PERFORMANCE WORK STATEMENT (PWS)

FOR

COMMERCIAL INTERNET SERVICES

ALPENA COMBAT READINESS TRAINING CENTER (CRTC)

1.0 General:

1.1 Scope: The contractor shall be required to provide all supervision, transportation, tools, material, labor, and other items necessary to provide commercial internet services to the Alpena Combat Readiness Training Center (CRTC), Alpena, MI. The commercial internet service is needed to support between 200-1000 concurrent users throughout the base dormitory areas, base offices, and dining facilities. The CRTC will require a commercial internet connection be delivered, via fiber, to the demarcation point in the area of the property line at building base main entrance. This commercial internet service shall be a minimum speed of 200 MBS up to a burstability maximum of a 400 MBS. This service is required to support member nations, other joint service partners and other branches of the military while working at the Alpena CRTC. The responsibility for maintenance of the service in regards to the fiber backbone on the base will be the responsibility of the Alpena CRTC maintenance section. Any maintenance or troubleshooting outside of the base demarcation point will be the responsibility of the contractor. The Contractor shall comply with the “Occupational Safety and Health Administration (OSHA)” standards as contained in OSHA 29 CFR 1910 and 29 CFR 1926, as well as all federal, state, and local regulations governing safety standards during performance of all work under the terms of this contract. As a part of their Quality Control package, the Contractor shall submit a safety plan to the Contracting Officer for approval no later than 10 calendar days after award of this contract. This safety plan must demonstrate conformance with all health and safety standards in effect and be tailored to properly reflect the duties that will be performed under this contract. If the Contract Officer (KO) or Contract Officer Representative (COR) becomes aware of noncompliance with safety standards, which may cause injury to Air Force personnel, property, or equipment, he/she must inform the contractor. The contractor will take immediate steps to correct /abate the situation. Vehicle operators on the Alpena CRTC and operators of Government owned vehicles shall not use cell phones unless the vehicle is safely parked or unless they are using a hands-free device. This is a Department of Defense Policy and is in accordance with 32 CFR 634.

1.2 Background: The CRTC has visiting units which require network access to accomplish their mission. Because of the closed Air Force Network we are not able to provide them a network connection. The commercial internet gives them the ability to utilize a Virtual Private Network (VPN) option to connect to their respective service networks (i.s. Army, Navy, Marine network, etc). The CRTC has had commercial internet since 2008. However, the base usage has surpassed our current bandwidth and upgrading to a fiber connection will greatly enhance our ability to increase the bandwidth and offer better fidelity across the circuit.

1.3 Period of Performance (PoP): The Period of Performance shall be one Base Year of 12 months and four 12-month option years. The Period of Performance reads as follows:

BASE YEAR: October 1, 2017 through September 30, 2018 OPTION YEAR 1: October 1 2018 through September 30, 2019 OPTION YEAR 2: October 1 2019 through September 30, 2020 OPTION YEAR 3: October 1 2020 through September 30, 2021

1.4 General Information: The contractor shall ensure continued commercial internet service with a guaranteed response time for repair of no more than 24 hours. Any lack of service shall be prorated from monthly bills for each day service is delayed. Payment for this contract shall be on a monthly basis. Invoicing shall be established with a monthly rate. Upon exercise of each option year the contracting officer shall coordinate with the base communications sections to verify total usage requirements for the past year to validate the bandwidth required for the upcoming option year.

1.4.1 Quality Control (QC): QC is the sole responsibility of the contractor. The contractor shall develop and maintain an effective QC Plan (QCP) to ensure services are performed in accordance with (IAW) this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum, the contractor shall develop QC procedures that address the areas identified in Technical Exhibit 1, Performance Requirements Summary (PRS). A written copy of the contractor’s QCP shall be furnished to the Contracting Officer (KO) at the pre-performance meeting. Records of the contractor’s quality inspections shall be maintained for the life of the contract and made available for Government inspection as requested. The Government evaluator must have a specific contractor quality control inspector to notify in case of customer complaints. After acceptance of the QCP, the contractor shall obtain the KO’s acceptance in writing of any proposed changes to its QCP. The point of contact for quality control issues will be the Contract Officer Representative (COR). A letter of delegation will be submitted to the contractor identifying individuals who will be using the base quality control assessment plan.

1.4.2 Quality Assurance (QA): The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality levels and defect rates.

1.4.2.1 The Government will periodically evaluate the contractor’s performance by appointing a COR to monitor performance to ensure services are received. The COR will evaluate the contractor’s performance through intermittent on-site inspections, review of the contractors QCP, and receipt of complaints from base personnel. The COR may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failure discovered during quality control inspections or because of repeated customer complaints. Likewise, the COR may decrease the number of quality control inspections if performance dictates. The COR will also receive and investigate complaints from various customers located on the installation(s). The COR shall make final determination of the validity of customer complaint(s) in case of disagreement with customers.

1.4.2.2 Government remedies. The KO will follow the requirements of FAR 52.246-4, Inspection of Services – Fixed-Price, for contractor’s failure to correct non-conforming services. In the event that services fail to conform to contract requirements, and cannot be remedied by re-performance, the Government reserves the right to reduce the contract price to reflect the reduced value of the non-conforming services.

1.4.2.2.1 The contractor shall ensure that timely and effective corrective action is obtained for all deficiencies identified by the Government. All deficiency responses shall include identification of the cause of the deficiency to preclude recurrence and an analysis of the quality program’s effectiveness in the area of the deficiency.

1.4.3 Recognized Holidays: The following are recognized U.S. Holidays. The contractor may be required to perform services on these federal holidays, as approved in advance by the KO.
