Questions & Answers – Repair and Sustainment of POL Pavement W912J2-17-B-0001 Q1. Will the project include the sidewalks and curbs in the refueling lane?

A1. The project will include removal and replacement of sidewalks in refueling lane as indicated on drawings. Damaged corners in the refueling pits that are connected to the new refueling lane will be cut out and replaced.

Q2. Can any of the phases on the diagram labeled “XGFG152005 - DWG Construction Phases” be done simultaneously?

A2. The phases shown in the “Construction Phases” diagram can be altered into two phases as shown in the new diagram labeled “XGFG152005 - DWG Construction Phases v2” Q3. Are the bollards and storm drain in the POL Parking area in the Option to remain?

A3. If the option is exercised the bollards (refueling truck block heater outlets) and the storm drain are to remain.

Q4. Are the rebar sizes in the Statement of Work and Drawings correct?

A4. Rebar requirements in the original Statement of Work and drawings were in metric units. Rebar to be used will be #3 imperial in place of #10 metric, #4 imperial in place of #13 metric, and #5 imperial in place of #15 metric.

Q5. How deep are the underground circuits that feed the outlets mounted to the bollards in the fuel truck concrete parking pad.

A5. The grounding rods for the circuits are approximately 6 inches under the concrete in the base course. The remaining circuits begin in an 11 inch by 24 inch by 24 inch Hand Hold box that is level with the concrete and next to the bollard base. Conduit goes straight down approximately 28 inches

Q6. Do the existing bollards in the fuel truck concrete pad stay?

A6. Yes the bollards are refueling truck block heaters and will remain. The bollards have a separate concrete base that runs level with the parking pad and is approximately 42 inches deep. This bases will remain and should be avoided during demo. Damage to the bollard base will be repaired.

Q7. Will access through the existing POL gate be possible and will we have to provide a guard to monitor access to the site?

A7. As POL is a controlled area, the contractor will be accompanied by a military escort at all times. As such, it is anticipated that the contractor will be able to access the site from the outside fence, but there would be a double lock (contractor and Gov't) and gate would not be allowed to remain open for the duration of construction but while deliveries are being made. During paving and removal operations this would be preferred, but will be a game day decision as the security situation of the day will dictate which antiterrorism/force protection protocols must be followed.

Q8. Please provide existing depth of Re-fueling Station Concrete Slab that is to be removed.

A8: Original drawings of facility have the existing depth at approximately 8 inches.

Q9. Please provide existing depth of subbase beneath Re-fueling Station concrete slab

A9. Original drawings of facility have the existing depth of the drainage layer, subbase, and compacted subgrade at approximately 14 inches.

Q10. Please verify if #13 rebar at 12" oc each way is to be used at Re-fueling station concrete slab or if a smaller size rebar at a closer spacing can be utilized (steel area per square foot would equal that of #13 bar at 12" oc)

A10. Rebar requirements in the original Statement of Work and drawings were in metric units. Rebar to be used will be #3 imperial in place of #10 metric, #4 imperial in place of #13 metric, and #5 imperial in place of #15 metric.

Q11. Please provide existing depth of POL Facility asphalt roads that are to be removed.

A11. Original drawings of facility have the existing depth of the asphalt roads at approximately 9 inches.

Q12. Please provide existing depth of subgrade located beneath POL Facility asphalt roads or indicate if existing subgrade is adequate

A12. Original drawings of facility have the existing depth of the asphalt road drainage layer, subbase, and compacted subgrade at approximately 18 inches. The existing subgrade is NOT adequate.

Q13. Is a work plan and schedule required to be submitted at bid opening?

Q14. No, a schedule will be required prior to notice to proceed.

Q15. Will the existing drain covers be salvaged?

A15. Yes.

Q16. What are the working hours?

A16. 6:30 a.m. to 5:00 p.m., Monday thru Friday. If coordinated, later than 5:00 p.m. may be possible, but not earlier than 6:30 a.m.
