About this file
This is Amendment 0003 to Solicitation W912HZ26RA020, issued by the U.S. Army Corps of Engineers (W2R2 USA ENGR R AND D CTR), Vicksburg, Mississippi on July 27, 2026. The amendment updates Sections L and M of the original solicitation dated July 22, 2026.
The amendment modifies the Instructions, Conditions, and Notices to Offerors and the Evaluation Factors for Award. Key changes include clarifying that individual disposal items do not require detailed discussion; proposals may address waste streams collectively. The Technical Approach evaluation subfactors encompass: (1) Understanding of the Requirement—demonstrating thorough comprehension of scope, waste streams, project objectives, site conditions, regulations, and performance challenges with identified risks and mitigation strategies; (2) Waste Characterization and Handling Procedures—providing clear methodology for identifying, segregating, packaging, labeling, storing, transporting, treating, and disposing of hazardous waste with compliance to RCRA, DOT, EPA, and OSHA; (3) Technical Execution Plan—presenting logical, detailed, feasible work plan with activity sequencing, staffing, equipment, and contingency procedures; (4) Health and Safety Approach—comprehensive plans addressing hazard assessments, training, PPE, site controls, emergency response, and incident reporting; (5) Environmental Compliance and Regulatory Management—procedures for permits, manifests, inspections, and compliance monitoring; (6) Quality Control and Performance Assurance—inspection processes and corrective actions; (7) Disposal Facilities and Waste Tracking—identifying TSDFs, transportation networks, manifests, chain of custody, and cradle-to-grave accountability; (8) Risk Management and Contingency Planning—identifying technical, operational, regulatory, and environmental risks with contingency plans. Evaluation ratings include Outstanding, Good, Acceptable, Marginal, and Unacceptable. The award is Lowest Price Technically Acceptable with Technical Capability evaluated as Pass/Fail based on demonstrating capability to perform all Performance Work Statement requirements.
