BRAC – Add Hydrant Refueling Outlet
HTUV059204
Pre‐Bid Questions & Answers
1. The 10” tie-in to the existing 10” hydrant supply pipe. How will it be completed, with what type of fittings?
Fittings shall be in accordance with Specification Section 15060.
2. On the ends of the new 10” pipe, are they looped with 90 degree ells, or how?
Question is unclear.
3. Please provide a specification for the drain line, identified as HDPE on Detail 2, Sheet F-7.
Match existing materials for drains.
4. Sheet F-4 shows the FSCO just West of the existing Hydrant Pit. This cleanout was not seen during the walk-thru. Please verify that the cleanout is at the location shown and that this is the tie-in point for the drain line.
Cleanout is at the location shown on the drawings. This was re-verified by 128ARW/CE, see photo below.
5. Is information available on the manufacturer of the existing Hydrant Refueling Pit and the Low Point Drain Pit?
Contact Dabico.
6. Pipe Spec 15060-5, 1.4 Materials, B.1.4.a. Refers to seamless pipe. However, two paragraphs later (c.), Seam weld requirements are mentioned. Will the fuel piping be required to be seamless or not? The price difference is substantial.
Per 15060 - 5, 1.4.B.1.a: Two options are provided, seamless is only required for pipe conforming to ASTM A312. Pipe conforming to ASTM A358 does not required to be seamless. The contractor may choose between those two options.

7. I find no mention of _Buy American_ requirements in the specs. Will foreign-made products be acceptable? Once again, there is a substantial price difference.
Buy-American act applies. Clause 52.225-9 was inadvertently omitted from solicitation. It will be included in Amendment 2.
8. Specification 15060-2.1D contains a contradictory specification for the Standards of Acceptance for radiography of welds. The specification designates ASME B31.3, Chapter VII, Table K341.3.2A Normal Service. Chapter VII does not apply to welding stainless steel piping and Table K341.3.2A can only be found in Chapter IX for High Pressure Piping. Please advise if the Standards of Acceptance should be ASME B31.3 Chapter VI (six) Table 341.3.2 for Normal Fluid Service, or Chapter IX (nine Table K341.3.2 for High Pressure Piping.
Standards of Acceptance should conform to Chapter IX.
9. See question above. There are other similar references to Chapter VII and Table
K341.3.2A in Specifications 15060-1.4B1c, 1.4B1e, 1.4B1f, and 1.4B1g. Please review and confirm as noted above for these references.
Chapter IX shall be used.
10. Specifications 15060 and 15899 do not address the tie-in’s of the new piping to the existing piping. Please provide the required specification. The drawings suggest that the tie-in’s are to be made with 90 degree ell fittings. Is a hot tie-in is required or may a PLIDCO coupling be used? What are the allowable working hours or restrictions? Is the Contractor of the Government responsible for the labor, material, and equipment necessary to draindown the existing piping for the tie-in’s?
What is the expected quantity of fuel required to draindown the existing system?
Plidco fittings are not acceptable. Please see Specification Summary 01100-7, 1.8 Work Restrictions. The Government will drain down 95% of the fuel in the line.
Coordinate with POL for volume of fuel currently in the system. Coordinate with POL and contracting officer for available downtime.
11. Specification 15899-3.2A1 requires that control valves, including existing control valves in the pumphouse, be removed from the system prior to start of flushing operations. Please clarify the quantity and sizes of all existing control valves to be removed.
Details of existing fuel pump house are not included. All contractors were given access to investigate existing conditions at the Pre-Bid Meeting 23 June 2009 at 10:00 A.M.
12. Specification 15899-3.2A2 requires that the coalescer and separator elements in filter separators be removed from the system prior to start of flushing operations.
Specification 15899-2.2A5 requires that one complete set of coalescer elements and separator cartridges for each existing filter separator shall be turned over to the Government after new coalescer elements and separator cartridges are installed in each filter separator vessel after completion of acceptance testing.
Please provide the type and number of coalescer elements and separator cartridges required for each existing filter separator.
All contractors were given access to investigate existing conditions at the Pre-Bid Meeting 23 June 2009 at 10:00 A.M.
13. Is a bid bond required with the Bid? If so, what percent of the bid is required? Also, are there any other documents that must be submitted with the SF1442?
Bid bond (offer guarantee) is required in the amount of 20% of the bid. Along with a signed SF1442 , please include a stamped copy of the Bid Bond. Please make sure the bond is signed by the same person who signs the SF1442. Make sure to acknowledge any amendments (Block 19 of SF 1442). As of this writing, there is amendment 1 and there will be amendment 2 (forthcoming). Also, please complete Representations/Certifications electronically on https://orca.bpn.gov/ to certify Small business status.
