QUESTIONS & ANSWERS

W912J2-19-R-0003

MEPS SHUTTLE SERVICE

Q: Numbers in box #1 for 2018 was 282 is that the total for all 6 routes.

A: Yes, the total for calendar year 2018 was 282 passengers for all 6 routes.

Q: May I get explanation on box # 2 delivering shipping documents from MEPS to drop off points 2018-500. Where are the drop off points and what documents?

A: They are documents from applicants (processed at the MEPS) and delivered to the assigned RSP location, which is on each route. Never a special run or additional run. Given to the driver when the applicants are picked up from MEPS and delivered to a responsible Army National Guard Soldier on the other end.

Q: Is this bid on all routes or none? Will all routes be awarded to one contractor or multiple contractors based upon pricing etc.?

A: ALL, so the organization only has to contact one contractor for this.

Q: It states in 1.4.7.3.3 Minimum two years driving experience with a CMV. Will any amount of training change the two year minimum?

A: If equivalent training documentation is provided this will be considered. Training of Standard Drivers Education would not suffice.

Q: Can a vehicle be used if it is less than ten passengers but has passed the DOT inspections and driver maintains CMV? Some vans come as a nine passenger not ten.

A: Nine passenger will work if it can support the contract requirements the entire year.

Q: Do the pickup locations notify us if there is no one there to pick up? Is there days when a route will not run entirely or at all? Will we be notified and how soon prior?

A: If the Wisconsin Army National Guard is the only branch of service using this service, we could set up certain POCs at each location so routes do not have to run or stop at those locations if there are no passengers.

Q: Our company is currently not listed in the DoD DTMO but we have a subcontractor who is. Will the Government allow us to bid as long as our subcontractor is listed?

A: In accordance with FAR 19.508, the clause 52.219-14 Limitations on Subcontracting should be in the solicitation and contract. This clause will be added to the solicitation by amendment and will be in the resultant contract. Clause 52.219-14 states at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Since travel must use the DoD approved carrier list for all transportation, Clause 52.219-14 would likely eliminate your company from competition.

Q: What times are the shuttles supposed to arrive at the meps hotel or office? around dinner time? Some of those locations are 4-5 hours away from the meps.

A: The shuttle will arrive at the MEPS by 3:00 p.m.

Q: Is each pick-up a 1 to 1.5 hour wait?

A: No. 1 to 1.5 hours is spent at the MEPS location. This time is allotted to ensure the passengers get to where they need to be at MEPS and waiting for the applicants dropped off on the previous day to board for the return trip to their home point on the routes.

Q: Is each shuttle route going round trip every day mon-thurs excluding holidays and non-processing days? if not, how is it reserved?

A: Yes. However, it might not have applicants to pick up at each location. The Recruiter will have the applicant at the drop of prior to pick up times set by the shuttle service in order to have them at MEPS prior to 3:00 p.m. The assigned Recruiter, or alternate, can contact the driver (phone or text) the day prior if they do NOT have anyone needing this services.

Q: Does the round trip always start from the MEPS hotel/office?

A: No, it usually starts at the furthest point from MEPS on the route, except on Thursdays. Note, 4.4.2 Driver transports from 1-10 (each) applicants to the assigned hotel for each MEP station on Monday, Tuesday, and Wednesday of each week. 4.4.3 Driver returns from 1-10 (each) applicant(s) from assigned MEPs Station on Tuesday, Wednesday, and Thursday of each week. Applicants normally arrive at MEPS on Monday, Tuesday, and Wednesdays. They spend one night at the MEPS hotel and return home the following day.

Monday – deliver a group of applicants to the MEPS Tuesday – deliver a new group of applicants to MEPS and return the applicants that were dropped off at MEPS on Monday back to their home point on the route Wednesday – deliver a new group of applicants to MEPS and return the applicants that were dropped off at MEPS on Tuesday back to their home point on the route Thursday – deliver a new group of applicants to MEPS and return the applicants that were dropped off at MEPS on Wednesday to their home point on the route.

Q: Can you send an example itinerary of a route with the times for a week?

A: The shuttle service will need to determine the itinerary based on above information.

Q: You state that there were 282 passengers last year. Is this a total of 282 people that each took a round trip so there were actually 564 rides?

A: Yes, 282 that took it round trip.
