STATEMENT OF WORK
128th Air Refueling Wing
General Mitchell Field ANG, Milwaukee, WI
Date: 29 June 2018 PROJECT TITLE: 128ARW Air Crew Notification System Overhaul
PROJECT #: HTUX-16-008
SCOPE: This Statement of Work concerns the installation of an Air Crew Notification System at 128th Air Refueling Wing. This system shall provide audible and visual notifications 24 hours/day 7 days/week at fixed locations. These audible and visual devices shall serve as the primary means of alerting aircrew members. We invite you to review this statement of need and consider bidding on this project.
The system shall provide sufficient audible and/or visual coverage to ensure alert crews in designated areas are immediately aware of system activation. One distinct tone/sound and color shall be used on all notification devices for this system, to differentiate them from other alert systems such as fire alarms and building MNS.
The system shall have the ability to be activated from two locations: Building 522 “Command Post” and Building 401 “MOCC”. These locations are approx. 800 feet apart, and are connected by existing fiber and copper cabling.
Interior “horizontal” wiring to be provided and installed by contractor. All equipment will be provided and installed by contractor. No government-furnished equipment, cabling, tools, or labor is available for this project with one exception: some campus “OSP” wiring (fiber optic and/or copper) between buildings is already in place and is available for you use. However, we have a limited amount available, so your specific requirements shall accompany your proposal for government review/approval.
Contractors shall be “subject matter experts” on their proposed system, and employ qualified personnel to install, configure, and test. Project shall be turn-key, including all applicable materials, labor, testing, and documentation.
EXISTING SYSTEM: The existing air crew notification system is a patchwork of different systems, panels, and notification devices. Each building is configured slightly differently, resulting in multiple different tones around base, causing confusion when the system is activated - “Is this the Air Crew notification system, a fire alarm, or something else?” The patchwork nature of the old system reduces its reliability and ease of operation. This legacy system shall remain in place for potential use as a last-resort backup, and is not to be demolished or modified under the scope of this project.
AREAS OF COVERAGE: The area of required coverage consists of numerous interior and exterior areas in and around thirteen buildings on our 34 acre campus.
To maintain operational security, maps of required coverage areas will be only provided during a pre-bid site survey. These maps indicate the areas to be covered by the base bid, and by bid option one. They also show the location of our telecommunications closets to assist with planning. We estimate that 60 interior notification devices and 5 exterior notification devices will cover all mandatory and optional areas, though final placement/saturation is flexible - we are open to your expert recommendations. Final equipment locations to be agreed upon by contractor and government prior to install.
LIST OF AREAS TO BE COVERED:
• Building 208, MXG: Hangar and offices (north and south, first and second floor)
• Building 304, MXG: Hangar
• Building 308, MXG: Hangar

• Building 701, Civil Engineering: West exterior
• Building 706, Vehicle Maintenance: Offices and repair bays
• Building 723, CATM: Offices and classroom
BATTERY BACKUP: The installed system must be able to operate during a power outage. Desired battery runtime is one hour on standby, 10 minutes on operation. Note that several of the buildings involved in this project have automatic or manual switched generators, while others have no generator at all, and will require a dedicated UPS for this specific system.
WIRING SYSTEM: Limited amounts of government supplied fiber optic and/or copper campus wiring (“OSP”) is available between buildings. The exact infrastructure needs of your system shall accompany your proposal, so that the government can ensure we are capable of provided the necessary support. All inside wiring (“ISP”) – including wiring to building interior AND exterior notification devices - shall be provided, installed, and terminated by the contractor. Contractor shall install the appropriate cable type/AWG that is required for the equipment, per manufacturer specifications. Conform to all applicable codes and requirements (National Electrical Code, National Safety Code, AFOSH standards, EIA/TIA standards, etc.) Contractor shall furnish and install cable trays and other cable support as required. Appropriate fire stopping shall be used where required per NFPA guidance.
BASE BID: Full coverage of specified interior and exterior locations as specified above. Turn-key system, with activation possible from two locations. Include all applicable materials, labor, testing, and documentation.
BID OPTIONS: Two bid options are requested, with the intent of maximizing the capabilities of the final product while staying within our budget constraints. All interested bidders are encouraged to include as many bid options as possible, to give the government an “a la carte” method of selecting affordable features/capabilities.
BID OPTION 1: Additional features to minimalize single points of failure within the system (ie: Class A wiring to notification devices, redundant equipment/panels where appropriate.)
BID OPTION 2: Install seven roadside alert route lights, to notify vehicle traffic of system activation. Location of these route lights are identified on the map that will be provided during pre-bid site visit.) Note: We have five of such lights currently installed, but they are inoperable. As far as we know, they are currently disconnected, but were functional when they were disconnected. Contractor may elect to re-use this equipment/wiring, but will need to provide testing of existing devices, and all corrective actions (possible new wiring and interconnections and/or device replacement) required to restore functionality. Otherwise, plan to demolish the existing equipment, and install new.
BIDDERS CONFERENCE: Due to the many intricacies of this project, interested contractors must attend a bidders conference (date to be determined) at our installation. Bidders will be able to inspect the buildings and areas involved, and ask questions. All questions shall be submitted in writing, and answers to all questions will be distributed to all interested bidders to ensure fairness. The accuracy of your bid is reliant on your attendance.
BID REVIEW/ACCEPTANCE: Proposed technical solution, including all proposed materials (equipment, wiring) and support requirements (building-to-building infrastructure, storage areas, etc) shall be submitted to the government for review. A source selection team will review proposals for technical acceptability.
ACCESS TO FACILITIES: We will perform a background check for all individuals wishing to gain access to this installation. Once vetted and approved, work can be accomplished in many areas without escort. Some locations will require continuous escort by government personnel, which will be provided by Comm Flight personnel.
SCHEDULE: Include an estimate project duration with your bid. If the project duration is expected to be more than one month, we will hold biweekly meetings to monitor progress. Business hours at this installation are Tuesday- Friday, 0600-1630. Off-hours work is possible, but only via advance coordination. Schedule should be designed to minimize interruption to building occupants whenever possible. Some locations may be inaccessible for periods of time (eg, an airplane in a hangar) so some schedule flexibility is expected. It is imperative that prolonged delays be avoided to ensure system is operational as soon as possible - we will coordinate to ensure work areas are available, you should likewise make it a priority to complete this project in a timely manner.
DAMAGE TO EXISTING PHYSICAL PLANT: Contractor shall protect from damage all existing improvements and utilities at or near the work site. The contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work.
