ALABAMA AIR NATIONAL GUARD

Performance Work Statement
INTRODUCTION. The 187th Fighter Wing has a requirement to LEASE a trailer/Modular Building (Office Style) for a BASE YEAR and THREE (1) OPTION YEARS. This trailer/modular building is needed to support members of the Logistics Readiness Squadron during the time their permanent facility is being remodeled.
BACKGROUND. This is a first time installation at this location.
GENERAL REQUIREMENTS. Work hours will be Tuesday- Friday, 7:00 am – 5:30 pm, unless written approval is granted from the 187 Fighter Wing Contracting Office 72 hours in advance. Any utility disruptions will be coordinated 72 hours in advance.
The Contractor shall be fully responsible for compliance with all base, local, state, and federal environmental/occupational safety laws, rules, and regulations that apply.
All salvage materials and debris shall become the property of the contractor and will be removed daily as service is performed. The use of Government dumpsters is prohibited.
All work shall be performed in a manner which has minimal impact on base operations. Any damage made to existing Government property will be repaired and/or replaced to “like new” at the expense of the contractor.
The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for AIR FORCE collection site. The contractor is required to completely fill in all required data fields using the following web ad-dress: http://www.ecmra.mil/.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at http://www.ecmra.mil/.
PERFORMANCE REQUIREMENTS.
A. Provide and Deliver a Turnkey Trailer/Modular Building.
B. Unit must fit on existing 36’ x 64’ pad.
C. Responsible for connecting to electrical connection.
D. Unit must include a fully‐contained HVAC system both heating and cooling.
E. Interior space will include a total of 27 workstation packages. Each workstation package will include a desk, filing cabinet, privacy shield, and modesty shield. Three (3) of the workstation packages will have “L” shaped desks for the enclosed offices. The remaining 24 workstations will be “L” shaped and/or single desk workstations configured to maximize the Workstation Areas shown in Figure A.
F. Interior equipped with a fully enclosed bathroom with hand washing sink plumbed with hot and cold running water and a vent to the exterior.
G. Interior must be at least 1950 usable square feet total, inclusive of workstations space.
H. Interior should have standard commercial lighting that provides a Nominal Illumination Level of 500 Lumens/Square Meter (lux). Note: to determine foot‐candles (fc), divide lux amount by 11.
I. Specification requirements are listed in Exhibit 1.
J. Warranty
a. Provide warranty one (1) year following date of acceptance.
b. Service calls responded to on‐site within two (2) business days of inquiry.
c. Warranty repairs or replacement shall be completed within four (4) business days of inquiry.
K. Provide one (1) comprehensive preventative maintenance inspection annual optimally at midyear or as scheduled at unit’s discretion
INSPECTION AND ACCEPTANCE:
The Contracting Officer’s Representative (COR) will perform inspection and acceptance of the service maintenance services and if necessary the repair services to be provided.
A. For the purpose of this PART, is the authorized representative of the Contracting Officer (TBD).
DELIVERING INSTRUCTIONS:
a. The vendor is responsible for properly delivery and securing the Turnkey Trailer/Modular Building in order to prevent damages.
b. Deliveries shall be made during regular working hours: 7:00am‐5:30pm (Tuesday‐Friday)
c. Deliveries shall not be made on any Federal Holiday or Weekend.
d. Five (5) days prior notice for delivery shall be communicated to the COR.
SPECIAL REQUIREMENTS. A site visit will be held 27 June 17 at 10:00 am Central Standard Time at:

Upon arrival, present a valid driver’s license, proof of vehicle insurance and registration.
Per Federal Acquisition Regulation Clause 52.237-1, Site Visit; Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after award.
