This is a Questions and Answers document dated 08 Aug 2025 for a federal contract opportunity involving multiple Blanket Purchase Agreements (BPAs) for various categories like Electrical and Hardware supplies. The document clarifies key proposal submission details, including three proposal volumes: Volume 1 Technical (describing corporate capacity and key personnel), Volume 2 Past Performance, and Volume 3 Price (using Standard Form 1449 and pricing schedule). Contractors can submit Past Performance Questionnaires from anyone who has performed work for them, including retired contacts, with no specified number of questionnaires required. The specific supplies will be provided per individual BPA call, and contractors are directed to reference Section L for proposal preparation instructions and Section M for evaluation factors.

Questions and Answers Document
08 Aug 2025
The following questions and answers are provided for informational purposes only:
Question 1: I have reviewed the documents but have not found a detailed list of the parts required. There is only a general listing under the continuation. Please advise if there is a document that I have missed.
Answer 1: No documents are missing. Correct, the continuation of description, under Section #2, Requirement, lists the required supplies. Specific supplies will be provided per BPA call issued. Please reference Section L – Proposal Preparation and Submission Instructions.
Question 2: How many client past performance questionnaires will need to be submitted with application?
Answer 2: There is no specified number.
Question 3: Is there an example of the format that is required?
Answer 3: No, we do not have an example format that we can provide. However, please reference Section L – Proposal Preparation and Submission Instructions, Section #2, Proposal Preparation Instructions for the required format.
QuesƟon 4: If a contractor is going aŌer more than one BPA (Electrical, Hardware, etc.), can the contractor use the same Customer Past Performance QuesƟonnaire for each one?
a. We are trying not to completely overwhelm our customers with a requirement to fill out 5 PPQs and send them in 5 separate emails within 2-3 weeks.
b. Our preference would be for the customer to fill out one PPQ with data from each of the up to 5 BPAs in the AdministraƟve data at the top. And then be able to send out a blanket email with each of the BPA POCs (like yourself) in the ‘to’ line. The only concern here would be the subject line.
c. Would the Government be amenable to this?
d. If we were authorized to do this, how would the Government like the subject line to read?
Answer 4: Completed Past Performance QuesƟonnaires should be submiƩed with your proposal as stated in SecƟon M Paragraph 3.0 B(2)(b.)
QuesƟon 5: In the Addendum to 52.212-1 InstrucƟons to Offerors, SecƟon L, Proposal Content, the Government states there are 2 volumes under paragraphs 3.1 Volume I - Technical Proposal and 3.2. Volume II – Price Proposal.
However, in the Addendum to EvaluaƟon, SecƟon M, Paragraph 3.0 EvaluaƟon Factors it lists 3 volumes –
• FACTOR 1 VOLUME 1 Technical - Offerors shall describe their Corporate Capacity and Key Personnel.
• FACTOR 2 VOLUME 2 Past Performance - Offeror shall demonstrate past performance.
• FACTOR 3 VOLUME 3 Price - Standard Form 1449 and pricing schedule (Reference AƩachment 01).
a. Will the government clarify how many volumes there are and what is in each one?
Answer 5: See attached revised Section L.
Question 6: While we were compiling our list of people to solicit questionnaires from, I discovered that a couple of our contacts have recently retired. Can we have retirees fill out the questionnaires or only active employees?
Answer 6: Anyone they have performed work for can complete a Past Performance Questionnaire.
