility of the Alpena CRTC maintenance section.” What is meant by providing cable drops base wide? ERROR in solicitation as noted by your answer. Where is the demarcation line of responsibility? At the actual demarc point which I believe is at the pedestal right inside the front gate. Does the solicitor expect the offeror to maintain any portion of the network inside that demarcation line? NO If so, what is the full responsibility of the offeror for building, maintaining, adding, moving, and removing elements of the on base network such as drops, switches, hubs, and firewalls, etc.?

ANSWER: The description in PWS 3.1 is a mistake. The Solicitation has been amended to change this description to “Provide commercial internet service is needed to support between 200-1000 concurrent users throughout the base dormitory areas, base offices, and dining facilities. The CRTC will require a commercial internet fiber connection be delivered to the demarcation point in the area of the property line at building base main entrance. This commercial internet service shall be a minimum speed of 200 MBS up to a burst-ability maximum of a 400 MBS.”
