Statement of Work (SOW) For

XGFG 152005 – Repair and Sustainment of POL Area

The Government has a requirement to replace the two concrete refueling tanker truck lanes with one larger lane within the fuel farm compound. There is also a requirement to repair/replace the asphalt paved surfaces throughout the fuel farm compound. Fuel storage and refueling operations will continue throughout construction. Pending the availability of funds there is an optional requirement to replace the refueling tanker truck parking lot concrete pad. The optional requirement will be given as a separate bid price. Contractor will ensure that Government operations are not impeded and shall plan work accordingly. Accessibility will be defined by the Government. Project will be completed in four weeks to include weather delays. Unless otherwise stated all pavements will fall within the guidelines of UFC 3-460-01 Design: Petroleum Fuel Facilities and UFC 3-250-01FA: Pavement Design for Roads, Streets, Walks, and Open Storage Areas, and Wisconsin Department of Transportation (WISDOT) specifications.

Specifically, the Contractor who is awarded this contract shall:

1. Renovate and Replace Concrete Re-Fueling Station:

a. Demolish the existing concrete refueling fill station lanes between buildings 1215 and 1216 (nominally 8,200 square feet). Existing refueling/defueling pit pads and equipment will remain.

b. Demolish curbs and sidewalks adjacent to concrete refueling lanes as shown on XGFG 152005 DWG3 in order to accomplish work.

c. Demolish existing trench drains and associated drain piping and clean outs. Coordinate demo with new work to reuse system mains.

d. Coordinate demolition of sidewalks and adjacent site area in order to support new sanitary clean out and new stair entrances to refueling lane as shown on XGFG 152005 DWG2.

e. Excavate approximately 8,200 square feet of earthen material encountered to the extent required to form a new compacted 8” thick base course.

f. Dispose of debris, rubbish, scrap, and other non-salvageable materials resulting from removal operations with all applicable federal, state and local regulations as contractually specified in the Waste Management Plan. Storage of removed materials on the project site is prohibited. There are no recovered-material requirements in this project.

g. Install new concrete central trench drain and pit similar to existing construction, with associated piping and clean outs as identified on drawings. Reuse installed trench drain covers and frames to extent possible. If not possible replace in kind or with government approved alternative. Ensure new trench drain is constructed to have the capability to discharge and remove liquid from refueling area as that of existing site trench drain levels. Coordinate pit construction to prevent cracking or provide with fuel and water rated coating. Details are shown on XGFG

1520005 DWG6.

h. Install new concrete refueling lane (approximately 8,200 square feet) as shown in XGFG 152005 DWG2. Concrete will have saw cut expansion and construction joints with slabs no larger than 20 feet by 20 feet. Control joints to be filled using 1” backer rod and fuel resistant self-leveling sealant (Dow Corning or approved equal).

i. Refueling entryway lanes shall be sloped at 3.25% and ensure that the refueling lanes can provide secondary containment of 10,000 gallons of liquid.

j. Refueling area pavement shall be designed to support a 32,000 kilogram (70,000 pound) 3 axle load with a tire pressure of 8.5 kilograms per centimeter squared (120 p.s.i.).

k. The pavement will be layered 8 inches of concrete and 8 inches of base course. The base course will be in two, 4 inch layers.

l. Concrete will be reinforced with #13 @ 12” O.C. EW reinforcement bar.

m. Aggregates must conform to the quality requirements of ASTM C33 and percentage of wear testing using ASTM C131 and/or ASTM C535. Use maximum size of 1.3 cm (1/2 inch) (100 percent passing 1.9 cm (3/4 inch sieve)).

n. Air Entrainment: Between than 5.0 and 6.0 percent air entrainment.

o. Flexural strength: 4.5 Mpa (650 psi) at 28 days determined using the procedures of ASTM C78.

p. Subgrade Compaction. Degree of compaction shall be the following percentages of the maximum density obtained by the test procedure in ASTM D1557, “Test Method for Laboratory Compaction Characteristics of Soil Using Modified Effort.”

q. Install new concrete curbs around new refueling lane and taper ends to match existing site conditions.

r. Replace sidewalks and provide new concrete stairs from the sidewalk coming from building 1215 into refueling lane as indicated on XGFG 152005 DWG3. Coordinate installation of sidewalks to match existing conditions.

s. The use of steel fiber reinforced concrete or similar systems is prohibited.

t. Any concrete and sealants used shall be jet fuel resistant concrete designed for northern climates.

u. Transition points between concrete and asphalt will match existing site conditions.

v. Lighting and electrical will matching existing site conditions unless otherwise specified by the Government.

2. Expand, Renovate, and Replace POL Facility Asphalt Entryway Roads

a. Excavate grassy areas identified on XGFG 152005 DWG3 and provide sub base for new paved surfaces.

b. Excavate asphalt to be replaced by concrete identified on XGFG 152005

DWG3 and provide sub base for new paved surfaces.

c. As annotated on XGFG 152005 DWG3 install concrete connecting refueling lane to entryway drive and roadways replacing existing asphalt surface. The pavement will be layered 8 inches of concrete and 8 inches of base course. The base course will be in two, 4 inch layers. Concrete will have same properties as listed in Section 1 above.

3. Renovate and Replace POL Facility Asphalt Roads:

a. Excavate approximately 45,200 square feet of existing asphalt and earthen material encountered to the extent required to form a new compacted 10 inch thick aggregate base consisting primarily of no. 2 gradation limestone. Asphalt location annotated on drawing XGFG

152005 DWG2.

b. Dispose of debris, rubbish, scrap, and other non-salvageable materials resulting from removal operations with all applicable federal, state and local regulations as contractually specified in the Waste Management Plan. Storage of removed materials on the project site is prohibited. There are no recovered-material requirements in this project.

c. The pavement will be layered 4 inches of HMA (hot mix asphalt) and 10 inches of base course. The HMA layer will consist of a 2” binder course followed by a 2” wearing course. The base course will be in two, 5 inch layers.

d. Grade, shape and compact aggregate base to receive and support new asphalt that will be free of ponding water and will drain storm water to existing inlets.

e. Subgrade Compaction. Degree of compaction shall be the following percentages of the maximum density obtained by the test procedure in ASTM D1557, “Test Method for Laboratory Compaction Characteristics of Soil Using Modified Effort.”

f. All HMA shall consist of 4%-5% PG64-28 asphalt cement and aggregate gradations in accordance with WISDOT specifications for binding and wearing courses in full cross section.
