About this file
This is a Questions and Answers document dated 5 August 2026 regarding a concrete materials procurement. The document addresses six vendor inquiries concerning product specifications, delivery requirements, and acceptable substitutions.
The Government will accept equivalent products meeting solicitation requirements and federal Buy American mandates for all listed materials, including rebar, welded wire mesh, curing compound, expansion joints, chairs, and plastic sheeting. For Line Item 4 (3.5" Chairs), the Government specifies metal construction with a minimum 500 lb load capacity and individual legs, with no preferred manufacturer. The 4,000 PSI MDOT Class AA concrete with superplasticizer (8-inch slump) must comply with all requirements specified in the solicitation and MDOT Class AA standards regarding aggregate size, air entrainment, and cement type. Vendors may quote commercially available equivalent products meeting required ASTM/MDOT specifications without identified manufacturer names. For the three scheduled concrete deliveries (approximately 39, 58, and 84 cubic yards), the requirement is material delivery only, with no pump trucks, washout, testing, or onsite services required. Line 12 specifies ASTM C309 Type 2 White Pigmented Membrane-Forming Curing Compound, with any compliant product acceptable provided it meets solicitation requirements and Buy American mandates.
