MAINTAIN ASPHALT PAVEMENTS
Work to be accomplished consists of furnishing all plant, labor, equipment, appliances, materials, licenses or permits required and performing all operations in connection with maintenance and repairs to the Idaho Air National Guard, Gowen Field.
PROJECT DESCRIPTION
PROJECT TITLE: MAINTAIN ASPHALT PAVEMENTS
PROJECT NUMBER: BXRH09021
1. OBJECTIVES:
1.1. OVERVIEW: Existing Site Conditions
1.1.1. The Munitions Storage Area (MSA) road site is relatively flat, draining slightly north and west. Soils in this area are typical of the geologic area, consisting of poorly graded gravel with silt and sand fills. Underlying fill material includes clays and sandy silt soils. The existing road is a 2- lane 20’ wide asphalt surface with loose gravel/dirt shoulders. There is curb and gutter at the southwest corner near the start of the project. There is no surface water within the vicinity of the project site. Existing utilities cross under and alongside the road and will need to be preserved.
2. SCOPE:
2.1. REFER TO MSA ROAD SPECIFICATIONS AND DRAWINGS
2.2. OVERVIEW: Basis of Design
2.2.1. Demolition
2.2.1.1. The existing asphalt roadway will be removed as part of the project. The demolition will be done in two phases to accommodate the requirement to keep the MSA road navigable at all times. The south lane will be demolished first and rebuilt prior to the north lane demolition, leaving the north lane open while the south is under construction. Upon completion of the south lane, the north lane will be demolished and rebuilt. The asphalt material removed shall be recycled for future use in asphalt paving. The concrete taxiway will not be demolished or damaged. If necessary, the asphalt adjacent to the taxiway will be saw cut in order to protect the taxiway from damage during the removal of the asphalt.
MAINTAIN ASPHALT PAVEMENTS 5
2.2.1.2. The existing pavement is underlain by poorly graded gravel with silt and sand fills. The total depth of the new pavement section is 15” (3” of Asphalt, 4” of crushed aggregate base, and 8” of structural subbase) based on the MTI Pavement Geotechnical Engineering Report. The existing asphalt will be saw cut at either end of the project, on either side of the taxiway, as well as at all approaches on either side of the MSA road. The asphalt and old fill material will be removed from Gowen Field. The asphalt will be recycled into recycled asphalt paving or into the design mix of new asphalt. Exposed subgrade soil will be prepared in accordance with the MTI report.
2.2.1.3. Shallow fine-grained subgrade soils that are high in moisture content should be expected to pump and rut under construction traffic. Throughout construction, soft areas may develop after the existing asphalt is removed and heavy rubber tired equipment drives over the site. In addition, areas where significant cracking has occurred will likely have soft subgrade soils because of moisture infiltration and will be prone to pumping and rutting. During periods of wet weather, construction may become very difficult if not impossible. The following recommendations and options have been included for dealing with soft subgrade conditions:
• Track-mounted vehicles should be used to strip the subgrade of root matter and other deleterious debris and used to remove the existing asphalt and to perform any other necessary excavations. Heavy rubber tired equipment should be prohibited from operating directly on the native subgrade and areas in which structural fill materials have been placed. Construction traffic should be restricted to designated roadways that do not cross, or cross on a limited basis, proposed roadway or parking areas.
• Soft areas can be over-excavated and replaced with granular structural fill.
• Construction roadways on soft subgrade soils should consist of a minimum 2-foot thickness of large cobbles of 4 to 6 inches in diameter with sufficient sand and fines to fill voids. Construction entrances should consist of a 6-inch thickness of clean, 2-inch minimum, angular drain-rock and must be a minimum of 10 feet wide and 30 to 50 feet long. During the construction process, top dressing of the entrance may be required for maintenance.
• Scarification and aeration of subgrade soils can be employed to reduce the moisture content of wet subgrade soils. After stripping is complete, the exposed subgrade should be ripped or disked to a depth of 1½ feet and allowed to air dry for 2 to 4 weeks. Further disking should be performed on a weekly basis to aid the aeration process.
• Alternative soil stabilization methods include use of geotextiles, lime, and cement stabilization. MTI is available to provide recommendations and guidelines during construction.
MAINTAIN ASPHALT PAVEMENTS 6
2.2.2. Special Construction
2.2.2.1. The MSA road is used for a variety of activities and access to the MSA area must be maintained during construction. The construction will need to be phased so that a single lane remains open at all times. This will require one lane of the road to be built while traffic is maintained on the single remaining existing lane, and then traffic switched to the newly constructed portion while the other side of the road is built. Traffic control measures will be necessary due to the construction phasing that is required.
2.2.2.2. An additional special consideration is the taxiway that crosses the MSA road.
The taxiway will be protected in place while the new roadway is built to match the existing grades of the taxiway. Special care will be taken during construction to keep the taxiway clear of construction material and debris. The taxiway will remain open and in operation during construction. Traffic control measures are not anticipated at the taxiway crossing.
2.2.2.3. Access to the MSA parking lot at the east end of the project must be maintained throughout the duration of the project.
2.2.2.4. The lane of road designated for use by vehicle traffic shall remain clear of any foreign object debris (FOD) at all times. The lane designated for traffic shall be inspected and swept if needed at close of work each day.
2.2.3. Grading
2.2.3.1. Minimal grading will be required to construct the MSA road. The road has a number of existing approaches as well as a taxiway crossing that will need to be maintained after construction therefore changing the roadway grades isn’t feasible. Based on the geotechnical investigation it does not appear that the local soils are suitable for fill material under the roadway.
2.2.4. Surrounding Roadways
2.2.4.1. No other roads are proposed to be included in this project, however, access to the MSA parking lot at the east end of the project must be maintained throughout the duration of the project.
2.2.5. Parking
2.2.5.1. No additional parking is proposed for this project. Access to existing MSA parking will be maintained throughout the duration of the project.
2.2.6. Drainage
2.2.6.1. The proposed site is relatively flat and does not appear to be receiving drainage from surrounding sites. The site layout is conducive to retaining storm drainage on site in drainage structures such as roadside ditches and swales. The existing swales/ditches are not continuous along either side of the roadway within the project area. The ditches that exist will be used where capacity is sufficient to
MAINTAIN ASPHALT PAVEMENTS 7
contain the 1% chance (100-year) flood event. Existing ditches may require re-grading. New ditches will be places where none currently exist unless site conditions are prohibitive. The following drainage calculations are the basis for the sizing of the drain ditches.
2.2.6.2. This conservative approach will ensure that most major flood events will be contained within the ditch, leaving the roadway free and clear of floodwater.
These calculations have been included on sheet C-1, General Notes. The roadway typical section on the same sheet has been updated to include the roadside drainage ditches.
2.2.6.3. A few existing culverts cross under the MSA road or parallel the road where one end of the culvert is buried. These culverts have been field investigated and appear to not be serving any drainage function and will be removed as part of the project.
2.2.7. Utilities
2.2.7.1. A number of utilities were located during the site survey including gas, water, sewer, power, and communications. Care will be taken to protect all existing utilities during construction. Any utilities damaged during construction will be repaired as part of the project. The cost of repairs will be the sole responsibility of the Contractor and such repairs will be subject to approval by the Government. Utility coordination will be critical as many of the utilities cross under the MSA roadway in a number of locations.
2.2.8. Fencing
2.2.8.1. No new chain link fence is anticipated to be part of this project.
2.2.9. Seeding
2.2.9.1. Disturbed areas will be re-seeded with a native grass seed mixture.
2.2.10. Applicable Permits
2.2.10.1. A Storm Water Pollution Prevention Plan (SWPPP) has been prepared and will be given to the contractor to file with the Environmental Protection Agency.
The SWPPP will include a written narrative of the erosion and sediment control measures to be used as well as frequency of inspections. It will also include an erosion and sediment control plan sheet showing where the various measured will be placed. The erosion and sediment control measures will be in place prior to start of construction.
2.2.11. ATFP Applicable measures
2.2.11.1. Due to the location of the project on the Gowen Field site, no ATFP measures are applicable. According to Unified Facilities Criteria (UFC) 4-010-01 dated 9 February, 2012, DoD Minimum Antiterrorism Standards for Buildings, Table
MAINTAIN ASPHALT PAVEMENTS 8
B-1, Standoff Distances with for existing buildings to roadways within a controlled perimeter, the minimum standoff distance is 13 ft. The project boundary does not fall within 13 ft. of the MSA building.
2.2.12. Technical Specifications
2.2.12.1. Due to the nature of the project being specific to roadway construction, the most appropriate technical specifications are the current edition (2017) of the Idaho Standards for Public Works Construction. (ISPWC). The ISPWC is the standard for local roadway construction in the state of Idaho. Area civil construction contractors are familiar with these specifications. The contractor shall have a copy of the current edition of the ISPWC on site for the duration of the project.
2.2.13. Pavement Section
2.2.13.1. The pavement section has been determined by the geotechnical engineer in the soils report. The pavement section consists of:
3 inches of Asphaltic Concrete 4 inches of Crushed Aggregate Base 8 inches of Structural Subbase
2.2.13.2. The asphaltic will consist of a minimum of 20% recycled asphalt. The pavement subgrade preparation included compacting the existing roadway fills to at least 95% of maximum dry density. Native clay soils are moderately Native clay soils are moderately plastic and will be susceptible to shrink/swell movements associated with moisture changes. If exposed, the clay soils should be scarified to a depth of 6 inches and compacted between 92 to 98 percent of the maximum dry density as determined by ASTM D698. The moisture content should be within 2 percent of optimum. Structural fill should be placed as soon as possible after compaction of clay soils in order to limit moisture loss within the upper clays.
2.2.13.3. The pavement section is shown on the typical roadway section on sheet C-1.
The roadway typical section has been updated to include the roadside drainage ditches.
2.2.14. Construction Schedule
2.2.14.1. The construction schedule is based on a start date 10 days following issuance of NTP. Demolition of the first half of the road will be the first major task followed by construction of the first half and the adjacent roadside storm drain ditch. Upon completion of the first half, the second half will be demolished and rebuilt along with the adjacent storm drain ditch. Due to the presence of existing utilities that parallel and cross the road in numerous locations, the demolition and construction of the road and ditches may progress slowly. The
MAINTAIN ASPHALT PAVEMENTS 9
final steps will be completing the roadway striping and replacing any disturbed/damaged road signs.
