W912J2-16-R-4000 Question and Answer Document #1 4/28/2016

1. According to the Amendment 1, project bid date is extended, but the power point shows that bid date isn’t changed. Please clarify if the bid date is changed.

Answer: this block was checked in error. Bid date is not extended.

2. On FBO website, Exhibit E is uploaded 04/28/2016, but I can’t download the file. Please check if link is working or not.

Answer: I will upload another version on 4/28/2016

3. No updated SF1442 was provided (Amendment 0001 states The following have been modified: SECTION 00010 SOLICITATION, OFFER, AND AWARD SF 1442 and SF 1442 BACK) – please indicate if a new SF1442 will be released.

Answer: I will upload a conform copy of the revised SF 1442 on 4/28/2016

4. Amendment 0001, block 11 states the due date is extended. Please confirm, as the Power Point presentation states the proposals are still due May 5, 2016.

Answer: bid date is NOT extended this block was checked in error.

5. Solicitation SECTION 00110: SUBMISSION REQUIREMENTS AND INSTRUCTIONS, 2. PROPOSAL CONTENT – states the binders shall be Binder 1, Volume I and Volume 2, PART I --Technical Capability Proposal and Volume 2 – PART II --Past/Present Performance Information. However, added Exhibit F states binders shall be as follows: Binder # 2 - VOLUME 2, PAST PERFORMANCE INFORMATION and Binder # 2 VOLUME 3, TECHNICAL INFORMATION. Please clarify which to use, or if it does not matter.

Answer: Exhibit F is wrong. Please tailor Exhibit F to what Section 00110 says if you would like to use it… Exhibit F is not required

6. Solicitation SECTION 00110: SUBMISSION REQUIREMENTS AND INSTRUCTIONS, 2. PROPOSAL CONTENT: states Submit Volume 1, Price proposal, pro forma documents, in original and (3) hard copies and one (1) electronic copy on a CD in accordance with the instructions contained herein. However, Exhibit F asks “Did you submit an Original and one copy of Binder # 1 (Volume 1)?”. How many binders of Volume 1 are required for submission?

Answer: Exhibit F is wrong. Change it to match section 00110 if you would like to use exhibit F.

7. Exhibit A requests preparation of not more than 6 Part 1 forms for general construction past performance projects. Section 00110 paragraph 3.3.3. on page 28 of 131 requests a minimum of 3, but not more than 5, of these documents. What is the maximum number of projects that can be submitted?

Answer: I will accept up to 6 projects because of the discrepancy. If you only submit 3-5 the number of submissions will not be held against you. You will still be rated on relevancy and your capability to perform the work we need accomplished.

8. Exhibit E (Instructions to Offerors on Proposal Prep and Evaluation for Bldg 55 Renovation) provides a pricing form with three line items requiring single total number responses. In the first section of these Instructions, line (b) requests AF Form 3052 or similar format, which requires greater detail of pricing information. Should we use the provided form, or the more detailed 3052?

Answer: Both. Your price will be evaluated based on the Exhibit E three line items. However, if we are curious why you are significantly different from the group or IGE, we look to the AF Form 3052 or similar breakdown to figure out where and why you are different.

9. Exhibit E line (a) refers to a Project Plan. Is this intended to be a project schedule for each work activity line item over the term of the project?

Answer: It certainly could be but I would also include a narrative. We are looking for a timeline and strategy to accomplish the project efficiently.

10. Exhibit E line (a) requests a 3 page synopsis of our technical solution to support the Project Plan. Is this intended to be a summary of the more detailed requirements of the Technical Capability Proposal (Volume 2, Part I)?

Answer: just talk us through your project plan timeline.

11. Is there a limit to the number of Exhibit B forms that can be submitted?

Answer: No, but there may be a page limit to that volume or section.

12. Can you clarify what needs to be submitted for the seed project? I understand a Project Schedule should be included in Volume 2, Part 1 (Item 5). However, Exhibit E, Prototypical Project includes the following instructions.

From Exhibit E:

Instructions: Provide a Project Plan in any format with a Tentative NTP date of 1 MAR 15. Additionally, provide a brief synopsis (NTE 3 pages) describing your technical solution to augment and support the Project Plan to meet the period of performance accordingly.

a)The Project Plan should clearly demonstrate a complete understanding of the tasks necessary to Renovate Bldg 55 Project# 060432.
b)Provide an AF Form 3052 or similar format that includes detailed costs associated with work.
c)Provide a submittal with cut sheet of projects to be utilized to complete the work.

If a Project Plan, AF Form 3052 and Submittal Cut sheets are to be provided, please indicated where they should be included in the proposal.

Answer: They should be provided with Exhibit E in the Price Volume of your proposal.

13. Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity?

14. 02000 1.1.2 states that projects will be 'bid build type from already completed designs'. The 1442 states that the projects are construction and design-build. pg 69 of 131, SC8 discusses A/E firm preclusions. We do not see any SF30 requirements for the Prime's subcontracted A/E firms as part of the solicitation. Please confirm if there are in fact both design-bid-build and design-build projects associated with the task orders. If so, will A/E (Designer) experience be counted as part of the Prime's relevant experience? With scenarios in Task Orders being 'complex design-builds', will an offerors Design-Build experience be given greater weight in the proposal?

Answer: Include your design build AE firm in Exhibit B as a subcontractor. You can also include their SF330 with your Key Personnel sub factor under the technical portion.

15. General/007000 Is there a SF1391 associated with the budget for this MATOC that the CO could provide? Do you know the anticipate number of task orders associated with the base two year option- we see CLIN 0001-3004? Do we know task orders by base location or is this generally as the Activity receives funding? We see 16 x CLINs within 007000.

Answer: There is no SF1391. Task order numbers for base year are unknown based on unknown funding levels. The CLINS coincide with the type of task order and which option year, now how many orders we place.

16. 22 of 131 solicitation 3.3.9.1 Discusses proposed subcontractor/teaming partners completing Exhibit B. Since multiple teaming partners may be beneficial to the prime and that each subcontractor needs to fill out an exhibit, will USG allow Exhibit Bs not to be counted against the page limit.

Answer: No. The volume and section page limits include all exhibits within.

17. 29 of 131 solicitation 3.3.10 States Required Past Performance. For small businesses, clients/evaluators are asked several times for PPQ references over the course of the year. Will USG consider previously submitted PPQs on the same/similar PPQ form directly submitted by the Prime. If not, can we have Client submit the same form they filled out for Army, USACE, NAVFAC, VA, and email it directly to you as a PDF so they do not need to redo?

Answer: Yes, I believe the solicitation allows you to show past performance in the form of final reports from CCAS, PPIRS, CPARS or any Federal past performance system.

18. 32 of 131 solicitation USG provides Technical Proposal, VOL 2, into 7 different categories; (1) Capability and Experience.(7) LEED. The page limit given to Sub factor 1, Capability and Experience is 20 pages with no page limits provided for sub factors 2-7. Please advise if 20 pages is for factors 1-7. Page limits are generally vague in the solicitation.

Answer: The 20 page limit is only for subfactor 1. Capability and Experience

19. 37 of 131 solicitation Within the price evaluation section, 4.5., states that price is 'not-rated', page 31 of 131 2.1 Evaluation Factors for award state that factors are (1) technical (2) Past/Present Performance (3) Price. To insure we are meeting the intent of the USG, please provide further clarification as to the pricing for the mock SEED / 'prototypical' project provided in the solicitation and if this pricing will be evaluated. We assume that Exhibit E (Prototypical project) will be placed in Vol 1 Price, although parts of the solicitation state to leave price 'blank'. What level estimate would you like with the Prototypical project?

Answer: The section you are referring to is talking about ordering procedures for task orders in the future… if you receive an awarded contract. It is referring to a scenario where we decide not to evaluate price. We are most definitely evaluating price for the prototypical project. Fill out Exhibit E and submit with Vol 1 Price along with other required information.

20. 61 of 131 solicitation Some mentions have been made in the solicitation about abatement. Has USG contracted Environmental Testing firms to conduct testing reports on asbestos, mold, lead for each of the task order projects prior to MATOC awardees receiving task order documents for assessed buildings/projects? Will any of the task orders require the Prime to conduct environmental testing prior to commencement of construction for projects with unknown contaminants?

Answer: The bases have completed testing and know where abatement is required. There are instances where we will need further testing done. Often times the exact amount of abatement is unknown. However, when we ask you to submit a proposal we tell you a number to use for your estimating purposes. If it is significantly more or less after the award we will make and adjustment to the task order.

21. Exhibit E Instructions C) asks to provide a submittal with cut sheet of projects to be utilized to complete the work. Please clarify what this means. Please also provide a correct NTP date in order to apply Davis Bacon Wages against it. It is currently 1 MAR 15. In Exhibit D, Scheduling Methodology shows 1 August 2016.

Answer: In your scheduling software, break it down by the tasks during completion of the project. The correct NTP is 1 August 2016.
