Key requirements include providing lodging with individual beds, separate accommodations for males and females, meeting spaces, and catered meals throughout the event.

Specific performance objectives mandate that the contractor provide a qualified lifeguard for ocean and pool activities, meeting the standard 85% of the time, and staff the high ropes course with 4-6 personnel who will provide safety briefings and collect participant waivers. The event will take place at a camp site, which is preferred over a hotel environment to allow concentrated youth monitoring and leadership training. The government reserves the right to cancel the contract up to 7 days prior to the event, with venue fees, meals, and lodging to be paid under the contract and invoiced within one week after the event.
