2. Does the solicitor have an expected completion date for installation and setup of services? Is there a project schedule that the offeror is expected to comply to? If not, is the offeror expected to supply an implementation schedule with their offer?

ANSWER: We are hoping for installation to be complete by 31 December. There is no project schedule to comply to. Yes Realistically December 31st is not going to be possible. It is just over a mile to the nearest fiber switch. Permits alone will take several months, construction will take 6-7 months and completing the connections will take 3-4 months. Also consider reduced staffing and production for the government agencies during the holiday periods, then the weather and frozen ground through the winter months. Our estimate is closer to a full year. Is a completion date of 12 months a possibility?

The 31 of December date is incorrect. The period of performance for this requirement begins 1 October 2017. The government will allow for an installation period to have the service to be in place. However, due to the Bona Fide Need rule, performance MUST begin within the same quarter the contract is awarded. No construction should be needed for this requirement.

3. Since there is no fiber optic backbone already in place, is the solicitor also expecting construction costs to be a part of this offer?

ANSWER: We have the fiber backbone in place on base.

We meant. Since there is no fiber backbone off base in your area, is the solicitor also expecting construction costs to be a part of this offer?

As of now there are 2 fiber feeds to this installation. No construction costs should be included. We are expecting prospective vendors to research and work out the details with existing fiber feeds.

5. The Combined Synopsis Solicitation section IX states “the contractor shall ensure continued Wireless Internet signal”. If the offeror is providing the fiber optic infrastructure and bandwidth only are they then also expected to be responsible for the quality of the Wireless signal?

ANSWER: YES

It is our understanding that we are only expected to provide infrastructure to the demarcation point and guaranteed bandwidths to the base's infrastructure. The Wifi signal is a function of the wifi routers and well beyond the scope of this solicitation. If the offeror is not maintaining the wifi network, how are they expected to be responsible for the wifi signal?

The contractor is responsible for ISP speed of 200MBS continuous with the ability to burst up to 400MBS when requested at the point of entry (DEMARC Point) they are not responsible for wireless signal. That is the responsibility of the base. In addition, it is a whole different system.
