About this file

This is a Questions and Answers document for a federal contract opportunity involving the procurement of steel plates with specific cutting requirements.

The solicitation addresses material sourcing and plate cutting specifications. Regarding material origin, the government confirms acceptance of both domestic material and qualifying country material, provided that offered steel plates meet the applicable requirements of DFARS 252.225-7001. On the plate cutting requirement, the government clarifies that the "fully cut out parts, NO RIPPING" specification does not mandate cut edges on all four sides of each plate. Rather, the requirement is designed to prevent cutting methods that introduce unnecessary warping to the material. This distinction indicates that contractors should focus on cutting techniques that maintain material integrity rather than on achieving specific edge configurations across all plate faces.

Question #1: Please confirm that along with Domestic Material, you can accept Qualifying Country Material per 252.225-7002.

Answer #1: Yes. Qualifying-country material is acceptable, provided the offered steel plates meet the applicable requirements of DFARS 252.225-7001.

Question #2: Please refer to “DESCRIPTION OF REQUIREMENT” page. Under “FOR ALL PLATE CUTTING”, please clarify “fully cut out parts, NO RIPPING”. (Are you requesting a cut edge on all 4 sides of each plate)?
