About this file

This Performance Work Statement (PWS) details requirements for the Hawaii National Guard Youth Leadership Directional Symposium Services, scheduled for June 4th-14th, 2025. The contract requires a contractor to provide certified lifeguards for swimming activities and qualified staff to conduct a high ropes course for a youth camp serving 30 school-aged participants (ages 6-18) and 6 adult volunteers. Key requirements include providing individual beds with separate accommodations for males and females, a dining facility, meeting space, and catered meals across multiple dates, with specific timing for breakfast, lunch, and dinner.

The performance objectives mandate that the contractor maintain 85% compliance in two primary areas: providing a qualified lifeguard for all ocean and pool activities, and supplying qualified staff to supervise the high ropes course. The staff must conduct a safety brief, ensure participants complete waivers, and maintain 4-6 staff members during the activity. The contractor will be reimbursed after submitting an invoice to the National Guard contract office within one week of the event, with the government reserving the right to cancel the contract up to 7 days prior to the event without liability.
