The plans and Specifications of the subject project, dated 25 March 2014 are amended as follows: (Where there are conflicts between the plans and specifications and the addendum, this addendum shall govern)
Item No. 1: Refer to specification section 01 1000 “Summary.” Delete part 1.02 Contract
Duration and replace it with the following:
1.2 CONTRACT DURATION
A. Project shall be substantially complete within 705 calendar days from the notice to proceed.
B. The project shall be broken into stages as outlined in the Work
Sequence portion of this specification section. The duration of each stage shall be as follows:

2. Stage 2 – SCIF Certification and Owner Move Into
Building 204 shall be accomplished by the Owner. The
Contractor shall plan for a 120 day on-site project shut down time from the time Stage 1 is substantially complete until on-site work associated with Stage 3 can commence.
The Contractor will be allowed to resume on-site activities associated with Stage 3 as soon as the SCIF certification process is complete. If Stage 2 is accomplished and on-site construction activities for Stage 3 begin in less than 120 days after substantial completion of Stage 1, an equitable adjustment to the Contract Duration will be negotiated.
3. The entire project (stages 1, 2, & 3) shall be substantially complete within 705 days from the Notice to Proceed
Item No. 2: Refer to specification section 01 1000 “Summary.” Delete part 1.06 Work

Contract, the Owner will move existing furniture and equipment from Building 495 into the temporary facilities in building 204. During this time, no on-site work (other than completion of Stage 1 punch list items and, if awarded, the site work associated with the parking area on the South Side of B Street) may be accomplished. The Contractor shall budget a 120 day timeframe for the Owner's relocation and certification of the temporary SCIF in building 204 for stage 2 of the project. ANSWERS TO QUESTIONS 16 MAY 14
PPI ANSWERS TO QUESTIONS
16 May 14
1. There is a note on the light fixtures schedule that states “Contractor shall obtain Model # for light and pole from CE contracting prior to bids”. We need the Model #?
Response: This refers to light type LP1. The correct spelling is Magnaray and the model number is: W2 PL50/PT40/BZ
2. Sheet E7.1 mentions a private utility company in the notes regarding the transformer and metering, but it shows the electrical contractor providing the primary cable and the transformer. This is not the norm when a private utility company is involved. Can you clarify who provides the transformer and the primary cable and terminations?
Response: The winning contractor is responsible for providing the transformer, primary cable, terminations, power shut downs to the base and anything else required to supply a complete and useable system. The utility company is mentioned in the J&A only as justification to use like products as the local utility provider, Alabama Power Company.
3. What does the $150,000.00 S & C Electrical equipment cost include? Is that all of the electrical transformers, panels, disconnects etc.?
Response: The $150,000 number has no bearing on contractors bid cost but only a figure for the separate J&A form. S&C Electrical Equipment is specifically specifying the type of transformer that will be used to match the type used by the local electrical provider
Alabama Power Company. The winning contractor is responsible for providing all electrical items including but not limited to: transformer, panels, disconnects, etc.
4. Building 204 SCIF requirements? Areas that are denoted as SCIF areas, are they open, closed, or tempest?
Response: All areas will be considered open storage and yes there will be a tempest concern.
5. Is there any other material to make the walls and roofs? For these areas to be SCIF certified other than what is shown on the drawings? Will there need to be a wire mesh with gypboard, bars in ductwork, and exposed conduit for Comm.?
Response: The entire bldg. will be the SCIF and because the air handlers will be in the
SCIF there will not be any reason to have bars in the ductwork. The following is the requirements from ICD 705 Chap 3.C.2
Closed Storage, Secure Working Area (SWA), Continuous Operation, or Open Storage with SID
- Use Wall A - Suggested Standard Acoustic Wall (see construction drawing for details).
a) Three layers of ⅝ inch-thick wallboard, one layer on the outside of the SCIF and two on the inside of the SCIF provide adequate rigidity and acoustic protection (Sound Class 3).
b) Wallboard shall be attached to 3 ⅝ inch-wide metal studs or wooden 2 x 4 studs placed a maximum of 24 inches on center.
c) Continuous runners (same gauge as studs) for securing studs shall be anchored to the true floor and true ceiling structures.
d) The interior two layers of wallboard shall be mounted so that the seams do not align (i.e., stagger joints).
e) Acoustic fill shall be placed between the studs in a manner which prevents slippage.
f) The top and bottom of each wall shall be sealed with an acoustic sealant where it meets the slab.
g) Wall penetrations shall be treated and sealed with acoustic material.
h) Entire wall assembly shall be finished and painted from true floor to true ceiling
With that said the exterior must have all the penetrations sealed and the repaired and then interior there will be insulation in the walls and ceiling, 2 sheets of drywall on the walls and ceiling, staggered seams and finished including painted. Bottom line the entire building must meet STC
45 rating and have no light leaks.
As for mesh wire currently there is no requirement to have mesh wire in the walls.
6. Wall sections Detail 2/A5.6 and Detail 1/A5.7 show one side of the wall non-SCIF and one side SCIF will the SCIF side require double layer of gypboard at roof deck, as the
SCIF shown for building 214 Detail 3/A0.3 shows to be SCIF certified?
Response: This is concerning Bldg. 495. In detail 1/A5.7 the 2 layers of Gypsum wallboard will have to go to true floor (meaning under the raised floor) to True ceiling (which means up to the bottom side of the roof deck and all cracks and holes filled in such a way the is light tight). Wherever you have an exterior SCIF wall the 2 layers of wallboard, on the
SCIF side, must go from TRUE floor to TRUE ceiling and all cracks sealed and being light tight. On the non-SCIF side the one layer of wallboard on the interior walls must also go from TRUE floor to TRUE ceiling and be finished as well as painted. In bldg. 495 there is no requirement to have wallboard on the TRUE ceiling but it must meet STC 45 rating and be light tight.
7. How many pair should the 1 Mm 50 Micron Fiber cables that connects Frame Room 142 and Comm. Room 146 be?
Response:
24 pair single mode fiber and 48 pair multimode fiber
8. "Specific requirements of the Contract are as listed in the solicitation documents, the project specifications, and the project drawings."
