1.4 USE OF PREMISES

A. The project is on a closed Base and, as such, only those persons granted permission may enter. It is, therefore, required that control be exercised over Contractor personnel while working on the Base. To maintain this control, a listing of all Contractor personnel who will be working under the contract, must be submitted to the Contracting Officer ten working days prior to the start of work under the contract. The preferred method of providing this list is via email, to the contract administrator. The listing shall include, but not limited to: contract number, project number, employee name, photo identification, date of birth, driver’s license, and the estimated starting and ending date of each employee. Subsequent listings of all additions or deletions will be submitted as employees are hired or released.

Before taking possession of or using any work, the Contracting Officer shall furnish the Contractor a list of items of work remaining to be performed or corrected on those portions of the work that the Government intends to take possession of or use. However, failure of the Contracting Officer to list any item of work shall not relieve the Contractor of responsibility for complying with the terms of the contract. The Government’s possession or use shall not be deemed an acceptance of any work under the contract.

2. While the Government has such possession or use, the Contractor shall be relieved of the responsibility for the loss of or damage to the work resulting from the Government’s possession or use, notwithstanding the terms of the clause in this contract entitled “Permits and Responsibilities.” If prior possession or use by the Government delays the progress of the work or causes additional expense to the Contractor, an equitable adjustment shall be made in the contract price or the time of completion, and the contract shall be modified in writing accordingly.

1.6 OPERATIONAL SAFETY

A. The Contractor must be aware of the necessity of providing for the safety of military, Base Operations, personnel and property as well as for the safety of his/her own work force.

D. The operation of all ground equipment (mobile or stationary), the placement of all materials, and the performance of all work upon and in the vicinity of all airfields shall be done in accordance with this clause. The requirements of this clause are in addition to any other safety requirements of this contract.

E. For the purposes of this clause, the following definitions shall apply.

1. Safety Area An area centered on the runway or taxiway which depicts an area to be clear and free of objects, except for objects that are placed within this area because of their function. All objects within this area are to be frangible or flush with the ground.

The runway safety area dimension, from centerline, equals 250 feet, and taxi-ways are 85.5 feet from corresponding taxiway centerlines.

2. Object Free Area An area centered on the runway centerline which requires the clearing of all objects protruding above the corresponding “Safety Area” elevation. Objects non-essential for air navigation or aircraft ground maneuvering purposes is not permitted within this area.

The runway object free area dimension, from centerline, equals 400 feet, and taxiways are 129.5 feet from corresponding taxiway centerlines.

3. Part 77 Primary Surface A surface centered on the runway centerline. The elevation of any point on the primary surface is the same as the elevation of the nearest point on the runway centerline.

The runway primary surface is 500 feet from runway centerline. At this point the surface continues upward and outward at right angles to the centerline at a slope of 7 horizontal to 1 vertical.

F. The Contractor shall report to the Government before initiating any work and shall notify them of proposed changes of locations and operations.

01100 - 5 SUMMARY

G. Neither the Contractors equipment nor personnel shall operate within 250' of the runway edge or 1000’ of any runway end, and within 80’ of an active taxiway edge or any area which may cause interference with navigational equipment without permission of the control tower, see paragraph J.

H. When it becomes necessary to close a taxiway or to change operations, the Contractor shall inform the Government 24 hours in advance of the change in operations.

I. The Contractor shall have a person on call 24 hours per day for emergency maintenance of airport hazard lighting and barricades so that any outage will be corrected within 2 hours from notification.

1. The Contractor shall furnish and place a continuous line of portable barricades across apron or taxiway to keep vehicles from entering active areas and to keep aircraft from taxiing into areas under construction. Care shall be exercised by the Contractor during construction adjacent to aprons and taxiways not to place barricades closer than the clear distances stated above. At night, barricades shall be equipped with red blinking lights. Barricades shall have alternating colors of International Orange and White. Red blinking lights shall be at least 5 candelas.

2. Barricades shall be as shown in the enclosed construction documents.

3. The Contractor may not close any active pavement area without giving the Government 24-hour prior notice.

J. Operations at General Mitchell Field are controlled by the FAA control tower. When a runway or taxiway is open to air traffic, the Contractor must obtain clearance from the tower before any of his/her personnel or equipment proceeds onto or across the area.

This will be accomplished by using a radio with frequency 121.8 MHz, furnished and operated by the Contractor. A radio-equipped flagperson shall be used to control ve-hicular traffic crossing active areas during hauling operations. A radio operations per-son shall be checked out and approved by Airport Operations personnel, prior to using radios.
